Steers to £1305 Heifers to £1100

A better trade for all sorts on Friday with a few wintering men now looking for cattle helping to increase prices. Strong British Blue steers (26m) from David Withers, sold well and topped the sale at £1305 with an eye catching pen of six Blue’s (24m) from Graham Bridgman, also looking dear at £1255 apiece. Not far behind was a well-covered single Limousin steer (25m) at £1250 for Simon Curtis of and a bunch of four of the usual smart Angus cross bullocks (18m) from Peter Hendy, at the same price, further well grown Angus steers (20m) saw a trio from Ken & Martin Harvey of fetch a decent £1220. Top priced Blue steers already reported but others worthy of a mention included pairs at £1210 and £1200 for Paul Evison of Bondleigh and David & Andrew Mortimer of Village respectively. Stabiliser steers (25m) ran to £1195 for HJ Widdicombe & Sons of . Spring 2017 born sorts sold to £1105 for Martin Perryman of with his best Gelbvieh steer (16m), whilst a bunch of five Limousin steers from Geoff & Nicki Arscott, of a similar age rose to £1045 a head. Best Friesian steers (25m) fetched £880 for David Withers. Store heifers peaked at £1100 for a smashing Charolais (19m) from Sandra & James Harvey of with a strong Angus (23m) from JW Davies & Son, also reaching £1100. Other Angus bred heifers (23m) saw £1070 for HJ Widdicombe & Son closely followed by a Hereford heifer (26m) at £1060 for JW Davies & Son again. A pair of shapely Limousin females (22m) from Crispin Harvey of Moretonhampstead drew £1030 whilst a single Angus (19m) from Ken & Martin Harvey made £1015. As with the steers the better of the Later born females was headed by Martin Perryman with a couple of smart South Devon’s (17m) rising to £900 a life with a pair of similar breeding and age at £980 for David & Karen Smith of .

183 STIRKS & SUCKLED CALVES – 11.30AM Auctioneer: Ian Caunter 07813 068935

A large offering of stirks and suckled calves with no outstanding or forward sorts being put forward, that being said the better fleshed cattle remain a good trade, with the best from Chris & Barbara Palk of achieving £660 for South Devon steers (9m). Danny Alford up from presented Charolais cross steers obtaining £630 whilst Turner & Young of East Ogwell also achieved £630 for South Devon steers and younger sorts of the same good farm achieving £580. WJ Gillard & Sons of achieved £590 for Simental cross steers (8m) whilst Hatherley & Rendle of Plymouth realised £550 for British Blue steers. Heifers topped at £530 for Danny Alford presenting Blonde crosses (7m), also a run of South Devon heifers from Chris & Barbara saw the best top at £470. A large entry of organic stirks from the Gent Family of West Clyst saw the best of the Aberdeen Angus steers top at £480 (12m) with younger sorts (6m) achieving £320 and £310. Heifers off the same good farm presented the same breeding saw the best top at £350 with younger sorts down to £200.

A mixed show of store lambs sold at similar levels to recently seen and to a top of £76 for very forward sorts from T Webber of . This was followed by four vendors with pens at £70, firstly for the Broom family of and Jonathan Lentern of Chagford, both with Texel crosses followed by Richard Parr of Woodbury with Suffolk crosses and then Jon Ranjit of sold shorn Charollais cross lambs at £70. More forward Suffolk cross lambs at £68.50 for Michael & James Reddaway of and more shorn stores at £67.50 for Chris & Katie Steer of and £67 (x3) for Phillip Squire of Holbeton. A larger number of tiny/very long keep lambs traded from £17 to £37 and pulled the average back £1.25 to all but £53.97.

Almost 100 grazers sold to £78.50 for a single wether from Charlie Came of Ashburton, £70 for a Texel ram from SJ & PJ Holman of Saltash and the best pen of ewes sold at £61.50 for Jon Andrews of .

355 BREEDING EWES

Another straight entry of 355 breeding ewes BREEDINGsold to another EWES steady & trade,RAMS peaking at £76 & £71 for Mule shearlings from M & S Gilpin of , £75 for Lleyn 4T ewes from CS White of and the best of a Flock Dispersal from AW & HL Julian & Sons of Looe saw the mules sell to £74 & £73 whilst Lleyns sold at £71, £70 (x2), £69 (x2) & £68 (x2).

52 BREEDING RAMS

Breeding rams were slightly brighter trade thanBREEDING seen of late, EWES with &Suffolk RAMS shearlings leading the way. A great team from Andy & Wendy Reed of Blackborough sold to £375, £370 & £300 (x2), others to £340 for Tony of Tiverton and £300 (x2) for smart bodied NZ bred Suffolk’s from Mark Kingdon of Barnstaple. Best of the Texel’s sold to £280 (x2), £260 & £250 for Richard Kingdon of Barnstaple, £280 also for Phil Bond of and plenty of other shearling of all breeds trading around the £200 mark.

A grand entry of Dairy cattle sold to an excellent trade with strong demand for strong demand for Friesian and crossbred cows in particular. Top of the day was £1720 for a smart British Friesian second calver from Richard & Heather Gibson of Netherwoodburn Farm Ltd of Tiverton who sold another excellent consignment to disperse their herd. They sold others to £1600 & £1580 for two British Friesian fourth calvers by Deangate Quentin, a third calver by Lakemead Randolph at £1550 and Norwegain Red x third calvers at £1550 & £1500 with a Montbeliarde at £1500 and a Swedish Red at £1480 from the same vendors. A smart Holstein second calver sold well at £1650 for GCB Davis of Tiverton and a third calver sold at £1650 for Messrs JF Reed & Son of Crediton who also sold a fourth calver well at £1620 and a second calver at £1620. Heifers topped at £1600 for Andy & Olly Reed of Cullumpton.

