Executive Summary

The second Bi-Annual Report of the Project [for the period of October, 2012 to March, 2013) of FY 2012-13] is part of the on-going effort to record the various activities that were undertaken in the Project. During this period, the World Bank undertook a Mission to RPMU during 15th to 18th October, 2012. This was the first full implementation support mission of the World Bank after the Project became effective on March 12, 2012. The main objectives of the mission were to (i) review start up activities by the Regional Project Management Unit, (ii) discuss implementation of activities, (iii) review recruitment process at district and block levels, (iv) review aspects in financial management and procurement and (v) review compliance of project plans and activities with Bank’s environmental and social safeguards.

A number of activities have been taken up during October, 2012 to March, 2013 in two blocks each of the Project Districts of the four States. Many field activities have been taken up like villages awareness programme, PRA exercise, identification of skills, identification and implementation of village entry point activities, etc under the Social Empowerment Component of the Project. Various recruitment to posts at RPMU and DPMU has been taken up and a number of procurement processes are under way. Training and exposure visits have been undertaken for the project staff.

The Executive Committee of the NELPS met in March, 2013 and discussed various issues relating to the project. It stressed on the need to speed up various project implementation programme at the field level. It also discussed on the various issues in implementing the Project in view of the NRLM being implemented by the States. The need for a better coordination between the NERLP and NRLM/State Government was stressed upon.

CHAPTER - I

STAFF POSITION AT RPMU AND DPMU

The recruitment for many of the posts at NERLP has been completed, except in Mizoram and Tripura. In the Project Districts of Mizoram and Tripura, at the moment, we have only the District Project Managers in place. For the posts at DPMUs of Aizawl and Lunglei Districts, the interview for recruitments has been finalised by the State Government of Mizoram. The interview will be held on the 04.04.2013 and 05.04.2013. For the recruitment at Tripura, the response of the State Government is still awaited.

CHAPTER - II

INDUCTION TRAINING PROGRAMME UNDER THE PROJECT

Induction Training Programme: Induction training programme is a requisite for the staff of the RPMU and DPMU. The purpose of Induction Training Programme was to help the new recruits to familiarise themselves with the Project’s objectives and its components, roles and responsibilities and the expected deliverables. For this purpose, a programme was formulated to ensure that all aspects of the Project are covered. The induction training programme was carried out at the respective DPMUs (Sikkim and Nagaland). The sectoral teams from the RPMU acted as Resource Persons for the training programme.

A summary of the Induction Training Programme is given below: Nagaland (11th to 15th December, 2012): Venue: Circuit House, Town

The first day’s programme started off with a brief background on NERLP, its objectives, organizational structure, duration of the project, its areas of operation and project’s implementing arrangements by Project Manager (Livelihood & Rural Marketing), RPMU. Project Manager (Adm & Procurement), RPMU took session on Administrative matters, Human Resource related matters, file Management, grievance handling mechanism and procurement with special emphasis on World Bank guidelines. The session was followed by powerpoint presentation on Financial Management by Project Manager (Finance & Accounts), RPMU. The session outlined the fund flow mechanism in NERLP, Induction training programme in Nagaland financial disciplines that are to be maintained at all levels/tiers and books and records to be maintained at the district and as well at the community level.

Second day’s session started with Project Manager (SG&CM), RPMU took a session on social mobilization and inclusion. Her session included concepts and processes applied in community mobilization and ways and techniques involved in community mobilization. Concept on Self Help Groups, its different stages of formation, five golden principles,

features, rules and regulations of SHGs, SHG Federations were some of the topics that were dwelt upon.

The microfinance session touched upon concepts of Microfinance - its approaches and various models, development of microfinance services in , SHG-Bank linkage models, concept of financial inclusion, status of Financial Inclusion in India vis-a-vis the North East, the project strategy for financial inclusion and SHG-Bank linkages was discussed. The formats of different types of books of records required to be maintained at SHG level were also discussed with practical demonstrations.

