Xavier Livermon SECURING PRIDE: SEXUALITY, SECURITY, and the POST APARTHEID STATEi Abstract In this essay, I argue for a reconceptualization of security sector reform in Africa, taking into account how Queer Theory might expand our understandings of security and insecurity on the African continent. Drawing from theories of human security, I argue for the denaturalization of gender and sexuality in considerations of security in sub-Saharan Africa. Furthermore, I argue for the importance of forms of vernacular security. Using Soweto Pride as an example, I demonstrate how cultural and representational practices become key sites for forging lasting forms of security for vulnerable populations. I conclude by revealing how Queer Theory framework in relation to security sector reform might allow for framing security outside of carceral state practices. INTRODUCTION In contemporary South Africa, security has emerged as a key word in the postapartheid neoliberal state. Insecurity was a marked feature of the declining years of the National Party government from the late 1970s to the 1994 elections. Insurrectionary, near revolutionary conditions created by internal dissent fueled various different forms of state reprisal and repression. These forms of state repression, while not new took on a different interpretative character as South Africa was positioned internationally as a pariah state that could no longer claim moral authority in relation to state sponsored violence both within and outside its borders. Its last gasp of legitimacy, as a bulwark against communism ceased to be a sufficient cause for blatant racial oppression post 1989. The National Party, rocked by internal dissent, unable to govern the black masses, and increasingly isolated internationally, sought a negotiated settlement. -

The Church as a peace broker: the case of the Natal Church Leaders’ Group and political violence in KwaZulu-Natal (1990-1994)1 Michael Mbona 2 School of Religion and Theology, University of KwaZulu-Natal, Pietermaritzburg, South Africa Abstract Moves by the state to reform the political landscape in South Africa at the beginning of 1990 led to increased tension between the Inkatha Freedom Party and the African National Congress in the province of Natal and the KwaZulu homeland. Earlier efforts by the Natal Church Leaders’ Group to end hostilities through mediation had yielded minimal results. Hopes of holding the first general democratic election in April 1994 were almost dashed due to Inkatha’s standoff position until the eleventh hour. This article traces the role played by church leaders in seeking to end the bloody clashes taking place at that time by engaging with the state and the rival political parties between 1990 and 1994. Despite the adoption of new strategies, challenges such as internal divisions, blunders at mediation, and the fact that the church leaders were also “political sympathisers”, hampered progress in achieving peace. While paying tribute to the contribution of other team players, this article argues that an ecumenical initiative was responsible for ending the politically motivated brutal killings in KwaZulu-Natal in the early years of 1990. Introduction The announcement in 1990 by State President FW de Klerk about the release of political prisoners, including Nelson Mandela, and the unbanning of all political parties was a crucial milestone on the journey towards reforming the South African political landscape.3 While these reforms were acclaimed by progressive thinkers within and outside South Africa, tension between 1 This article follows on, as part two, from a previous article by the same author. -

South Africa‘s ruling party, the African National Congress (ANC), inherited a two folded legacy. On the one hand it took over the most developed economy on the African continent. On the other, a legacy of massive inequality and racial segregation. THE EUROPEAN UNION Europe Day, ladies and gentlemen, marks the day in 1950 on which the then French Foreign Minister Robert Schuman presented his ideas for a supranational coal and steel authority to his colleagues. Schuman did so a mere five years after the end of the Second World War and the European Union is therefore the strongest possible expression of the conviction of the people of Europe that regional cooperation and not war, is the way forward. The current global situation shows that peace and security require hard work, commitment to diplomacy and the ability to build bridges. -

Abstract The arrival of democracy in South Africa brought with it challenges that needed to be addressed to overcome the inequalities of the past. To a significant degree, the discrimination against not only race groups but also against women in general had to be tackled. Against this background, policies and legislation on achieving employment equity emerged. Despite this, a gender disparity still exists in the area of sports management. Regardless of efforts made by government and other sporting bodies to eliminate gender inequality, hurdles still remain at all levels. The aim of this study is to explore the reasons for this gender disparity, identifying the constraints on women’s advancement and the challenges that they face in advancing in sport as managers (in various capacities). It also identifies appropriate policy interventions. This serves as a case study for broader issues of equity within a South African context and probes the situation more generally with regards to the position of women in sport management in South Africa. The study presents the views of a selection of women in sport management and themes that were identified. -

The 2016 Freedom House report for South Africa states: “Xenophobic violence against immigrants from other African countries has broken out sporadically in recent years. In a wave of attacks that spread from Durban to Johannesburg in April, foreign-owned shops were torched, thousands of people were displaced, and at least seven people were killed. Further xenophobic violence was reported in October and November, including some deadly attacks.” (Freedom House (24 May 2016) Freedom in the World 2016 - South Africa) The 2016 Human Rights Watch report on the events of 2015 in South Africa, in a paragraph headed “Xenophobic Attacks on Foreign Nationals”, states: “In April 2015, thousands of people looted foreign-owned shops and attacked non-South African nationals in Durban, KwaZulu-Natal province. Several people died and the United Nations High Commissioner for Refugees said an estimated 2,400 people were internally displaced. The targets of the widespread violence were immigrants of African origin, mostly from Zimbabwe and Somalia. The xenophobic attacks spread to parts of Johannesburg before authorities deployed the army to stop the violence. In October, xenophobic violence displaced more than 500 people in Grahamstown, in the Eastern Cape Province.” (Human Rights Watch (27 January 2016) World Report 2016 - South Africa) The 2015 US Department of State country report for South Africa, in a section titled “Protection of Refugees” (sub-section titled “Refugee Abuse”), states: “Xenophobic violence occurred against foreign nationals running small, informal grocery stores known as ‘spaza’ shops in townships and informal settlements; refugees registered and owned many spaza shops. -

Introduction
1 introduction Before Dudley: Oppression, Racism, and the Roots of Resistance Much has been written about the fight against apartheid in South Africa, and now, with a continuing flow of publications on the Truth and Recon- ciliation Commission hearings, we are presented with a unique expanse of stories from the ground. Richard Dudley is one of the fighters. He is an urban educator and political activist who combined foundational ideological poli- tics with great caring, communication, and even compromise as a teacher and nominal principal at Livingstone High School, a highly rated public secondary school that was created for coloured students in 1926. In addition to teaching, Dudley worked endlessly, through various political organiza- tions, against apartheid oppression and for a democratic South Africa. Rich- ard Dudley’s life offers us multiple lenses for understanding apartheid South Africa. Dudley is truly a public intellectual, and that in itself is an important story. He is also totally and thoughtfully entwined with the life of Livingstone—first as a student, then as a teacher/principal, and presently as an elder. Finally, Richard Dudley has given his life to teaching and politics and affected and influenced thousands of people who continue to work for democracy in South Africa and abroad. Dudley’s life is totally entwined with education and politics, Livingstone High School, Cape Town, and democracy in South Africa. Dudley’s biogra- phy gives us the chance to explore the connection of education and politics in Cape Town as he and his comrades challenged first oppression and then apartheid. Dudley was born in 1924 and his story takes us through the many twentieth-century changes in South African oppression and resistance. -

Studies have indicated that informal settlements provide shelter for a large number of people who are the poor urban dwellers. There are gaps in literature that demonstrate the distinction between informal settlements within the South African context, despite years of research conducted on informal settlements. The differentiation of informal settlements contests the homogeneity of informal settlements that fall into groupings and sub-categories that require targeted interventions specific to their contexts. The Housing Development Agency (HDA, 2012) “is mandated to assist organs of State with the upgrading of informal settlements”. -
