This letter is in response to questions raised at the April 7th, 2015 hearing before the Committee of the Whole on the Fiscal Year 2016 proposed budget for the Department of Parks and Recreation. The questions were recorded as follows:

From Council President Clarke: 1. Can you provide to us information on the training programs in your department? Can you also provide information on how and where interns are hired from?

Workforce Development Program Structure:

Introductory Training All Workforce Staff completed four weeks of training prior to regular assignments at Recreation facilities.

Week One Training: • Introduction to Parks & Recreation (Policy and Procedures, Chain of command, etc.) • Team Building & Collaborating • Leadership Styles • Panel Discussion with PPR Program Division Staff • Workforce-led programming • Surveys/One-on-One Interviews-- expectations and goals

Week Two Training: • Strength-based Leadership: Building a Healthy Program • Collaborative Model for Group Brainstorming Process • Health and Wellness

Weeks Three/Four Training: • Workforce-led group activities within existing After School Programs • Placement of Workforce staff into facilities

Weekly Professional Development Staff began field placements after four weeks but continue to meet once a week for professional development. Sessions include: • Weekly Individual Supervision and Group Meeting • Behavior Management/Classroom Management • Policy and Procedure Updates • Communications and Social Media • Special Event Planning • Job Postings Share • First Aid/AED/CPR* • Bullying Prevention* • Active Shooter* • HR/Career Development*

Fieldwork During weeks three and four, Workforce staff were assigned in pairs or small groups to establish programs in Clusters based on cluster need and workforce talent. This programming is running in eight-week sessions. • Workforce-led programming includes 25 new programs: Various sports, fitness, performing arts, visual arts, bike workshop, improve, chess, etc., at 17 Cluster facilities • Special Events Support—Workforce staff participated in Mummers Parade, Carousel House Wheelchair Basketball, Broad Street Run*, Venice Island Special Events • Citywide Initiatives—Workforce staff to provide staff support in Venice Island STEAM program*, PPR T-Ball Initiative* • Full-day Job Shadowing—Beginning in April, some Workforce staff have been assigned to Rec Centers for a full-day of job shadowing/program support each week

Workforce Success and Program Conclusion • A major goal of the Workforce Program is for staff to find full-time employment in their field at the conclusion of this program. Possible Summer Extension Opportunities • Philly Play RSI • Summer Literacy Program • Communications/PR Support (Photography/Video opportunities) • Aquatics Staff • Neighborhood/Specialty Camp Staff • Administrative Support

From Councilwoman Reynolds-Brown 3. For FY14, of the total firms your department contracted with, how many were Philadelphia based?

For Fiscal Year 2014 the department contracted with 57 firms of which 20 where Philadelphia based. Approximately 45% of contracted dollars went to Philadelphia based firms/organizations.

4. Can you provide a snapshot of the types of firms that you anticipate to contract with?

Currently the department has contracted with 31 firms of which 15 are Philadelphia based. The firms/organizations represent various industries from consulting services (training, equipment installation, etc.), performing arts, marketing and security.

5. Can you provide a table of your organization that shows full time executive, middle management, support, and staff and include the demographic breakdown of employees?