On the third day, Project Manager (SG&CM) took a session on Social Mobilization tools, PRA tools and processes. Her session was followed by Assistant Project Manager (Communication), RPMU’s session on concept of communication, objectives, methodology, channels, process of communication in the project. He also informed about the various tools of communication, various activities in the area of communication and the communication work plan of the project.

His session followed by Project Manager (Natural Resource Management and Environment), RPMU on Natural Resource Management. He elaborated on the Environmental Management Framework and the process of its implementation. His session included concept on Natural Resource Management and concept of Watershed Management, NRM and Safeguard mechanism in NERLP, process orientation on safeguard mechanism and roles and responsibilities of DPMU on safeguard mechanism. A session on Microfinance is in progress

On the fourth day, Project Manager (L&RM) and APM (L&RM) conducted the sessions on various aspects of rural marketing. These are on Concept, Approach, Principles and Dynamism of rural livelihoods, analysis of local/village economy. The sessions also dwelled on Agri-business and Rural Marketing, cluster approach, power of collectives, group marketing, Public Private Partnership, entrepreneurship development. PM (L&RM) also discussed about Producer Organizations (POs), its genesis, role of POs in developing rural livelihoods, process and strategies of POs in NERLP.

The PM discussed about livelihoods and Community Development Plans of Community Development Groups (CDGs), livelihoods plan of SHGs, concept and application of Innovation Support, partnership development (i.e., technical Participants involved in a group exercise support linkages and marketing support linkages). briefed about the concept of Skill Development, approach and strategies of skill development and placement in NERLP.

Assistant Project Manager (Microfinance), RPMU took the session on monitoring and evaluation, its concept, approach and strategies of progress monitoring, process monitoring and impact evaluation in the context of NERLP.

The last day of the Induction Training Programme was spent on discussing the Village Immersion Plan - the concept, strategy of the plan. The District roll out plan and strategy to implement the activities was discussed.

Sikkim (18th to 22nd December, 2012): Venue: DPMU office, Jorethang

State Coordinator, Sikkim gave a short welcome address to all the participants for the induction training. This was followed by a self introduction of all the participants. PM (L&RM), RPMU gave a powerpoint presentation on project objectives, background, project guiding principles, project areas, project approaches and CBOs with whom project will be implemented in all the participating states of North East India. The participants interacted on a few issues of beneficiary selection process during the course of project implementation. Participants at the Induction Training Programme in Jorethang Thereafter, PM (SG&CM), RPMU gave a powerpoint presentation on social mobilization and social inclusion issues, where she mentioned that the CBOs will be formed in the project, their dynamics and performance criteria. During the discussion, it was informed that a lot of SHGs are functioning in Sikkim which were formed by various Government departments. These SHGs may be adopted by the project after proper grading by the project. Page | 10

This session was followed by discussion on PRA tools to be followed in the project for activity selection and rapport building with project communities. Some of the tools were demonstrated to the participants. The session was followed by a session on Communication by APM (C). On the second day, PM (MF) and APM (MF) presented the concept of microfinance, approaches and various models related to NE especially in micro finance sectors. The five principles to be adopted by SHG groups while carrying out microfinancing activities and financial transaction in groups were highlighted. The various books and records to be maintained by the groups in day to day transactions were also briefed in the presentation.

