APPLICATION TO ALTER THE CHÂTEAU LAURIER HOTEL, 1 RIDEAU STREET, A PROPERTY DESIGNATED UNDER PART IV OF THE ONTARIO HERITAGE ACT DEMANDE DE MODIFICATION DE L’HÔTEL CHÂTEAU LAURIER, BIEN- FONDS SITUÉ AU 1, RUE RIDEAU ET DÉSIGNÉ AUX TERMES DE LA PARTIE IV DE LA LOI SUR LE PATRIMOINE DE L’ONTARIO COMMITTEE RECOMMENDATIONS, AS AMENDED That Council: 1. approve the application to alter the Château Laurier, 1 Rideau Street, a property designated under Part IV of the Ontario Heritage Act, based on plans received on May 9 and 30, 2018, on the condition that staff be directed to work with the applicant to make the proposed addition more visually compatible with the existing Chateau Laurier, prior to site plan approval, as follows: a. by meaningfully increasing the use of Indiana limestone cladding on the building exterior to reduce its contrast and enhance its bond with the existing building; b. by modifying the addition by sculpting, recessing, and breaking up the unrelieved uniformity of the north façade using elements and forms that are specifically drawn from, and relate to, the existing Chateau Laurier’s rich palette of forms; c. by altering the architectural expression on the north, west and east facades to introduce fenestration patterns, details and geometric proportions that are specifically drawn from, and relate to, the existing Chateau Laurier’s elements; d. that the applicant revise the plans received on May 9 and May 30, 2018 to reflect the design changes outlined above; and, PLANNING COMMITTEE 2 COMITÉ DE L’URBANISME REPORT 66 RAPPORT 66 27 JUNE 2018 LE 27 JUIN 2018 e. that the General Manager of the Planning, Infrastructure and Economic Development Department be delegated the authority to approve such design changes to the heritage permit; 2. delegate the authority for minor design changes to the General Manager of Planning, Infrastructure and Economic Development; 3. lift delegated authority for the approval of the application for Site Plan to Planning Committee in order to ensure the changes needed to ensure the application’s compliance with the Standards and Guidelines for the Conservation of Historic Places, as noted in paragraph 2, are implemented; 4. direct staff to present the application for Site Plan to the Built Heritage Sub-Committee for comment prior to tabling it at Planning Committee; 5. issue the Heritage Permit with a three-year expiry date from the date of issuance; and 6. suspend the notice required under Subsections 29 (3) and 34 (a) of the Procedure By-law to consider this report at its meeting on June 27 2018. (Note: The statutory 90-day timeline for consideration of this application under the Ontario Heritage Act will expire on August 7, 2018.) (Note: Approval to alter this property under the Ontario Heritage Act must not be construed to meet the requirements for the issuance of a building permit.) RECOMMANDATIONS DU COMITÉ, TELLES QUE MODIFIÉES Que le Conseil : 1. approuve la demande de modification du Château Laurier, bien- fonds situé au 1, rue Rideau et désigné aux termes de la partie IV de la Loi sur le patrimoine de l’Ontario, conformément aux plans reçus le 9 et le 30 mai 2018; assujettie à la condition que le personnel PLANNING COMMITTEE 3 COMITÉ DE L’URBANISME REPORT 66 RAPPORT 66 27 JUNE 2018 LE 27 JUIN 2018 travaillera avec le requérant pour rendre le rajout proposé plus compatible visuellement avec le Chateau Laurier avant l'approbation du plan d'implantation, comme suit : a. en utilisant davantage un revêtement extérieur en calcaire d'Indiana de manière à réduire le contraste et renforcer le lien du rajout au bâtiment existant; b. en sculptant et reculant la façade nord du rajout et en rompant son uniformité à l'aide d'éléments et de formes tirés précisément de la riche palette de formes du Chateau Laurier et reliés à ces formes; c. en modifiant l'expression architecturale des façades nord, ouest et est pour introduire une fenestration, des détails et des proportions géométriques tirées précisément des éléments du Chateau Laurier et reliés à ceux-ci; d. que le requérant révise les plans reçus le 9 mai et le 30 mai 2018 pour qu’ils reflètent les modifications de concept décrites précédemment; e. que le directeur général de la Direction générale de la planification, de l'infrastructure et du développement économique reçoivent le pouvoir déléguer d’approuver lesdites modifications au permis en matière de patrimoine. 