1. Residual import restrictions in the European territories of Portugal are applied without discrimination towards the member countries of GATT.

Imports of the above-listed products are usually authorized with due regard to the domestic consumption situation,.quality, the nature of the product, etc.

Some of the products mentioned in the list are considered as basic to the national economy! their importation is generally submitted to public competition.

The increased liberalisation resulting from the presently notified list, in comparison with the previous list circulated by the GATT secretariat (L/2336) has, among other things, eliminated global quotas, except in the case of motor vehicles.

2. Imports of motor vehicles are subject to specific conditions created by decree-law No. UU,104. of 20 December 1961, which established a national motor vehicle construction and assembly industry.
