  • Lobach the Sacred Lakes of the Dvina Region (Northwest Belarus)
    THE SACRED LAKES OF THE DVINA REGION (NORTHWEST BELARUS) ULADZIMER LOBACH BALTICA 15 BALTICA Abstract The subject of research is the sacral geography of the Dvina region (in northwest Belarus), the sacred lakes situated in this region, and place-legends about vanished churches relating to these lakes. The author bases his research on the analytical method, and interprets folkloric sources, historical facts and data collected during ethnographic field trips. The main con- clusion of the article attests to the fact that place-legends about a vanished church (they relate to the majority of the lakes) ARCHAEOLOGIA indicate the sacrality of these bodies of water. In the past, sacrality might have contained two closely interrelated planes: an archaic one, which originated from pre-Christian times, and that of the Early Middle Ages, related to the baptism of the people of the Duchy of Polotsk. Key words: Belarusian Dvina region, sacral geography, sacred lakes, ancient religion, Christianisation, folklore.     REVIEW-CHRONICLE OF THE HUMAN RIGHTS VIOLATIONS IN BELARUS IN 1999 2 REVIEW-CHRONICLE OF THE HUMAN RIGHTS VIOLATIONS IN BELARUS IN 1999 INTRODUCTION: GENERAL CONCLUSIONS The year of 1999 was the last year of Alexander Lukashenka’s original mandate. In 1994 having used the machinery of democratic procedure he was elected president of the Republic of Belarus for five years term. But in 1996 A.Lukashenka conducted illegal, non-free and unfair referendum and by it prolonged his mandate to seven years. Constitutional Court’s judges and deputies of the Supreme Soviet that resisted to A.Lukashenka’s dictatorial intentions were dismissed. Thus provisions of the Constitution of the Republic of Belarus were broken. Attempt to conduct presidential elections done by the legitimate Supreme Soviet of the 13th convocation was supported by the most influential opposition parties and movements. But Belarusan authorities did their best to prevent opposition from succeeding in presidential elections and subjected people involved in election campaign to different kinds of repressions. Regime didn’t balk at anything in the struggle with its opponents. Detentions and arrests, persecutions of its organisers and participants, warnings, penalties and imprisonment followed every opposition-organised action… Yet the year of 1999 became a year of mass actions of protest of Belarusan people against a union with Russia imposed by the authorities to the people. In 1999 the OSCE Advisory and Monitoring Group in Belarus made an attempt to arrange talks between Belarusan authorities and opposition. This year will go down to history as a year when some of prominent politicians and fighters against the regime disappeared, when unprecedented number of criminal proceedings against opposition leaders and participants of mass actions of protest was instituted..

It was not only political rights » that were violated but social, economic and cultural rights as well. These viola- tions are constant and conditioned by the authoritys voluntary policy, with Lu- kashenka at its head. At the same time, human rights violations are not merely VIASNA a side-effect of the authoritarian state control; they are deliberately used as a « means of eradicating political opponents and creating an atmosphere of intimi- dation in the society. The negative dynamics is characterized by the growth of the number of victims of human rights violations and discrimination. Under these circums- tances, with a high level of latent violations and concealed facts, with great obstacles to human rights activity and overall fear in the society, the growth points to drastic stiffening of the regimes methods. The results of studies to evaluate the effective operation of the obtained thermal insulation slabs made of flax fibers or noils were carried out. The sorption moisture content of insulants based on flax fibers or noils with modified liquid glass was determined at a relative humidity of 40– 97%. The influence of humidity on the thermal conductivity of the test materials was studied. The coefficient of vapor permeability of insulation made of flax fibers or noils was established. The results of field tests of experimental thermal insulation materials on the attic flooring of a residential building during the cold season were considered. The graphs of the temperature distribution over the structure of the attic flooring and heat flow indicators were obtained. The values of the heat transfer resistance of the attic flooring were calculated at an air temperature of -20 °C to -2 °C. The moisture content of insulation at the end of the cold period was determined and the dependence of the distribution of moisture over the thickness of the thermal insulation layer was plotted. The results of the tests carried out indicate the highest efficiency of thermal insulation slabs made of flax fiber noils in comparison with insulants based on flax fibers. The advantages of the region are its relief, nature, clean air and wonderful people. Next to the Baltic Country of Lakes lies a country with a poetic name “Bella Dvina”. This country is located in the area where the river Dvina – Daugava flows, which is well known since ancient times for the trade route “from Varangians to Greeks”. Looking at the map, one can conclude, that inhabitants of three countries – Russia, Belarus and Latvia – can consider the Western Dvina for their own. Its flow begins in Russia, and goes through Belarus. As it flows into Latvia, it is no longer Dvina, but rather Daugava, which then flows into the Baltic Sea. Active tourism throughout the year, fascinating cultural events, and picturesque sceneries – all of this comprises a unique mosaic, which provides true visual and aesthetical enjoyment.
