The judiciary is one of the important institutions of government that is expected to be neutral and independence of other arms of government to guarantee the principle of separation of powers and check and balances. Over time, the judiciary in Nigeria has made strides in its effort to ensure the deepening or consolidation of democracy especially in the Fourth Republic which started on 29th May, 1999. However, the 2019 governorship post-election litigations in Imo State by the Election Petition Tribunals and the Supreme Court generated a lot of arguments and counter-arguments from individuals, political analysts and lawyers alike as to the potency of the judgment. This paper therefore, takes a look at the critical issues from the 2019 governorship post- election litigations in Imo State and consolidation of democracy in Nigeria. The paper adopted the documentary method of data collection and utilizes secondary sources; and relays on content analysis as its method of data analysis. This paper observed that, the lack of judicial independent especially on the appointment of judges, impact negatively on post-election litigations in Nigeria which in turn undermine democratic consolidation.

The study was motivated by the tense political atmosphere that pervaded the political landscape in the state prior to the gubernatorial election due to the incumbent governor’s defection to an opposition party and the resolve of other candidates in that election to take over the reins of power from the incumbent governor. To solicit votes or win the support of the electorate, candidates used political advertising among other strategies to sell their personality and party manifestoes. Political advertising of two notable candidates in that election (Rochas Okorocha of the All Progressives Congress, and Emeka Ihedioha of the Peoples Democratic Party) were studied. Key results showed that: there was significant relationship between voters’ exposure to political advertising and voters’ choice of candidate; voters’ choice of candidate in the 2015 guber election in Imo State was significantly influenced by unique selling propositions of candidates’ political advertising.

IMPOLITENESS STRATEGIES IN THE FACEBOOK POSTS OF NIGERIANS OVER THE SUPREME COURT RULING ON THE 2019 IMO STATE GOVERNORSHIP ELECTION ONWUBIKO, Chioma Deborah Federal University of Technology Owerri, Imo State, Nigeria. [email protected], [email protected] Abstract Political discourse is about the way people use language to communicate, dialogue, resist power abuse and maintain social goal. Facebook users use language to create social relationship and instantiate their roles via recreation, networking, social activism, political participation and protests. Thus, during these processes language can be used to cause offense, attack face and damage other people‘s character especially authority figures. The recent Supreme Court (SC) ruling over March, 2019 Imo State governorship election has prompted so many comments on the social media, which have not enjoyed scholarly discourse because it is a recent development. Most research works on impoliteness in political discourse have majorly focused on inaugural speeches, campaign speeches and reactions of the electorates on election matters. As a result, this study investigates impoliteness strategies found in the posts and comments of Facebook users over the SC ruling and their goals based on Culpeper‘s (1996) theory. This study is a descriptive research based on impoliteness strategies phenomena in written language. The data for this research were purposively sampled posts and comments that contained impoliteness strategies found on Facebook, posted from January 14th to 26th, 2020. The results of analysis show that from 17 posts and 4 comments collected, four strategies are found, among which are bald on record, positive impoliteness, negative impoliteness, and sarcasm or mock politeness. The most used strategy is bald on record impoliteness, it is also noted that the male folk are more forceful and direct in their deployment of impoliteness.

The Role of Music in Leadership: A Case Study of the Governance of Imo State from 2011-2019 Ebele Veronica Ojukwu & Chima Albert Abiakwu http://dx.doi./org/10.4314/ujah.v20i3.6 Abstract It is almost resulting to overemphasis to state that music is as old as man, since it is close to impossible to picture a particular time when nature did not furnish man and his society with music. It is equally safe to opine that ever since the need arose for humanity to exist in society as against isolationism, leadership has been present in various shades and with varying degrees of opposition and acceptance. In all civilizations and societies past and present, there has always been a both covert and overt relationship of interdependency between music and leadership since the duo have a common objective which is to better humanity and make the human society efficient, safe and productive. In line with the facts above, this article unveiled the numerous roles which music has played in leadership and vice versa, using their relationship as seen in the governance of Imo State from 2011-2019 as case study. The method used, involved both personal observations of the author as an active member of this society, analysis of the works of some socio-political commentators, analysis of the activities, associations and alliances forged by some political and economic leaders of this society under study, presentation, interpretation and analysis of some musical tracks which have had swaying effects on the trajectory of leadership and the reactions of the masses to these songs.

(USA) Online ISSN: 2249-460x & Print ISSN: 0975-587X Political Party Rebellion, Legislative Politics and Balance of Power in the 8th National Assembly of Nigeria By Peter Mbah & Anthony Egobueze University of Nigeria, Nigeria Abstract- The issue of equitable power sharing in the All Progressives Congress (APC) controlled federal legislature has been very contentious in the 8th National Assembly of Nigeria. This paper analyses the legislative politics and politics of office distribution in Nigeria focusing on how elite struggles for power and influence shape the internal conflicts and implementation of zoning principles in the National Assembly. Legislatures evolve and develop internally in reaction to broader political environment. Zoning and rotation principle are part of a democratic culture used to address the problems inherent in a plural society of underdeveloped states. The zoning principle is structured to deliberately ensure some degree of diversity. This is indispensable to the maintenance of the Nigerian State due to its diversity in ethnicity, religion, language, education, etc. This article analyses the conflicts arising from an attempt to change the zoning principle and office distribution imbedded in the federal character principle in Nigeria. It focuses on how elite struggle for power and money shape the conception, implementation, and continuity of zoning of offices and positions in order to maintain ethnic balancing. The article adopts a methodology involving qualitative research based on a review of published literature.

Preparation for the February 2015 General Elections is amidst increasing concern of high levels of insecurity and violence in the election days and the days immediately after. The Governorship Race: The Battle Ground States 8th March, 2019 Tomorrow, 9th March 2019, we will once again exercise our civic rights and responsibilities as citizens to elect our Governors and Members of the State Houses of Assembly. Despite some of the hitches experienced during the Presidential and National Assembly elections that took place on Saturday 23rd February 2019, we as a people and as citizens demonstrated our commitment to peaceful elections and such commitment should be carried over to the final round tomorrow. Tomorrow’s elections are important because governors are about the most strategic positions in governance and who emerges often have a direct bearing on good governance and improved or worsened security. The State Houses of Assembly have been historically incapable of over-sighting governors and if and when we improve the quality of the intake, governance would certainly improve in the country. The greatest challenge to good governance in Nigeria is the relatively high percentage of governors who are excessively corrupt, irresponsible in their governance mandate and often almost completely absent from their respective States. My hope is that citizens have closely monitored and assessed the performance of their governors and are ready to sanction bad governors. During the last election, one of the challenges encountered is the thuggery orchestrated by some of the governors. There is a strong possibility that some of them would be tempted to use the vast resources at their disposal to affect electoral outcomes. In the last round, some sitting governors in Gombe and Oyo States lost their senatorial bids and in the case of Imo State, the Governor was alleged to have forced the returning officer to declare him elected under duress.
