PREFACE

The District Planning Machinery Cell, Peren is preparing the 11th District Plan, 2018-19 publishing the District Profile and highlighting the developmental activities of different departments in the district and the achievement and Plans of LADP in particular. The basic idea behind the concept of Local Area Development Program is to accelerate development and bridge the gap between the ‘haves and have nots.’ So the powers have been decentralized to the District Level by the State Government to make plan based on the needs of the Local Areas. The schemes for the year 2018-19 have been worked out in consultation with the elected members from 6 A/C-Tening and 7A/C-Peren respectively. The schemes showed in the booklet are in conformity with the government’s directive and Local Area Development Programme guidelines framed by the State Planning Board. The formulated list of schemes for the year 2018-19 were minutely discussed in District Planning & Development Board meeting and recommended to the State Planning Board for approval. Taking this opportunity I would like to express my profound gratitude to both the elected members of the District and esteem members of the DP&DB, Peren for the support and contribution for this publication and preparation of the schemes. Basically the modern Naga written history begins from Peren district, when the British felt the need to open up direct communication between Upper and through Naga territories. In 1832 the first British explorers Captains Francis Jenkin and R.B. Pemberton with 700 soldiers and 800 coolies from Manipur in progress to Assam forced enter Naga country at Poilwa (Popolongmai)-Punglwa (Tiriamah)-Chumukedima (Samuguting), the party was met with heavy resistance at Popolongmai. In January, 1833, Lieutenant Gurdon with Gumber Singh of Manipur Raja embarked on a second expedition from Imphal proceed and track to Peren (Biriemah)-Dhanseri river and to Assam. Mr. Grange lead another expedition into the Naga Country through the same route in 1840 started from Assam through Dhanseri-Chumukedima-Punglwa–Poilwa -Yangkhulen and retreat from a point between Yangkhulen and Moheelong march back to Assam and on return burned down half of Poilwa as punitive actions for the resistance given to their advancement into the Naga country. The first Administrative set up in Peren district was the establishment of a Political Assistant Office in 1958 then the district was known as Zeliang-Kuki Areas, later on a Circle Officer was posted at Peren in 1963, Assistant Commissioner-II was posted in 1965 and upgraded to SDO (Civil) Headquarter in 1966 and shifted to Jalukie. In 1973 the SDO (C) Office at Jalukie was shifted back to Peren and upgraded to Sub-Division with Shri. L.M Jamir as the first ADC (Independent charge) under .

Peren was declared a full-fledged Revenue District on 24 January 2004, with Shri. Mikha Lomi as the first Deputy Commissioner, with a geographical area of 1799 Sq Kms and a population of 94,954 and a density population of 41 per sq Kms. There are 7 Administrative Hqrs, 4 (four) Rural Development Blocks, and 86 Villages and 21 settlements. The District Headquarter was shifted to the present site on 2nd January 2015, by Shri. Peter Lichamo DC, Peren, with ten other HoDs and representatives on the first day of office at the New District Headquarter Peren.

Popularly, Peren District known as “the Green District of Nagaland,” with the highest concentration of Flora and Fauna (Forest both reserve and unreserved Belt) of all districts in Nagaland, lies at the extreme South-West of Nagaland, is 100 kms from the capital of Nagaland Kohima via (K-L Road) and 95 kms from Dimapur the Commercial hub and Gateway of Nagaland the only Railway head and Airport of Nagaland, daily Bus and Taxi Services are plying from Peren to Kohima and Dimapur. PEOPLE Peren district the home of the Zeliang and Kuki Tribes. The languages spoken are the Zemi, Liangmai, Kuki and Rongmei, Nagamese along with English the official language of Nagaland. Though in the past they were headhunters, the people of Peren district were known for the best dance, music, arts and fineries, but of late for want of more economic development in the district the people are reeling under acute poverty and are now the most backward district in Nagaland. AREA The total Area of Peren District is 1799 Sq Kms with a density of 41 Per sq Kms. There are 7 Administrative Hqs, 86 recognized Villages and 21 settlements in Peren district with a population of 94,954 as per 2011 census. The district is bounded by Dimapur in the North, Kohima in the East, Manipur in the south and Assam in the West. -5- TOPOGRAPHY Peren District can be classified into three regions: 1. The Barail Ranges (Hill sector) 2. The Jalukie Valley (Plain Sector) 3. The Intangki Forest (Reserved Forest)