2. délègue au directeur général de la Planification, de l’Infrastructure et du Développement économique le pouvoir d’apporter des changements mineurs à la conception; 3. retire les pouvoirs délégués au Comité de l'urbanisme pour l'approbation du plan d'implantation afin de s'assurer que les modifications requises pour rendre la demande conforme aux normes et aux lignes directrices en matière de conservation de lieux patrimoniaux, comme mentionné au paragraphe 2, sont mises en œuvre; PLANNING COMMITTEE 4 COMITÉ DE L’URBANISME REPORT 66 RAPPORT 66 27 JUNE 2018 LE 27 JUIN 2018 4. demande au personnel de soumettre la demande du plan d'implantation au Sous-comité du patrimoine bâti aux fins de commentaires avant de la déposer au Comité de l'urbanisme; 5. délivre un permis en matière de patrimoine expirant trois ans après la date de délivrance; 6. renonce à la signification de l’avis prévu au paragraphe 29(3) et à l’alinéa 34a) du Règlement de procédure pour pouvoir étudier le présent rapport à sa réunion du 27 juin 2018. (Nota : Le délai réglementaire de 90 jours d’examen de cette demande, exigé en vertu de la Loi sur le patrimoine de l’Ontario, prendra fin le 7 août 2018.) It was proposed that the new bridge be an arch bridge, replacing the existing functionally obsolete multi-span concrete arch which had been at the site since the 1920s, but respectful of the heritage of the site and the crossing. However, in the then-prevailing climate of bridge design, a more conventional post-tensioned concrete multi-span slab bridge was selected for design, and it was constructed in 1975. It might be described as functional but perhaps uninspiring. Since then the steel box girder Hunt Club Bridge has been constructed over the Rideau River, and the Cummings Bridge has been rehabilitated, amongst other bridge works over the river. Similarly the Bank Street Arch Bridge and the Plaza Bridge over the Rideau Canal have been restored. As well, in the intervening years the Rideau Canal has now been designated as a UNESCO World Heritage Site, and is on the National Register of Historic Sites in Canada. It is now proposed that another new bridge over the Rideau River and Rideau Canal be constructed near the south limit of the City.

The continuation? of the Ottawa Street Railway as far as Aylmer has been suggested to us, and the matter seems feasible enough in a paying point of view, while it would be of immense importance to the city of Ottawa, Hull and to the people of the town of Aylmer. There would be no engineering difficulties to contend with in laying the track, on the present excellent ordinary road, the trustees of which could exact tribute from the cars, as from other vehicles at the tolls. Saw mills would be built at Aylmer, and arrangements could be made with such men as Mr. Eddy, M.P.P. for the County of Ottawa to bring down lumber to the railway depots in this city direct from the mills. The bay of Aylmer is so admirably adapted for the collection and booming of timber, that were there any mode for bringing sawed lumber to the locomotive railway stations here, mills would instantly be built there.     City History Hunt: Brawling Bytown OTTAWA RIVER STONY MONDAY RIOT RIDEAU CANAL SAPPER’S BRIDGE Rideau Canal The construction of the Rideau Canal brought many European settlers and immigrants, mainly French and Irish. The disparities between the French and Irish began with the Rideau Canal, as the Irish were given more dangerous jobs. Many of the poor Irish workers couldn’t afford land or housing upon arrival in Bytown, leading them to build rough shanties along the canal and Parliament Hill. Fights were common amongst canal workers and other inhabitants of Bytown; however, they often grew into larger feuds due to the various religious, ethnic, and linguistic differences of Bytown’s residents. John By didn’t want this affecting the canal’s construction, so he installed a boxing ring on LeBretton Flats in an attempt to reduce the brawls between the French and English. Ottawa River After the completion of the Rideau Canal, the lumber industry became the leading source of employment in Bytown. However, there were not enough jobs for all the former canal workers and the lumber barons had a preference for French Canadians. A gang of unemployed Irish emerged called the Shiners who attempted to take over the lumber industry through intimidation and violence. This began a period of great violence in Bytown known as the Shiner Wars. Peter Aylen, “King of the Shiners”, quickly began leading the gang in sending threats of severed horse ears to their rivals.
