FOREWORD Dr. Bhupendra Nath Dutta Smriti Mahavidyalaya is a rural College established in 1996 and is associated with the name of Dr. Bhupendra Nath Dutta, the younger brother of the celebrated and a pioneering personality of the glorious Bengal Renaissance. Dr. Dutta’s involvement with Hatgobindapur and its surrounding areas went back to pre-independence days when he was involved to bring about the much needed socio-economic development of this rural area. To commemorate his work and contribution, a decision had been taken in a mass meeting in 1983 to establish a general degree college in the name of Dr. Bhupendra Nath Dutta and thereafter Dr. Bhupendra Nath Dutta Smriti Mahavidyalaya was established in 1996, as a State Govt. Aided College affiliated to The University of Burdwan. About Dr. Bhupendra Nath Dutta : Dr. Bhupendra Nath Dutta (Born on 04.09.1880), younger brother of Swami Vivekananda, was among the most illustrious figures of the Bengal Renaissance and a dedicated nationalist. Influenced by the writings of Garibaldi and Karl Marx. Bhupendra Nath Dutta joined the All India Revolutionary Society and his revolutionary consciousness was expressed in his writings in the weekly and Manifesto and Sonar Bangla for which the British authorities jailed him. At the end of his imprisonment he sailed to America and after graduating from the New York University in 1912, he earned a masters’ degree from the Brown University in 1914. When he visited Southern in 1915 he came across other Indian revolutionaries and was elected the Secretary of the Berlin Committee for the period 1916-1918. Simultaneously with his revolutionary activities he carried on academic research in Sociology and anthropology that earned him his Doctorate degree from Hamburg University in 1923. This immensely gifted scholar revolutionary authored a number of books that included among others Indian Social System (3 volumes), “Dialecties of Hindu Ritual-ism” and “Agony of the Age”. In India Dr. Bhupendra Nath Dutta was passionate about the development of Land Economy in Bengal, Dr. Bhupendra Nath Dutta was involved in championing the cause of farmers and agricultural workers. One of the Presidents of Bengal Provincial Kisan Sabha, he was twice elected President of All India Trade Union Congress. Dr. Bhupendra Nath Dutta dedicated his life for the cause of Socio- economic advancement of the rural poor and the under-privileged. He died on 25.12.1961. VISION AND MISSION OF THE COLLEGE (a) To open new avenues for the rural students for enabling them to pursue higher education. (b) To diffuse knowledge through publishing literary articles and organizing seminars, work- shop etc. (c) To impart higher education to socially backward sections of the community. (d) To introduce job oriented courses to promote self employment opportunities. (e) To give assistance to poor SC, ST and OBC students to continue their higher studies. Location & Communication Dr. Bhupendra Nath Dutta Smriti Mahavidyalaya is situated at Hatgobindapur proper which is 14 kilometers away from Burdwan town, linked by Burdwan Kalna road. It has good road connectivity and Saktigarh Railway station is only 6 kms. away from the College. All sorts of agricultural marketing and shopping facilities are available at the place and Hatgobindapur is famous for its ‘Hat’ in Thursday and Monday of every week. Frequent local bus services, long route bus service linking the South and North Bengal districts and sub divisional Head Quarters are also available with an important stoppage at this point.

CHOICE BASED CREDIT SYSTEM (CBCS) Choice Based Credit System (CBCS) has has been introduced from the academic session 2017-18. Course details, Credits and rules are available at University Website. Students are advised to follow university website www.buruniv.ac.in for rules and regulations.

Future Plan: 1. Cultivation and Marketing of Medicinal plant and plant products. Protection of indigenous plants in the campus 2. Improvement of the infrastructure for smooth functioning of newly introduced CBCS based curriculum 3. Automation of the library 4. Promotion of environmental awareness to make college a Green Campus.. 5. Setting up of a modern Gymnasium for the use of all and to generate fund. 6. Diploma, Bachelor degree and PG Course under NSOU. 7. Certificate Course in Soil Testing and Water Testing.

Outreach Activity:

i) Popularizing the use and cultivation of Medicinal Plants amongst the students, local people and different organizations. ii) Developing infrastructure in respect of environment enrichment and land development within the College premises. iii) Organizing different health related schemes through N.S.S. iv) Organizing blood donation camp. v) Growing awareness among the students and local people about vector borne diseases and health and hygiene. vi) Reaching out to local residents for promoting awareness about Covid19. Distribution of Masks and sanitizers

Admission: B.A., B.Sc. and B.Com general and Honours courses are taught in the day shift only from 10.15 a.m. to 4.45 p.m. Admission is made strictly on the basis of merit. Students who have passed Higher Secondary (+2) or equivalent examination from the Board/Council recognized by the University of Burdwan are eligible for admission. From the academic session 2015-2016 admission is being made through online system, monitored by the college authority. Identity Card: Nontransferable identity card containing relevant information of the holder together with recent passport size photograph is issued to each student for each year by the Principal to prove him/her a bonafide member of the College and any student of the College has to produce this identity card as and when asked by the Principal. Class Attendance: Students must attend regular classes. Each student is marked in his/her continuous internal assessments on the basis of his/her class attendance in accordance to the newly introduced Choice Based Credit System. Students must remember that the marks obtained in attendance add to their final grades in each course in the University Exams