This was followed by presentation PM, SG&CM explaining on Community Mobilization on NRM by PM (NRM & Env), RPMU and assisted by APM (NRM & Env), RPMU. The basic concept of natural resource management, components, classification and natural resource management approaches and its relation to livelihoods development were highlighted. There was also a session on safeguard mechanism to be followed in the implementation of activities in the project. The mitigation measures to be followed in different activities were briefly presented to the participants. The next session was on the topic of process orientation and roles of different stakeholders in the process of EMF. The roles of DPM and other officials were briefly highlighted along with internal and external monitoring mechanism. The NRM activities will be externally audited twice during the project life and all activities need PM, L&RM dwelling on a topic to execute in a proper from the starting time. PM (L&RM), RPMU discussed about the livelihoods and marketing issues. The basic concept of livelihood development approaches through participatory manner was discussed thoroughly with the participants. A session was also held to brief the participants on value chain analysis. The need to have a detailed CDP for overall development of all villages in the project and other related works was stressed and these are to be treated in a holistic manner which will then be supported by short term plan like SHG livelihoods plan, social assessment plan, infrastructure development plan, etc. A session on project roll out plan and village immersion of newly joined district staffs was discussed. A session on Finance and Administrative related issues was also part of the induction training programme.

Sikkim

1. Village level awareness meetings:

Formal village awareness meetings were completed in the six villages that falls under South Sikkim District. These are (i) Lower Salghari, (ii) Samsaybong, (iii) Hingdam, (iv) Subuk, (v) Dorop and (vi) Upper Wok. Village awareness meetings were also completed in the six villages of West Sikkim District. These are (i) Darap, (ii) Lagey, (iii) Lower Lungzick, (iv) Middle Takuthang, (v) Mangbir, and (vi) Lhentse Gumpay.

2. Participatory Rural Appraisal:

PRA in all the above mentioned twelve villages were conducted. PRA programme was conducted with participation from the community. Villages in South Sikkim where PRA was conducted are Lower Salghari, Samsaybong, Hingdam, Lower Dorop, Upper Wok and Subuk; Villages in West Sikkim where PRA was conducted are Darap, Lagey, Lower Lungzick, Middle Takuthang, Mangbir and Lhetnse Gumpa.

3. Identification of existing skill during PRA

5. Implementation of Village Entry Point Activity:

As per the decision taken by the community, Village Entry Point Activities are to be implemented through PRI of the concerned village/ward. However, this could not materialize as PRI bodies in Sikkim are newly elected member whose signatures were not yet authorized for bank transactions. Hence, it was suggested that an interim ad-hoc committee could be constituted for implementation of village entry point activities in the selected villages of Sikkim. The Ad-Hoc Committee was constituted with one member from PRI as the president, one member from DPMU as secretary, one member from existing SHG, one member from CSP and a senior citizen from the village. The fund for the Village EPAs were released to the Ad-hoc Committee for implementation.

6. Identification of Community Service Provider (BF/SHG facilitator):

Altogether twelve SHG facilitators and four Bank Facilitators have been identified and three days training has been organized for the CSPs at Jorethang. Resource Person from SIRD were invited for imparting the training. Ms. Chandra Kala Rai, Assistant Director and Mr. Bijendra Rai, Project Assistant, Resource Persons from SIRD

CSP Training was held from 12th to 14th March, 2013 for South and the West Districts together at the DPMU office, Jorethang. CSP programme is expected to enhance the skills of the CSPs trainees and enable them to write meetings minutes, understand their roles and motivate members of SHGs. It will also enable the CSP trainees to have complete overview of Book Keeping, Saving and Inter- Loaning and calculation of Interest. This is also expected to give them a thorough knowledge on need and procedure for opening of bank accounts.

7. Identification and categorisation of existing SHGs

Identification of 34 existing SHGs has been done in all the twelve villages. Most of the SHGs are functioning with CSPs of Sikkim in the training programme in Jorethang their monthly contribution and they have not received any training or financial support from other organizations. They are maintaining cash book, loan book and meetings’ resolution books. Grading will be done as per NABARD guidelines with minor modification if necessary to suit the objective of the project.

8. Meeting with youth of villages

Informal meetings with the youths have been completed in the following villages. These interactions were done during the PRA exercise. The purpose of meetings with the youth was to identify their skills, occupation they are engaged into and also to know their aspirations for other similar skills that has market demand/potential and can generate self employment opportunities for them. 9. Community meeting for formation of New Groups (SHG/CDG)

Initial discussion with village community members has been completed in all six villages under each district for formation of New Self Help Groups. Also, discussion with the village community has been done in all the twelve villages for formation of CDGs and they were told about the roles of such community based organizations for the village development.

