ICTV Ukrainian TV channel ICTV is likely to buy the America’s Most Wanted format from American production company 20th Century Fox. Several episodes of the original version of this program have already ap- peared in ICTV Extreme News program. There is already a Ukrainian scenario of the project and special production team that will go to the USA to familiarize with the original production process. It seems like Star Media prodco will be producing the Ukrainian version of the show. America’s Most Wanted is the longest running show in the history of Fox Television Network. TET Ukrainian TET TV channel has picked up TV rights to Benidorm bastards both original show and format from German sales company SevenOne International GmbH. Primary TET will air the original version of the show, and soon it plans to produce its local adaptation. The main heroes of the show are dummy old people doing some odd things. Hidden cameras record other people reaction on these grandmothers’ and grandfathers’ actions and their strange behavior. Though it is a reality with elderly people, the most interesting is a youth reaction to the behavior of older.

TET Ukrainian TET TV channel bought TV rights for the territoryof Ukraine to Good night, guys! (Fool Around My Girlfriend) show from Russian production company WeiT Media. The show protagonist - single young man is left alone with four girls for a week. Only one of these girls doesn’t have a boyfriend. TOCHKA.NET Ukrainian web portal tochka.net has picked up internet rights (for its recently launched VOD platform) for movies and series from Russian production companies Central Partnership, Amedia and Lenfilm. The package includes about 400 movies from the Lenfilm catalog, about 800 hours from the Amedia catalog and more than 1200 hours of video from Central Partnership catalog. Lenfilm package is designed for fans of the Soviet classics (including comedies and art house movies from Gruziyafilm and Armeniyafilm stu- dios). Amedia and Central Partnership catalogs mostly include movies and top series of the last decade, mainly the projects of 2007-2009 release years.

Distributors have earned 46% more than last year The 2010 film distribution year appeared to be rather successful for Ukrainian distributors. According to Bulleten Kinoprokatchika periodical (Film Distributor’ Bulletin), the total box office of Ukrainian cinemas in the period between 30 November, 2009 and 28 November, 2010 amounted to 613.961 million hrivnas, or $77.307 million. In comparison with last year, this year general distribution gross increased in its hrivna equivalent by 46% (in 2009 the total box office amounted 420 million hrivnas).

3D movies hit the biggest jackpot. Not only was attendance enthusiastic for Avatar, Shrek Forever After and in Wonderland, but the tickets themselves for 3D movies were more expensive. This allowed Avatar to earn 67.83 million hrivnas, or $8.419 million, and over one and a half million Ukrainians went to see James Cameron’s creation. Taking the second place in the TOP-10 by box office in Ukrainian cinemas Shrek Forever After brought 31.801 million hrivnas, or $4.13 million into the cinemas and animation dis- tributor B&H Film Distribution pockets. In total over 857 thousand Ukrainian cinema viewers have seen the story about the friendly green ogre. The leaders trio completes another 3D movie (also released by B&H) - Alice in Wonderland, that gathered 27.782 million hrivnas, or $3.481 million, in Ukrainian cinemas. Over half a million viewers saw this film in theaters.

These films, as well as MegaMind, The Last Airbender, and Resident Evil: Afterlife provided B&H Film Distribution Company with uncontested leadership among Ukrainian distributors: total box office of this company releases made 266.192 million hrivnas, or $33,531 million last year. The Gemini company took the second place by box office with its films collecting 126.226 million hrivnas ($15.874 million). And Ki- nomania distribution company secured third place with the box office of 98.96 million hrivnas ($12.368 million).

The Ukrainian film distribution market grows every year, both in box-offices and in its number of screens. This is due to the digital technology development and the entry of a number of 3D films on the Ukrainian market. There are currently around 310 cinema screens in Ukraine, 180 of which are in multiplexes, while digital screens equipped with 3D sets amounts to 95. Another important factor of market development is growing income of the population, so that, as the Ukrainian director Vladimir Tikhiy put it, “the viewer no longer has to choose between buying a ticket to the cinema and food for his family.”

As for the situation among the distribution companies themselves, the statistics shows that the number of films released is not a guarantee for success. The company Kvartal Cinema, having released only three films in 2010 took a confident 5th place in the TOP-10 of distributors.