The dispersal of the “Jendale” herd of Pedigree Ayrshires on behalf of Paul & Penny Jenkin of Helston saw a decent trade for the fresh milk and anything not calving until next year or stale was harder work. Top of the dispersal was 1350gns for a second calver “Jendale Anita 195” by Jendale Cornish Performer, she was due in November. A fresh third calver by the same sire sold at 1220gns with a fifth calver also by Peformer selling at 1050gns. The youngstock sold to selective interest although selling to 100% clearance, the served heifers sold to 540gns apiece and yearlings sold to 310gns apiece.

It seems September has brought with it some much needed rain, although for many it could be seen as too little too late as many of you out there have already been feeding your winter supplies. On a cheerier note, for many another cut of silage has been achievable and the hedge-cutting window is now open. Luckily, unlike last year, the ground is dry enough to travel making it a much easier task than in 2017/18.

On other matters our team of professionals have been busy working on Countryside Stewardship applications for a range of clients. These have included Mid-Tier applications and also Catchment Sensitive Farming Capital grants which include roofing, concrete yard renewal, tracks, laying hard-core around water troughs, to name a few. If the roofing option is applied for this will nearly always need an accompanying planning permission which must be submitted with the Countryside Stewardship application. The professional team at Kivells have the skills and expertise to do both the stewardship application and any planning applications which may be required. Successful agreements will be due to start in January 2019 – let’s hope this year the offers are sent out promptly! On the 12th September the Agriculture Bill was announced which revealed, as many suspected, that the Basic Payment Scheme is to be phased out from 2021 to 2027. In 2028 there will be no direct payment and this will be the first time since World War 2 that farmers will be without direct payments. As we understand it the next two years (2019 and 2020) will be unaffected and BPS can be claimed as usual. From 2021 direct payments will start to be reduced year on year until 2027 when the last direct payments will be made.

It has been suggested that direct payments will be “de-linked” from active farming over this period which may mean payments can be claimed until 2027 without having to farm the land. It is hoped that this will enable older farmers to step down and open up new opportunities for the next generation.

The new Environmental Land Management Scheme is to be launched from 2025, with trials from as early as 2019. This scheme will offer payments for farmers providing public goods such as improving soil and water, air quality, improving public access etc. No further details have been released as yet but we will provide an update in the next Rural Refection issue as more information emerges.

Ammonia emissions from agriculture seem to be a hot topic in government at the moment and there has been an announcement that £3 million will be released to fund specialist advisors to provide advice to farmers on reducing ammonia emissions. Statistics have revealed that agriculture is responsible for 88% of ammonia emissions in the UK. Therefore, the UK government have agreed to reduce ammonia emissions by 8% by 2020, and 16% by 2030 compared to 2005 levels. As a result of this agreement a ‘Code of Good Agricultural Practice for Reducing Ammonia Emissions’ has been produced. Farming Minister George Eustice has said there will be grants available where investment is needed, for example, for slurry handling facilities. No further details are currently available - watch this space! Well, there are interesting and uncertain times ahead, and some planning will be needed in order to future proof farming businesses in a world without direct payments. In the meantime we will await further details of future schemes and provide updates accordingly. Here’s to hoping for good weather for the remainder of September for those final crucial days of harvesting and baling.

I heard recently that a Tenant was walking away from his Agricultural Holdings Act 1986 Tenancy recently and I quizzed him to see whether he knew what he was giving away. I suggested he didn’t know how lucky he was to have lifetime security, potential rights of succession for future generations, and a protected rent review formula. Indeed the property that he was looking to move to, being a three bedroom cottage in the local village, was going to cost as much in rent as his 150 acre farm – which came with a four bedroom house and range of buildings!

I suggested to him how keen his Landlord would be for him to leave and that he needn’t therefore voluntarily surrender. To a Landlord, having a farm back would enable it to be re-let on a Farm Business Tenancy at an open market level of rent, for whatever length of term the Landlord saw fit, and with the ability to pass repairing and insurance responsibilities onto the Tenant.

There are also tax advantages to the Landlord in that the re-letting of the farm on a Farm Business Tenancy would enable them to achieve better Inheritance Tax relief (100% Agricultural Property Relief rather than 50% Agricultural Property Relief on the Agricultural value of the property).

Landlords will also commonly choose to let land and buildings separately to the dwelling house, which in turn can create good market levels under an Assured Shorthold Tenancy.

Such is the advantage to a Landlord in a Tenant relinquishing their tenure under the Agricultural Holdings Act 1986 then often a sensible deal can be struck to trigger the surrender, and our team has dealt with these scenarios lately.

It is also worth remembering as a Tenant, whether surrendered for a payment, or terminated for any other reason, there is a Tenant Right procedure where compensation for end of tenancy matters needs to be considered.

These include:-

 Tenant’s Improvements (items that have been given written consent by the Landlord where the Landlord will compensate)  Tenant’s Fixtures (items that do not have consent, but where the incoming tenant may wish to purchase)  General matters of Tenant Right (such as produce in store, growing crops, unexhausted value of lime, leys, etc.)  Basic Payments Scheme entitlements.

In addition to this one must consider that there will be the sale of livestock and machinery (where Kivells’ wider departments can assist) and therefore one can expect that on a good sized Agricultural Holdings Act 1986 tenancy, a tenant should be able to leave their tenancy (provided they have farmed it well and left the holding relatively free of dilapidations) and use the funds they have extracted from the tenancy (and the end of tenancy compensation provisions) to acquire a modest residential property (or at least put down a deposit to ensure a roof remains over their heads).