10. Handholding support to DPMU for preparation of District Action Plan

Handholding support was provided to DPMU staff for preparation of District Action Plan for the year 2013-14. District Action Plans for both the districts have been prepared separately.

11. Identification of resource agencies/training institutes

Resource institution has been identified centrally for both the districts. These include the State Institute of Capacity Building (SICB), SIRD, Livelihood Schools, KVK, Spice Board, etc.

FIELD ACTIVITIES UNDER THE PROJECT IN NAGALAND

Village Level Initiative Programmes Soon after the induction training in Nagaland and Sikkim, the DPMU staff undertook village immersion programme. This activity was undertaken to know and get a feel of the village, its inhabitants and also an opportunity for the project staff to be one among the community members. Subsequently, the DPMU staff started the awareness programme among the community, conducted Participatory Rural Appraisal, identified Village Entry Point Activity in consultation with community, identified Community Service Providers for augmenting project activities in the villages and also graded the existing SHGs in few villages.

The following paragraphs give a gist of all the activities performed by the DPMU staff with the guidance and presence of RPMU officials.

Nagaland

1. Village Awareness Meetings:

In Nagaland, village awareness programme were held in 14 villages covering two blocks in the . In another 12 villages covering two blocks of Tuensang District, village awareness meetings were held. These are:

2. Participatory Rural Appraisal (PRA):

Preparation for PRA was taken up by DPMU by contacting village leaders, preparation of materials for PRA, logistics required for PRA like reading materials, formats, etc. PRA was conducted in the following villages:

A team from RPMU comprising of three officials from RPMU – Project Manager, MF, Assistant Project Manager, L&RM and Assistant Project Manager, NRM&E and other three officials from DPMU, viz., the District Project Manager, Coordinator, M&E and Office Assistant were involved in the PRA exercises.

3. Identification of existing skill during PRA:

During the PRA exercises in the six villages of the Project Districts of Nagaland, there were certain skills which could be identified. These are:

4. Identification of Village Entry Point Activities (EPA):

One of the objectives of the PRA exercises is to identify and select a particular activity or group of activities as village entry point activity (EPA). The activities identified as EPA in the villages of Nagaland are:

5. Implementation for Village Entry Point Activities:

Out of the EPA identified, the cost of implementation of the activities would be borne partially by the project and community. For the EPA, an amount of Rs, 50,000 has been released to the Village Development Board/Village Council banks’ account. Additional cost over and above Rs. 50,000 is being borne by the community.

6. Identification of Community Service Provider (CSP)

Eight SHG Facilitators and one Bank Facilitator were identified and selected in two blocks under Peren District. Similarly, three SHG Facilitators and one Bank Facilitator have been identified in two blocks under Tuensang district.

7. Identification of existing SHGs:

Altogether fifty nine existing SHGs have been identified under Peren and Tening blocks, viz., Peletkie village (eight), Benreu village (four), Poila Namci village (four), Old Poila village (11), Ndunglwa village (four), Gaili village (11), Old Tesen village (nine) and New Tesen (eight). These are in two blocks under Peren District.

Fifty two existing SHGs were identified in two blocks under Tuensang District, viz., Tuensang village K, L, C and P Khel (29), Ngangpong village (six), Haak village (five), Yakor village (five), Leangkunger village (four) and Shamator village (three).

8. Grading of existing SHGs:

Out of the total number of 59 existing SHGs identified in Peren and Tening blocks of Peren district, grading was done for 18 SHGs as per NABARD format.

In Tuensang district, out of 52 SHGs, 17 SHGs in Sangsangyu blocks were graded as per NABARD format.

