    alexander clapp ROMANIA REDIVIVUS nce the badlands of neoliberal Europe, Romania has become its bustling frontier. A post-communist mafia state that was cast to the bottom of the European heap by opinion- makers sixteen years ago is now billed as the success story Oof eu expansion.1 Its growth rate at nearly 6 per cent is the highest on the continent, albeit boosted by fiscal largesse.2 In Bucharest more politicians have been put in jail for corruption over the past decade than have been convicted in the rest of Eastern Europe put together. Romania causes Brussels and Berlin almost none of the headaches inflicted by the Visegrád Group—Czechia, Hungary, Poland, Slovakia— which in 1993 declined to accept Romania as a peer and collectively entered the European Union three years before it. Romanians con- sistently rank among the most Europhile people in the Union.3 An anti-eu party has never appeared on a Romanian ballot, much less in the parliament. Scattered political appeals to unsavoury interwar traditions—Legionnairism, Greater Romanianism—attract fewer voters than do far-right movements across most of Western Europe. The two million Magyars of Transylvania, one of Europe’s largest minorities, have become a model for inter-ethnic relations after a time when the park benches of Cluj were gilded in the Romanian tricolore to remind every- one where they were. Indeed, perhaps the aptest symbol of Romania’s place in Europe today is the man who sits in the Presidential Palace of Cotroceni in Bucharest. Klaus Iohannis—a former physics teacher at a high school in Sibiu, once Hermannstadt—is an ethnic German head- ing a state that, a generation ago, was shipping hundreds of thousands of its ‘Saxons’ ‘back’ to Bonn at 4,000–10,000 Deutschmarks a head.

The Environmental report was approved in February 21st, 2007. The project has required two EIA decisions: (i) one for the new motorway section (68.5km) and (ii) one for the realignment of the Sofia – Kulata Railway line in Lot 4 (5km). (i) The motorway project falls under Annex I 7b of the EIA Directive 2011/92/EU for which the EIA is mandatory. The Ministry of Environment and Waters (MoEW) is the competent authority to issue EIA decisions in consultation with other authorities with responsibilities on environmental aspects. Based on the EIA Report, its Supplements and the results from the public consultations, the MoEW issued a positive EIA Decision No. 1-1/2008 on 15.01.2008. (due to a factual error the EIA Decision was amended and its final number is EIA Decision No 1-1(1)/2008). The MoEW is also the Competent Authority for Natura 2000 sites. An Appropriate Assessment (AA) was provided as an appendix to the EIA Report Supplement of October 2007.

    The Fate of the Bulgarian Jews during the Holocaust – the Menace, the Rescue, the Aliya Assoc. Prof. Rumyana Dimitrova Marinova-Christidi, Ph.D. Faculty of History Sofia University "St. Kliment Ohridski" Bulgarians and Jews have for centuries lived together in a tolerant and loyal manner. The very first Bulgarian Constitution, adopted in 1979 upon the Liberation of Bulgaria from Ottoman Rule, guaranteed the political equality of the ethnical and religious minorities in a period when Jews had a major role not only in the economic, but also in the political and cultural life of the country. Bulgarian Jews were internationally recognized individuals like the painter Jules Pascin, originally from Vidin and the Nobel Prize winner for literature Elias Canetti, born in Rousse, as well as many other members of the Bulgarian intellectual elite. The Bulgarian Jewish Community maintained excellent relations with the state and in 1909 the Bulgarian Monarch family attended the grand opening of the impressive new Sofia Synagogue – the third largest in Europe and among the most beautiful. As loyal subjects of the Bulgarian state the Jews took part in the wars for Bulgarian national unification. During the Serb-Bulgarian War of 1885 some Jews reached the rank of colonel in the Bulgarian army. The names of some Jewish soldiers and officers are prominent during the Balkan wars of 1912-1913 and during the First World War. The total number of Jews, killed in these wars is 952. In the period between the two world wars the Jewish Community in Sofia accounts for around 0.8% of the total Bulgarian population, reaching approximately 50 000 people.

Management of the library: 2003 was jubilee for the National Library of Bulgaria. All efforts of the staff were directed to celebrate with dignity the 125 Anniversary of the Library. The main goal of the celebrations was to put the National Library of Republic of Bulgaria and some of its most serious problems in front of the attention of the Bulgarian society. 2. Funding During 2003 the basis source of finance of the National Library was the subsidy allocated by the Ministry of Culture - 1 454 837 Bulgarian leva (746 070 Euro) – 85,94 % of the whole funding, including 118 410 leva (60 723 Euro) special grant for purchasing new computers. The Library’s own income is 257 479 leva (132 040 Euro) – 14,06 % of the whole funding. The own income was in proportion 67.60 income from provision of services, 26.46 from rents, 5.99 from sponsorship and 0.24 others. The National Library received 15 433 leva (7 914 Euro) sponsorship by private institutions and donations from individuals to purchase valuable collections, and to support publishing, exhibitions and other cultural events.

Historically this interconnection entry-exit point (IP) Кulata/Sidirokastro serves mainly as an entry point enabling Greece to receive natural gas, i.e. the physical flow is more often in the direction from Bulgaria to Greece. During the January 2009 crisis, physical reverse flow to Bulgaria was carried out through this interconnection.
