Annexure 43 Page | 2 Executive Summary The second Bi-Annual Report of the Project [for the period of October, 2012 to March, 2013) of FY 2012-13] is part of the on-going effort to record the various activities that were undertaken in the Project. During this period, the World Bank undertook a Mission to RPMU during 15th to 18th October, 2012. This was the first full implementation support mission of the World Bank after the Project became effective on March 12, 2012. The main objectives of the mission were to (i) review start up activities by the Regional Project Management Unit, (ii) discuss implementation of activities, (iii) review recruitment process at district and block levels, (iv) review aspects in financial management and procurement and (v) review compliance of project plans and activities with Bank’s environmental and social safeguards. A number of activities have been taken up during October, 2012 to March, 2013 in two blocks each of the Project Districts of the four States. Many field activities have been taken up like villages awareness programme, PRA exercise, identification of skills, identification and implementation of village entry point activities, etc under the Social Empowerment Component of the Project. Various recruitment to posts at RPMU and DPMU has been taken up and a number of procurement processes are under way. Training and exposure visits have been undertaken for the project staff. The Executive Committee of the NELPS met in March, 2013 and discussed various issues relating to the project. It stressed on the need to speed up various project implementation programme at the field level. It also discussed on the various issues in implementing the Project in view of the NRLM being implemented by the States. The need for a better coordination between the NERLP and NRLM/State Government was stressed upon. Page | 3 CHAPTER - I STAFF POSITION AT RPMU AND DPMU The recruitment for many of the posts at NERLP has been completed, except in Mizoram and Tripura. In the Project Districts of Mizoram and Tripura, at the moment, we have only the District Project Managers in place. For the posts at DPMUs of Aizawl and Lunglei Districts, the interview for recruitments has been finalised by the State Government of Mizoram. The interview will be held on the 04.04.2013 and 05.04.2013. For the recruitment at Tripura, the response of the State Government is still awaited. Page | 7 CHAPTER - II INDUCTION TRAINING PROGRAMME UNDER THE PROJECT Induction Training Programme: Induction training programme is a requisite for the staff of the RPMU and DPMU. The purpose of Induction Training Programme was to help the new recruits to familiarise themselves with the Project’s objectives and its components, roles and responsibilities and the expected deliverables. For this purpose, a programme was formulated to ensure that all aspects of the Project are covered. The induction training programme was carried out at the respective DPMUs (Sikkim and Nagaland). The sectoral teams from the RPMU acted as Resource Persons for the training programme. A summary of the Induction Training Programme is given below: Nagaland (11th to 15th December, 2012): Venue: Circuit House, Jalukie Town The first day’s programme started off with a brief background on NERLP, its objectives, organizational structure, duration of the project, its areas of operation and project’s implementing arrangements by Project Manager (Livelihood & Rural Marketing), RPMU.