9. Community Meeting for Formation of New Groups (SHG/CDG):

10. Meeting with youth of villages

Interaction with the youth group was done with the objective of knowing the education level and skills of the youth; occupation they are engaged into and potential skills that the youth aspire for a meaningful self employment. As on 31.03.2013, interaction/meeting with youth were held in Gaili, Ndunglwa and Peletkie in Peren block and Tuensang village 'P', Tuensang village 'K', Khudei and Chingmelen village in Sangsangyu block.

11. Handholding support to DPMUs for preparation of District Action Plan (DAP)

Handholding support given to DPMU staff in Peren for preparation and submission of DAP. Secondary data is being collected by DPMU from various line departments. RPMU officials, during their visit, took stock of DAP preparation and guided the team on it. Extended support for preparation of AWP&B of DPMU, Peren & Tuensang

12. Identification of resource agencies/training institutes

Two Resource Agencies has been identified. These are (i) Rural Self Employment Training Institute (RSETI) in Jalukie town - Tailoring, integrated farming, carpentry, mobile and electronics repairing, dry flower making and (ii) Krishi Vigyan Kendra (KVK) - Planning, developing, organizing educational and production oriented programmes. More resource agencies will be identified in due course.

CHAPTER - V

FIELD ACTIVITIES UNDER THE PROJECT IN MIZORAM

Mizoram

1. Village Awareness Meetings:

In Aizwal and Lunglei Districts, eight villages were selected and awareness meetings were held. These are two villages each from the two blocks, i.e., Thingsulthlia and Aibawk in Aizawl district and two villages each in Hnahthial and Lungsen in Lunglei District.

2. Participatory Rural Appraisal (PRA):

PRA exercises were conducted in all the eight villages under Hnahthial and Lungsen blocks in Lunglei district and Thingsulthlia and Aibawk blocks in Aizawl district from February 20th to 28th, 2013. The following techniques were applied to assess and understand the various resources of the communities:

All the above tools were used during the PRA to extract vital information of the villages. The key people who participated in the PRA were from the Village Council (VC), Young Mizo Association (YMA), Mizo Hmeichhe Insuihkhawm Pawl (MHIP) and Mizo Upa Pawl (MUP) along with the villagers. Mapping, Group Works and Participatory Group Discussion were also undertaken as and when required during the PRA exercises. PRA was conducted in the following villages:

Implementation of EPA is yet to take place. It will be taken up in due course of time.

5. Identification of Community Service Providers (CSPs) (BF/SHG facilitators):

A total of 12 CSPs [eight SHG’s CSP and four bank facilitator’s CSP] in the four blocks are identified by the villagers under the guidance of the respective Village Councils. An intensive three days (20th to 22nd March, 2013) training was conducted at the District level for the CSPs and SHG leaders on Institution Building and Book Keeping. Resource Persons from DRDA, ETC (SIRD) and DPMU had imparted the training programme.

6. Identification of existing SHGs:

Identification and categorization of SHGs in the eight villages falling under the two districts have been completed. All identified SHGs are formed either under SGSY (DRDA) or IWMP. However, there had been no proper training or capacity building support provided to them.

7. Interaction with youth of villages:

Interaction with the youth in eight villages in both the districts has been completed. Informal discussions and Focused Group Discussions with youth in four villages in both the districts (2 villages in each district) was done during the awareness camps about their existing skills and scope of introducing new skill. 8. CHAPTER - VI TRAINING, WORKSHOP AND EXPOSURE VISIT

Workshop on District Action Plan As per the Agreed Action Points of the World Bank Support Mission held in October 2012, a workshop was arranged for preparation of Template for District Action Plan (DAP). The workshop was held on 1st and 2nd, February 2013 at the conference hall of RPMU.

The workshop was attended by DPMs along with State Coordinators and RPMU officials. Templates belonging to all the sectors were discussed in the workshop by the sectoral PMs and APMs.