It is fairly difficult for foreign media investors to both adapt to and understand the realities of business in Ukraine. The start of the financial crisis has only exacerbated the situation with foreign investments Analytical Article in the Ukrainian television Industry. Prior to the economic crisis, the Ukrainian television and television related markets (content delivery market, cable networks, satellite TV) experienced the annual ap- pearance of one or two new foreign investors. Since the end of 2008, the Ukrainian television market has added only one company with foreign capital, the DTH platform Digital Fly Ukraine. Meanwhile, Fo r e i g n i n v e s t m e n t three investors from abroad have left the market: the American media corporation, Central European in t h e Uk r a i n i a n t e l e v i s i o n Media Enterprises (CME), cut its ties with unprofitable at that time 1+1 TV Group; Istil Group belong- ing to Mohammad Zahoor (British/Pakistani businessman) disappointed in pay satellite TV market m a r k e t and quit the shareholding structure of the DTH platform Poverhnost Plus (though Istil continues to run business of TV content production); and at the beginning of 2011 the Hungarian media company Fi- bernet sold its Ukrainian asset - largest cable provider in Dnepropetrovsk SDS Falstap. Unfortunately, it should also be noted that in the last few months there are no signs of any large western media groups or investment funds considering entry into the Ukrainian market. The topic of this CIS: Content Re- port analytic is overview of foreign investors still confident in the Ukrainian television industry.

SigmaBleyzer, Providence Equity Partners One of the most successful television projects with foreign investments in the Ukrainian market is clearly Volia group (cable TV provider) belonging to the international investment company SigmaB- leyzer and Providence Equity Partners fund. Aside from Kiev cable providers Volia Cable, IVK and Kievan Telecommunicational Networks, the Volia group includes cable television providers in the 18 largest Ukrainian cities. The Volia project started in Kiev in 2000 with the financial support of SigmaB- leyzer. The exact amount of the initial investments in the start-up of this project was never made pub- lic, but by 2006 Volia had already become the largest cable TV provider in the Nation’s capital (Kiev) and was already in the process of planning its conquest of regional markets.

At the beginning of 2011 it became evident that Volia had begun a second wave of expansion into the Ukrainian regions, having bought the largest Dnepropetrovsk cable TV provider SDS Falstap from the Hungarian company Fibernet. Experts have estimated the deal to be worth between $4 to $6 ml. Ac- cording to the Ukrainian cable TV market insiders in the nearest future a large number of mega-deals, in which Volia is the buyer, will become public knowledge.

PPF Investments Analyzing foreign investments in the Ukrainian cable TV market it is impossible not to mention the Czech investment fund PPF Investments. Regardless of the fact that the fund’s main playing field is the banking sector, even during the pre-crisis times, it was interested in Ukrainian cable TV providers. The Czechs’ entry into Ukraine began in March of 2007 with the establishment of the fund’s Ukrainian daughter company Odeko. Overall, the Czechs have acquired more than 20 small telecommunication companies, the majority of which are cable TV providers, though there are also some Internet provid- ers. The Czech fund prefers not to disclose amount of their investments, but experts on the market, judging primarily by the number and sizes of the acquired companies, agree that PPF Investments have invested no less the $5 mn into the Ukrainian market.

Modern Times Group The Swedish media corporation Modern Times Group (MTG) launched a pay satellite TV service on the Ukrainian market in the spring of 2008. It was the first DTH platform in Ukraine – Vision TV (brand - Vi- asat). From then till the present, the subscriber base of the satellite provider has increased to almost 40,000. Although MTG is a public company, it does not publish data on the number of its subscribers in Ukraine. Ukraine is reported to be on the same level with the Baltic regions, where Viasat has had a historically strong position and a solid subscriber base. The overall amount of investments in the Ukrainian DTH-platform has not been made public. However, in the summer of 2010 it became known that for the 35% of Vision TV, which MTG acquired in February 2010 from the Austrian Strong Media Group, the Swedish investor paid €11.25 million. Therefor, the entire company was evaluated at €32.14 Million. However, analysts estimate that the market value of the Ukrainian service Viasat has signifi- cantly inflated, as one subscription of the provider was bought at €900 (on the market of cable TV the general cost of one subscriber wavers between $100-200 depending on the city and development potential). Currently Modern Times Group holds 85% of Vision TV and the company is considering the purchase of the remaining 15% from Strong Media in the future.

