Integrated Transport Plan Background Paper i Background Paper January 2017 This background paper was compiled by Hobsons Bay City Council. Council also acknowledges the legal responsibility to comply with the Charter of Human Rights and Responsibilities Act 2006 and the Equal Opportunity Act 2010. ii Executive summary The purpose of this background paper is to present an evidence base to inform future integrated transport planning in Hobsons Bay. Background Council released the Hobsons Bay Integrated Transport Strategy in 2006. More recently, consultation has identified ‘access to transport’ as an ongoing issue, particularly in neighbourhoods with limited transport options and high car dependency. In response to these concerns, Council committed to commence the development of an Integrated Transport Plan in 2014, with the first step being to develop a background paper. This background paper reinforces the need for long term strategic planning to coordinate Hobsons Bay’s interrelated transport modes into an integrated system. This ‘network approach’ is underpinned by a sustainable transport hierarchy that prioritises active, public and freight transport, while encouraging reduced private car use. The Governor in Council under Division 2 of Part 4A of the Transport Integration Act 2010 orders that: 1. Commencement This Order comes into operation on 1 July 2019. 2. Definitions 2.1 In this Order – ‘conferred functions’ means the functions conferred on the Head, Transport for Victoria by paragraph 3 of this Order. 2.2 Terms used in this Order have the same meaning as that term has in the Transport Integration Act 2010, unless the context otherwise requires. 3. Conferred functions The functions specified in Part A of Schedule 1 are conferred on the Head, Transport for Victoria. 4. Ongoing and concurrent conferral 4.1 The conferred functions are conferred on the Head, Transport for Victoria on an ongoing basis. 4.2 The conferred functions are to be performed or exercised concurrently by the Head, Transport for Victoria and the Roads Corporation (meaning that each of the Head, Transport for Victoria and the Roads Corporation may exercise the functions independently of the other). 5. Effect of conferral on the Head, Transport for Victoria The conferred functions are conferred on the Head, Transport for Victoria only to the extent that the exercise or performance of the function does not require the exercise of a function, power or duty conferred exclusively on another person or body by or under another Act. -

Comfortdelgro Further Strengthens Bus Footprint in Australia
COMFORTDELGRO FURTHER STRENGTHENS BUS FOOTPRINT IN AUSTRALIA 12 April 2018 – ComfortDelGro Corporation Limited will acquire Tullamarine Bus Lines Pty Ltd (TBL) for A$32.2 million, in a move that will further strengthen its presence in Victoria, Australia. The acquisition will be undertaken through the Group’s wholly-owned subsidiary, CDC Victoria Pty Limited (CDC Victoria), which already operates public bus services across the western and eastern suburbs of Melbourne, as well as Ballarat and Geelong. TBL, which operates seven bus routes under contract with Public Transport Victoria, is a family- owned bus company located close to Melbourne’s Tullamarine Airport in the north-west of Metropolitan Melbourne. Significantly, it is located just 9km away from CDC Victoria’s Sunshine Depot. Besides the public buses, TBL operates contracted school services and a small taxi management business called Cabways. ComfortDelGro Managing Director/Group CEO, Mr Yang Ban Seng, said: “The acquisition of Tullamarine Bus Lines is a strategic move to consolidate our operations in north-west Melbourne. The area has good population growth with many new developments in the pipeline. The continued growth of the Tullamarine Airport has also strengthened demand for public transport services in the area.” CDC Victoria operates 81 public bus services across the western and eastern suburbs of Melbourne, as well as in Ballarat and Geelong. With a fleet of close to 500 buses, it is the largest bus operator in Melbourne’s west and the fourth largest in the city of Melbourne, offering not just route services, but charter services for schools, charities, sporting clubs, and various other recreational groups. -