During this two day discussion programme, an agreed template was finalized for developing the DAP for the year 2013-14.

Exposure visit of the NERLP team to SERP, Andhra Pradesh

Six participants from North East Rural Livelihood Project (NERLP) visited different community based activities of Society for Elimination of Rural Poverty (SERP) of Andhra Pradesh. Coordinator, Resource Cell (SERP) Shri K. Ramu briefly discussed with the NERLP officials about the origin, structure and activities of SERP. NERLP officials also shared the objectives, target NERLP team interacting with SERP officials in group and geographical area of NERLP. Nizamabad

Nizamabad to meet members of Self Help Groups in a village called Vinayaka.

Kotagiri Mandal (Block) to interact with SHG members and the formation of village organizations (VO), the roles associated with VO, the fund flow and selection process of office bearers.

Milk Collection Point and Bulk Milk Cooling Unit under Kotagiri Mandal where SERP officials demonstrated the process of how milk is collected from farmers and transported to these centres and finally to the market.

Interaction with officials from Daccan Gramin Bank where the Bank Manager shared how women of the villages have fared well by becoming SHG members and availing credits from the bank.

Visited agricultural land owned by community called Community Managed Sustainable Agricultural System (CMSA) under Dichpally Mandal. The basic objectives of CMSA are to reduce cost of cultivation by using non-commercial pest management and low or zero chemical fertilizers; create farm based multiple livelihoods opportunity to women farmers by integrating livestock with farming and to establish community seed banks.

Visited two training centres under the Employment Generation and Marking Mission (EGMM) in Nizamabad, viz., Rajiv Gandhi International Hotel Management Institute and the other being a computer training institute called Life Line. The objective of these training centres is to create employment for the rural youth.

Visited an Insurance Call Centre which is managed by Zila Samakhya. This centre provides insurance facility to the SHG members. In the afternoon, the group NERLP team interacting with village organizations called upon the Project Director of the District Rural Development Agency (Nizamabad) and discussed with him the different poverty eradication programmes implemented in the district.

Attended a meeting with Shri Y.V. Raghunath Reddy, Director, SERP. The Director explained the works of SERP in the process of poverty eradication in rural areas of Andhra Pradesh. He also emphasized convergence of different line department as the key to success of SERP in Andhra Pradesh. Page | 30

Uniqueness of SERP project that was seen –

Bank Mitra (Bank Facilitator) demonstrating mobile banking system used by SHG members. Insurance Mitra guiding SHG members in insurance matters. Community owned land system called Community Managed Sustainable Agricultural System (CMSA) to help farmers create multiple livelihoods opportunities.

Learning for NERLP –

Learnt about the concept of Self Help Group; books required to be maintained by successful SHG are Minute Book, Savings Book, Attendance Book, Cash Book, Loan Ledger, Individual Pass Book and Bank Pass Book. Learnt that selection of income generation activities should be based on availability of raw materials, access to market of the produce and labour sensitivity. Learnt about SHGs bank linkage; role of Bank Mitra helping to open SHG bank account and facilitating bankers in maintaining proper documents and records. Convergence among different line departments is pre-requisite for elimination of rural poverty. Learnt benefits of Non Pesticide Management. Importance of insurance of SHG members as well as of livestocks.

Visit to Haflong to study Jhum intervention

A tour was undertaken by PM (NRM & Env) to Dima Hasao Community Resource Management Society Haflong from 19th to 22nd November, 2012 to get acquainted with Jhum and fallow management intervention for promotion of livelihood for upland community in the district. Interaction was held with village community members in N. Leikul and Bagadima village of Halfong. Visit was also made to Harangazaw cluster where 10 nos. of villages are taken up by Upland Development Society (UDS).

A tour was undertaken by PM(NRM&E) and DPM, Peren to Nagaland Empowerment of People through Economic Development (NEPED), Kohima from 14th to 16th November, 2012 to learn about the jhum intervention and fallow management mechanism in NEPED, Nagaland.