Yes, BSkyB Speaking on foreign investments the most controversial company on the Ukrainian pay TV market is the satellite DTH platform MYtv, launched by the company Digital Fly Ukraine in the period of the global economic crisis at the beginning of 2010. Controversy arose not around foreign capital’s pres- ence in the company, but rather around its actual investors. For nearly a year executives of Digital Fly Ukraine have kept this strictly secret. The official owner of Digital Fly Ukraine is the company Kesongs Enterprises Limited. However the head of DFU Albert Feldman has once noted that the investors of the project are a group of individuals and legal entities who have experience in developing telecom projects in Israel, India, Romania, Great Britain and USA. In the market it is assumed that in reality standing behind DFU is the Israeli provider of pay satellite TV Yes and British satellite corporation Brit- ish Sky Broadcasting Group. The amount of initial investments in the project MYtv has also not been disclosed though competitors value it at $20-25 million. As of the end of 2010 the subscriber base of the provider listed not more than 2,000.

IVL The absolute majority of Ukrainian free-to-air TV channels belong to Ukrainian investors (though many are registered officially through various offshore firms). The only exception is the channel TVi launched in 2008, whose investors were two Russian businessmen: Vladimir Gusinskiy and Konstan- tin Kagalovskiy. Their companies Iota LP (owned by Mr. Kagalovskiy) and New Media Holding Group (owned by Mr. Gusinskiy) founded the joint enterprise IVL in April 2008, which became the official own- er of the Ukrainian channel. However, at the end of 2009 a number of disagreements arose between the investors. As a result a lawsuit was filed in court in New York according to in which Iota accused Vladimir Gusinskiy of “assuming complete control” over TVi after Iota had invested $11.3 million in the project on the conditions of equal partnership. The result of the lawsuit is still pending. However, the lawsuit has revealed the amount invested in TVi is $23 million.

Gone from the market Central European Media Enterprises Ltd. (CME) In July of 2009 the American media corporation Central European Media Enterprises Ltd. (CME) fi- nally decided to concentrate its efforts on the television markets of other European countries and left Ukrainian market after several years of attempting to transform its Ukrainian assets (1+1 TV group) into a profitable business. CME came to an agreement with Ukrainian businessman Igor Kolomoyskiy to sell him 49% of the corporation’s Ukrainian assets (1+1, City and Kino TV channels) for $100 million in cash. In addition, according to the agreement, 100% of the television channel TET which belonged to Mr. Kolomoyskiy at the time joined the 1+1 group. The Ukrainian businessman also received an op- tion for the purchase of the remaining 51% of CME’s Ukrainian assets for $300 million in cash. The option was successfully carried out by his company, Harley Trading Limited, in the spring of 2010.

Although CME called the sale of its Ukrainian assets a “successful deal,” the corporation received only $400 million for 100% of the 1+1 Ggroup, having bought 40% of it for $328.7 million two years earlier. It seems that CME actually sold 60% of the assets for only $70 million.

Fibernet At the beginning of 2011 it became known that one more foreign investor – the Hungarian cable pro- vider TB FN Cable Holding (TM FiberNet), has decided to bid farewell to its Ukrainian business ven- tures. In 2006 the Hungarians acquired two cable networks in Dnepropetrovsk – Faldstap and SDS, the total subscriber base was approximately 135,000 (the companies were unified under one brand, SDS Faldstap). Up until now SDS Faldstap had the second largest subscriber base after Volia. At the beginning of 2011 it became known, however, that SDS Faldstap had been sold to its main competitor - the Volia group. As we have already stated, analysts value this deal between $4 to $6 million.

