    JULY 2017 CSIS BRIEFS CSIS Hezbollah’s Missiles and Rockets An Overview By Shaan Shaikh and Ian Williams JULY 2018 THE ISSUE Hezbollah is the world’s most heavily armed non-state actor, with a large and diverse stockpile of unguided artillery rockets, as well as ballistic, antiair, antitank, and antiship missiles. Hezbollah views its rocket and missile arsenal as its primary deterrent against Israeli military action, while also useful for quick retaliatory strikes and longer military engagements. Hezbollah’s unguided rocket arsenal has increased significantly since the 2006 Lebanon War, and the party’s increased role in the Syrian conflict raises concerns about its acquisition of more sophisticated standoff and precision-guided missiles, whether from Syria, Iran, or Russia. This brief provides a summary of the acquisition history, capabilities, and use of these forces. The emergence of new military strategies constantly alters the way in which remote warfare is employed. Therefore, contemporary scholarship still seeks to grasp the functions of these warfare strategies. This thesis develops a hybrid framework based on the alliance theory and the political economy of conflict to identify the strategies and functions of non-Western approaches to remote warfare. By applying this framework to the case of China’s remote intervention in Sudan and South Sudan from 2005 to 2018, Chi- nese remote intervention strategies and their inherent functions are discovered. The study investigates Sino-Sudanese interactions in empirical reports to uncover their underlying dynam- ics. The findings demonstrate that China innovatively learned to adapt its remote strategy for realising its changing ambitions in the shifting conflicts in the Sudans. Moreover, this strategy is determined to function for securing China’s oil investments, while diminishing its footprint in the Sudans to not contradict the Chinese non-intervention policy. Finally, China’s strategy is revealed to deliberately support human rights abuses to create a hostile investment environment for the West.

Kleptocracy in Khartoum: Self-Enrichment by the National Islamic Front/National Congress Party By Eric Reeves, Enough Senior Non-Resident Fellow December 2015 The 26 years of rule by the National Islamic Front/National Congress Party (NIF/NCP) regime in Khartoum have been marked by extraordinary levels of graft, corruption, cronyism, and outright theft of national wealth. The regime has adapted to changing circumstances with remarkable skill; and while the expropriation of banks, land, countless businesses, and contracts for infrastructure work (which included work with Osama bin Laden’s construction company) may have defined the earlier years (1989 – 1999), the advent of substantial oil revenues in 1999 changed the forms of regime rapacity in significant ways. So, too, did the secession of South Sudan in July 2011, which abruptly terminated Khartoum’s access to 75 percent of the total oil reserves. Through all of this, however, the regime has consistently managed to use its control of national military power and the highly efficient security services, along with an elaborate system of cronyism, to expropriate vast portions of Sudanese national wealth, typically at the expense of the national economy. The theft of this national wealth may take many forms, may be more or less brazen, and may be more or less open to scrutiny by outside observers; but the use of the military and security services to protect the regime in continual self-enrichment defines it as a Kleptocracy.

    scholar warrior New Acquisitions by People’s Liberation Army and Pakistan’s Armed Forces SANDEEP TYAGI India continues to develop and grow at a very fast rate and is likely to once again overtake China to become the fastest growing major economy of the world in the year 20181. While the economic upswing will happen, India faces a number of geopolitical challenges in its neighbourhood, especially from China and, to an extent, Pakistan. China, in the pursuit of its global superpower ambitions, continues to modernise its armed forces in terms of both organisation and equipment. In all, 11 reorganisations have been undertaken since 1952, with a focus on reducing manpower and inducting new and cutting edge technology. China’s aim is to be the great superpower by 2049, and, therefore, it is investing in various means of power projection. Regionally, the focus is maintained on Taiwan and domination of the first island chain by acquiring counter-intervention capabilities, while capacities in the cyber, space and electronic warfare domains are also being enhanced. Pakistan, on the other hand, is a state being torn apart by religious extremism, political corruption, a stalled economy, a depleting list of allies, and near total dependence on China for sustenance – diplomatically, economically and militarily. The all powerful Pakistani defence establishment has adopted a wait and watch policy by refusing to intervene on behalf of the elected government in Islamabad’s ‘Dharna Crisis’ in November 2017. Notwithstanding, the military modernisation 100 ä SPRING 2018 ä scholar warrior scholar warrior continues, with the sole objective of acquiring capabilities with an anti-India outlook, sometimes as largesse in the garb of the Global War on Terror (GWoT).