ECONOMIC ACTIVITY

The land is fertile for Agro base production and the people of Peren district are mainly agrarian (80%) by occupation and paddy is the livelihood of the populace, and Jalukie Valley known as the Rice Bowl of Nagaland. Besides paddy, of late the people have taken up crops like Pineapple, yam, beans, ginger, Banana, and other Horticulture products,which supplement the crops. The popular Naga King’s Chilies is a translation of the words Chaibe Rachi meaning Chaibe = King’s + Rachi = chilly, both the name and the Chilies originated from Peren district. Recently farmers have taken up Cash crops cultivation like rubber, Tea, Turmeric, Medicinal Plants, and Orchard etc to enhance their income. Interestingly, Peren is the only district where local people dominate and control commercial and business activities in Towns and villages. Many families have opted and engaged themselves in business as a means of their livelihood. The famous ‘Mid-Night Market at Jalukie Town’ where the commercial activities virtually begin from Mid-night is an outlet of the agriculture and horticulture products of the farmers. The organic crops and vegetables which are grown in large areas and produce in large quantity are yet to be channelized for outside markets and lack of facilities like transports and cold storages are hampering and discouraging the poor marginal farmer for more productions in- spite of the vast potentiality in the district.

FESTIVAL The important Festivals of the Zeliang and Kuki are Meleinyi/ Hega, (Zeliang) and Minkut (Kuki) is celebrated in February- March every year, where as Langsemnyi /Chaga Gadi are celebrated in the month of October.

RELIGON Forefathers of the Zeliangs and Kuki Tribes of Peren district practice a Culture which is similar to that of Judaism if not for the oral traditions of handing down knowledge and customary practices to the younger generation, otherwise a theocratic society whose laws practices were rooted firmly on the belief of the invisible ‘Being’, who was the creator of the universe, to which the early Christian missionaries have term as Animisms. Today the both Zeliangs and Kukis are Christian in majority though some still practices the old cultures/religion called Bungtak.

CLIMATE Peren District has Tropical Type to sub tropical type to temperate types of climates moderate climate. In summer days are warm and nights are pleasant and in winter days are cool and night are chilled. The onset of Monsoon starts from the month of April and last till October. From November to March, the weather is mostly dry.

SECTORIAL STRATEGIES 1. Primary Sector : Agriculture & Allied: 1.1 The main thrust on agriculture Sector of key importance are: i. Organic Cultivations and high value crops. ii. Post harvest management like storage/transportation and marketing. iii. Double cropping for vegetables requires Water Pumps and Lift irrigations. 1.2 The Vety & AH: Sector to increase productions and reduce dependency on other state for Meat, Milk and Egg. Peren have huge potentials where vast grazing areas are in abundant for cattle and other animals. 1.3 Fisheries: Peren with the highest numbers of perennial streams flowing throughout the district and perennial wet Paddy Fields are most potential for fish productions for both table and Ornamental Fishes. 1.4 Horticulture: Commercial scale production of Horticulture needs more attention in view of the suitable climate and availability of vast areas in Peren. Even before Nagaland’s Statehood Peren have been producing the best “ Orange” which was in demand even in Dhaka (Bangladesh). 1.5 Irrigation: The Constant damage and change of stream courses at the foot hill areas during Monsoon have drastically reduced areas of cultivations and hence effecting Food productions. Therefore new Irrigation channels, its renovations and maintenance have become a priority. 1.6 Soil Conservations: The vast potential area in Peren district for Agri & Allied activities is depleting for want of soil & Water conservations measures.

2. Secondary Sector- Industrial & Allied: 2.1. Industrial Sector: The Jalukie Valley needs to be declared as “Industrial Zone,” in view of the vast avenues for agro based industries, wood based industries, food based industries 2.2. Power Sector: Power the driving force of development. Peren has much perennial river water resources like Tepuiki, Duilumroi , Nguiki , Ntangki and Tesangki rivers that can be explore for Power generation, construction of in Tepuiki river in Poilwa Benreu area may be explore for development of power generation, tourism, fishery, irrigation, agricultural, industrial activities and Water supply to New District Hqr, Peren and Jalukie.