Istil Group Another causality in Ukrainian television business happened to British/ Pakistani businessman Mo- hammad Zahoor. In August 2009 his Istil Group acquired 40% of the Poverhnost TV group for $60 mil-

lion (the group included satellite DTH provider Poverhnost and a number of niche satellite television channels). In April of 2010 a share of Istil in shareholder capital of Poverhnost reached 55%. However the satellite television platform soon ran into problems. In particular, the provider could not pay off its debts for rental of transponder capacities on the satellite Eutelsat W4. As a result in August of 2010 it completely stopped broadcasting TV channels leaving around five thousand of its subscrib- ers without access to a service which they had already paid for. This caused Istil to review its plans with regards to Poverhnost. The result was that in August of 2010 Istil sold its 55% of Poverhnost to the founder and head of the latter Mr. Viktor Samoylenko. Nevertheless, Istil Group has not com- pletely left the Ukrainian media industry. It now owns the Ukrainian production company Istil Studios, a majority stake in one more television production company Ledocol Istil and the English-language newspaper Kyiv Post.

Famous Russian director, scriptwriter and producer Sergey Selyanov told CIS:Content Report about the current and planned projects of the film studio CTB, and animation studio Melnitsa, as well as about the Interview issues of Russian government film funding, and international distribution of Russian content.

As one of Russia’s best-known producers, Sergey Selyanov has been responsible for the production of more than 60 films, as well as award-winning animation and documentaries. In 1992 he founded the CTB Sergey Selyanov: film company, which is now one of the largest in Russia. In recent years his reputation has spread to an international level with the success of Gulshat Omarova’s Native Dancer, Sergey Bodrov’s epic Mongol We are still weakly and Alexey Balabanov’s Cargo 200. integrated into the western film industry, especially Mr. Selyanov, tell us please about the projects that STV film studio is working at now and those projects that have recently been finished. When are you planning to release them? We really received governmental financial support for some of our projects. But I wouldn’t try to divide this money into funding for production and funding for promotion: it was given in one general package. If we are going to talk about the governmentally supported projects, then our feature Supermanager, or the Scapegoat of Fate, which we have just finished working on, is definitely one of them. We will probably re- lease it in March 2011. The movie Samka (Female) production process was completed at the beginning of December 2010. We have plans to release it in late February or March 2011. We have also finished shoot- ing process of our Bablo (Money) feature directed by Kostya Boosov. In addition we also recently finished the Home feature shooting process. It is our coproduction with Central Partnership film company.

Tell us about your animation projects. As far as I understand, you are working with Melnitsa ani- mation studio, and quite successfully you have recently released Tri bogaturia i Shamahatskaya tsaritsa (Three heroes and the queen of Shamakhan) animation. There are some rumors about your new Sherlock Holmes animation…

We are quite happy with the results of our Tri bogaturia i Shamahatskaya tsaritsa release (CIS territories box office amounted till February 13, 2011 a little bit more than $20 million, - CIS:Content Report). We have a number of animation projects in development right now. These are such animated films as The Fortress and Sherlock Holmes. We also have a Sinbad project and several concepts, which are still without titles. We have grand plans for animation, and our subsidiary company Melnitsa plans to develop this field actively. We are still not really sure whether Sherlock Holmes or some other project will be released, but the Fortress production decision is 100% affirmative. Now we have enough facilities and experience to produce simultaneously two big animation projects.

Right now Ukraine is planning to introduce tax benefits for television and cinema producers, like the ones in Russia (zero VAT and so on). How much do those benefits help you in Russia, and how much does government funding help you?

All benefits, of course, are helpful. But notwithstanding all that is done by the government the situation with movie production is still very difficult as well as we still have to do something to develop theatrical Sergey Selyanov infrastructure and have sufficient number of cinema screens in the country.

For this moment almost all Russian feature films that did not receive state financial support were unprofit- able. At if our government wants Russia to be a country with strong film industry, it should increase na- tional filmmakers support. The government is a very important player on this market, and after the crisis its role has significantly increased. We should percept the government support as a powerful industry development instrument, but not as a kind of social benefit for everyone who has started producing and shooting films. Speaking about Ukraine, I think that government funding is definitely needed, including such important measure as a tax credit.

Let’s talk about international distribution. Your company films are mostly oriented on the CIS markets, but how are the things with your releases in Europe and Asia going?