Project Manger (Finance and Accounts), RPMU attended a one day training programme on E-submission of Re-imbursement Application of expenditure incurred under programmes of World Bank Projects conducted by CAAA, Ministry of Finance at New Delhi on the 20th of November, 2012.

Training on Financial Management and Tally ERP9

A five day training programme on Project Financial Management and Tally ERP9 was organized by RPMU during 1st to 5th February, 2013 in the Conference Hall of RPMU. The Accounts Officers and Accountants of DPMUs of Nagaland and Sikkim and for financial staff of RPMU participated in the training programme. The list of participants is given below:

CHAPTER - VII PROCUREMENT

To ensure quality and value for money of goods and services, a purchase committee was constituted for every purchase as part of the procurement process/ guidelines of the World Bank at Regional level and also at District level. The resources needed to implement the activities of the project are procured with due attention to economy, efficiency, transparency and fairness by the purchase committee for every purchase. Efforts are devoted in procurement arrangement of the project so as to adequately systematize and timely procure goods, works and consultancy as outlined in the Annual Work Plan and Budget and Annual Procurement Plan in compliance with the guidelines.

Many of the consultancy services as proposed in the procurement plan of 2012-2013 have been initiated. In the process, 11 ToRs were sent to Bank for their observations and comments for which the Project has received concurrence and clearance for nine consultancy services. CHAPTER -IX COMMUNICATION

Communication is an interactive process with the stakeholders of the project and shall be developed to achieve the project goals using variety of communication channels/ medium. The aim of communication is to create awareness about the project and its activities, create positive behaviour for achieving project goals by way of promoting, enhancing and sustaining individual and community’s livelihoods. An array of communication products are being planned to enable the project stakeholders to spread the message of the Project, stimulate community dialogue and create demand for services under the project.

Leaflets:

Printing and distribution of leaflets in Sikkim:

The two Districts of Sikkim has brought out leaflets in local languages on the aim, objective and interventions of the project for the village communities. The leaflets were distributed during the village awareness meetings and it has served the purpose of promoting the project among the target groups.

Printing and distribution of leaflets in Nagaland: During village awareness meetings in Gaili, Ngwalwa, Benreu, Heningkunglwa, Dungki and Kezanglwa in Peren block, leaflets printed in local languages (Zeme dialect) were circulated among the targeted community for better awareness, understanding and reception of project activities in these villages.

Flip Books on Community Operational Management (COM):

NERLP is planning to bring out eight Flip Books based on the COM. These will be on the important components of the COM like Community Mobilization, Self Help Groups and SHG Federation, Community Development Groups, Natural Resource Management, SHG Livelihood Plan, Employment Oriented Training Programme, Producer Organization and Community Service Providers. These books, to be used for the community members by the CSPs and PFTs, will have illustrations of project activities for easy understanding. Thus, it is expected that these books shall facilitate community understanding and involvement in a faster way. Till March 31, 2013 draft pictorial works and write up have been completed on the Flip Books like Community Mobilization, Self Help Groups & SHG Federation, Community Development Groups and Natural Resource Management. Shortly, these will be ready for printing.

Poster on Five Principles of SHG:

The poster on Five Principles of SHG was prepared to reiterate among the SHGs that for success of SHGs, the five golden principles - that of Regular Savings, Regular Meetings, Regular Book Keeping, Regular Rotation of Leadership and Regular Inter lending and Page | 42

repayment are mandatory. These posters are put up at village institutions like PRI/VDC offices, ICDS centres, CICs and Village Community Halls.

Poster on Livelihoods:

The objective of producing poster on rural livelihoods is to ensure that villagers can engage themselves in multiple agricultural activities that have potential for growing the produce locally and has market demand as well. These posters are put up at village institutions like PRI/VDC offices, Community Halls, Farmers Clubs and Village Information Boards.