Academic Diary: Each student is provided with academic diary at the beginning of academic session. Details of the teaching days, examination schedule, College programmes etc. are mentioned in this diary. Following College activities are tentatively scheduled. 1. Freshers’ Welcome - 2nd week of August 2. Birthday celebration of Dr. Bhupendra Nath Dutta - 4th September every year. 3. Annual Social function - December-January 4. Annual Sports – December - January 5. Annual meet of Alumni Association - December-January 6. Plantation Programme - July. Students are advised to maintain their academic diary regularly. Seminars: Seminars (National, State and Departmental level) are regularly arranged by the teaching departments, IQAC and N.S.S. units where eminent speakers in different disciplines deliver their lectures. An International Seminar was also organized in 2019. Students Support: 1. Scholarships and Half/Full-free studentship: A number of scholarships are offered to the students to aid and encourage poor but meritorious students. National scholarship sanctioned by Govt. of India for meritorious students.

a) Scholarship sanctioned by the Ministry of Labour and Employment, Govt. of West Bengal for meritorious students. b) Stipend for students belonging to SC/ST/OBC categories (offered by the Govt. of West Bengal). c) Scholarship offered by Rashtriya Sanskrit Sansthan for Sanskrit students. d) Scholarship for students of the Minority community offered by West Bengal Minority Devel- opment and Finance Corporation. e) Scholarship for poor and meritorious students offered by Dr. Maitrayee Chakraborty Chari- table Trust. f) Scholarship offered by Jindal Trust for meritorious students. Besides Financial support is offered to the poor and meritorious students through the students’ Aid fund of the College, Half and Full free - studentships is granted to the needy students after receiving proper application in time. g) Scholarship offered under the scheme of Kanyashree Prakalpa funded by West Bengal Govt. h) Endowment prizes for securing highest marks in Hons. subject has been introduced. * Phanidra Nath Banerjee memorial prize, for securing highest marks in any Hons. subject to any student. * Geeta Banerjee memorial prize for securing highest marks in any Hons. subject to any girl student.

2. Journey by Concession: Railway concession is allowed to genuine outstation students intending to commute from other railway station. Students are warned against ticket less travel by bus or train. 3. College Library : The College Library is within Biplabi Rashbehari Basu Bhaban and is enriched with sufficient number of text and reference books, local and National Journals and Newspaper etc. The College Library is computerised and offers circulation, reference and information service to the students and faculty members. The Library has two reading rooms with internet facility for students and teachers respectively. 4. College Magazine : The Students’ Union publishes annually the College magazine “Uttaran”. It is prepared by an editorial board consisting of members taken both from teaching staff and Students’ Union. 5. Cycle Stand : Cycle stand facility is available for the students and staff. 6. College Canteen : Tiffin and meals are available in the College canteen. Students may take such facility from the College canteen at their own expenses.

7. Research Activities and Collaborations: About eleven minor research projects and Three major research projects have been completed by esteemed teachers. Teachers are engaged in regular research activities which include deliberations at international and national level seminar conferences and symposiums, publications in reputed journals and books, authoring books and pursuing PhD programme. 8. N.S.S. Activities : N.S.S. volunteers are actively involved in both regular activities as well as special camping programmes. Programme Officers are sincere in mobilizing the volunteers towards outreach programmes which can benefit the society at length. Some programmes like blood donation camp, pulse polio drive, health check-up camp, environmental awareness programme, AIDS consciousness ‘Sachchha Bharat’ etc. are organized in an effective way year after year. Conduc- tion of socio-economic survey in the adopted village is another aspect of N.S.S. activities under- taken by the volunteers.

9. Hostel Facility : One boys’ hostel for OBC students is located within the College premises. The hostel is furnished and provided with 80 seats. Selection will be made on the basis of distance of home from the College. Students are directed to contact Hostel Superintendent for hostel accommo- dation. UGC Girls’ hostel will be completed very soon. 10. University Registration of Enrolment : First year students are to Register and Enroll themselves with the Burdwan University in the prescribed application form to be available from the College office within one month from the date of admission, failing which they will not be allowed to appear at the University exami- nation. 11. Students’ Union : Non functioning mode as per State Govt. order. 12. Games and Sports : Games and Sports department of the College headed by Teacher-in-Charge of the de- partment in association with Physical Education Department and Students’ Union arranges various types of indoor and outdoor games regularly. Students also regularly participate in inter College tournament organized by the University and State Government. 13. Students’ Health Home All students of the college are required to take membership of students Health Home which extends all types of medical facilities to the students. 14. Discipline : All the students are required to comply with discipline and decorum. It is necessary to maintain discipline even outside the college campus, educational excursion and while com- muting the buses. It is desirable that students will show sobriety in their dress and utmost courtesy in public dealings. 15. General Rules to be followed by the Students : a) College lays special emphasis on the maintenance of discipline and proper decorum within and outside the College campus. b) Students must show proper respect to the teacher and be polite and show courtesy to the employees of the college. c) Students must look at the college notice board every day to be apprised of the day to day information of the College. d) Any kind of addiction on the part of students is strictly prohibited. e) Practice of ragging and eve teasing is punishable offence. 17. Academic Session : Academic session runs from 1st July to 30th June of the following year.
