FINANCIAL REVIEW The year 2004-05 witnessed a growth of about 32% in sales turnover at Rs.31,800 crore (previous year Rs.24178 crore), which was the highest ever turnover achieved by your Company. Your company has recorded a Net Profit after Tax (PAT) of Rs.6817 crore during the year as compared to Rs.2512 crore in the previous year, recording an improvement of 171% mainly through increase in sales volume in the domestic market, improved product-mix, buoyancy in steel market, cost reduction measures and reduction in borrowings. Thrust on reduction in borrowings continued and there was a reduction of Rs.2920 crore during the year. This has been achieved by all round improvement in sales and better cash management. Reduction in debt resulted in interest savings of Rs.296 crore. Debt equity ratio has improved to 0.58:1 (as on 31.03.05) from 1.87:1 (as on 31.03.04). Considering short term deposits with Banks of surplus funds of Rs. 5670 crore, your company is virtually a debt free company. The Company continued its thrust on cost control management.     REPORT INTRODUCTORY Steel is key to the development of any country and is considered to be the mainstay of the human civilization. The level of per capita consumption of steel is treated as economic indicator of a country. All major industrial economies are characterized by the existence of a strong steel industry and the growth of many of these economies has been largely shaped by the strength of their steel industries in this initial stages of development. India has been one of the major producers of steel in the world. Prior to the economic reforms of the early 1990s, the Steel Industry of India was regulated and controlled by the Government Policies. After liberalization the Indian Steel Industry evolved significantly to conform to international standards. The India Steel Industry is expected to play a significant role in India‟s economic development in the years to come. Availability of iron ore in the country and well furnished facilities for steel productions are the major aspects which will play a major role in the growth of the steel industry in India. The domestic steel industry has a tremendous growth potential and likely to register significant growth in the coming years in view of the rising demand of steel in infrastructure and realty sectors. However, one of the major initiatives that need to be taken is to focus on increasing consumption of steel in the rural areas. In order to realize the growth potential in the steel sector, it is imperative that the steel industry remain competitive.     Quarterly Analysis (Q3-3rd Quarter, 2018-19) Statistics Division Ministry of Steel Major Highlights During Q3, 2018-19 India is the 2nd largest producer of crude steel in world with a share of 5.9% of total crude steel produced in Q3, 2018-19. World crude steel production was 452.43 MT in Q3, 2018-19, having recorded a 0.64% decrease wrt Q2, 2018-19 but 5.28% increase wrt Q3, 2017-18. During Q3, 2018-19, total Crude Steel production of India was 26.74 MT, registering a positive growth rate of 2.39% and 1.27% wrt Q2, 2018-19 and Q3, 2017-18. China’s crude steel production in Q3, 2018-19 was 236.29 MT, a decrease of 2.52% wrt Q2, 2018-19 but an increase of 9.37% wrt Q3, 2017-18. Japan’s crude steel production in Q3, 2018-19 was 25.70 MT, registering an increase of 0.39% wrt Q2, 2018-19 and a decrease of 2.62% wrt Q3, 2017-18. Share of Asia in production of crude steel during Q3, 2018-19 was 70.48% while European Union (28) has contributed 9.35% of total production during the same period. During Q3, 2018-19, production of gross finished steel was 33.596 MT, registering positive growth rates of 3.64% and 5.50% wrt Q2, 2018-19 and Q3, 2017-18 respectively. During Q3, 2018-19, import of finished steel was 1.909 MT recording a negative growth of 9.35% over Q2, 2018-19 but a positive growth rate of 7.38% over Q3, 2017-18.

    Report No. 21 of 2015 (Volume II) CHAPTER V: MINISTRY OF STEEL Steel Authority of India Limited 5.1 Investment of SAIL in Joint Ventures 5.1.1 Introduction Steel Authority of India Limited (the company) had 23 Joint Venture Companies (JVCs) as on 31 March 2014 with total investment of ` 778.82 crore. Out of 23 JVCs, only seven1 are fully functional of which three2 are regularly generating profits. Seventy nine per cent (` 614.28 crore) of the Company’s total equity investment was in two power JVCs viz NTPC-SAIL Power Company Private Limited (NSPCL) and Bokaro Power Supply Company Private Limited (BPSCL). Nine JVCs were formed in partnership with Central Public Sector Undertakings (CPSUs) and State Government/State owned companies. Remaining 14 joint ventures were formed with equity participation of 50 per cent or more from Private Enterprises which also had management control. Four JVCs3 were being wound up. The company formulated its policy guidelines on entering into MOUs/JVCs in November 2013. The objectives of this audit were to assess whether selection process of JV partners was transparent, fair and not disadvantageous to the interests of the Company and the JVCs had achieved the intended objectives of their formation. Audit examination covered 154 JVCs formed during 2007-2013, the records of which were available with the Company. Reply of the Company (January 2015) has been suitably considered in this report. 5.1.2 Audit Findings 5.1.2.1 Terms and conditions of JVC obligations were disadvantageous to SAIL The Company formed two JVCs5, one each at Bhilai and Bokaro in April 2007 and March 2008 respectively, with Jaypee Cement Limited (JCL) which had equity stake of 74 per cent and management control.

    STEEL AUTHORITY OF INDIA LIMITED BOKARO STEEL PLANT Addition of 2.0 MTPA Pellet plant, a 7 m tall Coke Oven Battery and a 2 360m Sinter plant at Bokaro Steel City, Bokaro, (Jharkhand) PROJECT SUMMARY Bokaro Steel plant has already been accorded EC on 16.10.2008 by MoEF for expansion of its capacity from 4.0 MTPA to 7.0 MTPA of crude steel vide memo no. J- 11011/99/2007-IA II(I). Extension of the EC was accorded for a period of five years w.e.f. 15.10.2013 vide memo no. J-11011/99/2007-IA II(I) dtd. 24.01.2014. The proposed addition to the project will be carried out within the existing plant premises of Bokaro Steel Plant which is located in vicinity of BIADA industrial estate of Bokaro Steel City, Sub-division Bokaro of Bokaro District in Jharkhand, at longitude 86°02' to 86°09’ E and latitude 23°38' to 23°42' N. The plant is situated 215 to 243m above MSL gently rolling towards River Damodar, flowing west to east. The proposed facilities in the expansion programme of existing Bokaro Steel Plant of 7.0 MTPA production capacity are as follows: Sn. Proposed unit/facility Production Capacity/ configuration 1.