Naturally, we want to be present outside CIS, but this not always makes sense from the financial point of view. I mean that with regards to some films when you calculate expenses for shipping and subtitling/ dubbing you would not make any profit. Here, in Ukraine, it turns out that our theatrical features distribu-

tion costs equal our profits from this distribution. So arises a quite logical question - does it make sense to do this? Sometimes we do it (I mean we release our films in Ukrainian cinemas), sometimes we don’t. For us it’s important that our films were present on the local CIS markets. But if we are talking about our potentially successful from the financial point of view features, of course Ukraine is a very important ter- ritory for us.

In the Western countries all this distribution system works in other way. But without argument we (meaning CIS film producers) are still hardly integrated in the western film industry, especially when it comes to the distribution of our projects. Actually, we are weakly integrated into international industry by any means.

But there your content is really good, and there is numerous Russian diasporas oversees... Is the problem only in distribution tools?

The diasporas aren’t able to provide profits that could be interesting for local distributors. For example a German distributor who buys our film does not rely on the Russian speaking 4-5 million audience in Germany. Distributors buy films for all Germans. But for them, unfortunately, it’s not substantial, rather it’s their alternative plans for distribution of unusual and alternative kind of content. Talking about inde- pendent and indi films they are more or less have found their own niche on the global film market: this kind of content is widely presented on the European market, and all over the globe. But any way this market is rather small though it have its audience in Europe, Asia and America just because there are people who consider it important to watch something special including something from Russia.

But still we have something to be proud of at least by Russian standards. Our film Mongol was sold to international markets and released there. It was sold to 70 countries and get there rather good box office (international territories box office reached $26 million plus $6 million Russian box office, production bud- get – $18 million). Generally, action features are sold better because they have a pretty big market, which basically consumes all these projects. War films, for example, also have their market.

As for international support and promotion of Russian films, we still hope for the creation of some kind of special organization, which would systematically deal with all the necessary issues for better global pro- motion and distribution of Russian content. I think that some accomplishments will be made. With Ameri- can movies domination in the most territories, this all can seem not sufficient enough, but even after the Americans there is still about 20%-30% of the local market left. And this is something worth fighting for.

What are your plans for the coming year? Is it possible that you will reexamine where you place your emphases? For example, you are doing more animation. Is this a strategic move for you?

In general, I like animation, and I want to develop it as much as possible. This does not mean that I’ve for- gotten about feature films. Movies are my life, but animation is really marketable trend now. Of course, this does not mean that you will get some profit having produced a good (from your point of view). Certainly, you need to target the viewer. But if we talk about the return of investment, animation now is more stable and predictable than the features. In addition, it is a wonderful kind of art and activity, and people who cre- ate animation are really lucky guys.

Are you planning to cooperate with the Hollywood majors, as, for example, Timur Bekmambetov Sergey Selyanov did (CEO of BAZELEVS prodco)? Such coproduction could be useful for the further American and European markets distribution…

It is not so easy as it might seem. Timur has done well, we are all proud of him. But what can I say, I’ve worked with them (the majors – ed.). First of all, they don’t need you as an equal partner. If you came with a good project, they would be interested. And they would either offer to just buy it from you or to work in this configuration: let’s invest in fifty-fifty, but you will not receive any profits from the world distribution, you’ll only take CIS. Investing half of the sum into (even if it is a small production budget by Hollywood standards) $30 million project on their conditions you would not even recover your costs. I am not talking about any profit in this case at all. That’s the way the world movie industry works, and if they (majors) are participating in the project, they are looking for a way to grab all the possible profits. Once we held nego- tiations with one of the divisions of Universal about a possible remake of our action features Brother and Brother 2, they wanted to buy the rights. We held talks for 2 years and didn’t sell anything because the terms that they were offering, to put it softly, were not at all interesting for us. They are using the might-is-

right principle, and they know that they are really powerful, and you simply don’t exist next to them. Yes, this is the way the world works, but this doesn’t mean that you have to bow to them – why should you?

You said that the $30 million production budget is small by Hollywood standards. What is the “small” budget of a feature film in Russia?

For a wide distribution of more or less noticeable film, with the rare exception, its minimal production budget is $2-2.5 million. It’s assumed that the more the better, but the budget is not a crucial factor of success. Success depends more on the story and idea of the feature. There are exceptions, when some low budget films sometimes gather a really significant box office. As an example I can quote Brother and Boomer features, that were quite cheap in term of production.