3. Tertiary Sector: 3.1.Tourism Sector: Peren a tourism Hot spot destination is yet to be explored and lack of facilities like Tourist Lodges and transport catering the to needs of visiting Tourist both domestic and Foreign hamper tourism sector. 3.2. Education sector: An area of serious concern even after 53 years of Statehood, in Peren there are 3 GPS with single teacher, 18 GPS with two teachers and 11 GPS with three. As per the ratio of 6:1, there are short fall of Teachers under DEO Peren. 3.3. Road sector: In Peren district there are 17 villages & settlements with no Roads and Bridges connectivity so far except the tracks constructed and maintain by the community. The tracks are mostly cut off during monsoon for want of heavy maintenance. 3.4. Arts and Culture: The rich artifacts / antique such as historical sites / routes, Monoliths, Wooden Crafts like Beds & War Gates etc which are common in Peren District. The deptt have not yet initiated for identifications or documentations. Arts &Cultural officials not posted till now. 3.5. To Streamline the Administration in Peren district e.g Jalukie SDO (C) covering circles of Ngwalwa and Athibung, stretches from Poilwa in extreme east to Khelma extreme west is too vast an area, such that Circle office be created for Mbaulwa and Poilwa. -7-

PROFILE OF DISTRICT OFFICES AT PEREN 1. ADMINISTRATION The first Administrative set up in Peren district was with the establishment of a Political Assistant Office in 1958 then the district was known as Zeliang-Kuki Areas, later on a Circle Officer was posted at Peren in 1963, Assistant Commissioner –II was posted in 1965 and up graded to SDO (Civil) in 1966 and shifted to Jalukie. The Administration headed by Deputy Commissioner is in charge of the district Administration, Law and Order, Protocol, Elections, Developmental activities and all extra charges. The Deputy Commissioner, Peren is assisted by an Additional Deputy Commissioner, one SDO (C) one EAC, with supporting staffs for Administrations and Dhobashis to deal with Customary Laws related cases. Besides that one ADC Tening and SDO (Civil) Office establishment at Jalukie four Extra Assistant Commissioners Office one each at Ngwalwa, Athibung, Khelma and Nsong with supporting Staffs and Dhobashis. 2. POLICE DEPARTMENT The District Executive Force (DEF), Peren became a full-fledged Police district in 1993. Peren Sub-Division was under DEF, Kohima till an Addl. SP was posted with strength of 66 personals. Now the DEF, Peren have a strength of 337 personals including Police Radio and Ministerial Staffs. The unit has now 3 (three) Police Stations at Peren, Jalukie and Kebai – Khelma, 3(three) out post at Heningkunglwa, Athibung and Tening. The unit has proposed for up-gradation of Tening out post to full-fledged Police Station and opening of one out post at Nsong. 3. AGRICULTURE The Sub Divisional Agricultural Office was established in 1976 at Jalukie and SDAO Office in 1989 at Tening. The District Agricultural Office was recently inaugurated on the 8th of March 2011, now the District Agriculture Officer in the rank of Joint Director, will be assisted by a Deputy District Agriculture Officer, one SMS/SDAO (Sub Divisional Agriculture Officer) besides the Existing SDAOs of Jalukie and Tening Sub Division. One AO/ Jr. SMS will be deployed to all RD Blocks ie, Peren, Jalukie, Athibung, Tening Also one AI will be deployed to each Administrative circle of Peren, Jalukie, Ngwalwa, Tening, Nsong and Athibung respectively as per recent notification of the . Peren the youngest district in the state is Sub-Tropical/ Mild tropical zone. Paddy, maize, millets, colocassia, beans, king chilly, vegetables, turmeric and ginger are the major crops grown in the districts. Oilseeds and other pulses are also grown in small scale. Among the cereal crops paddy is widely grown all over the district. The traditional farming still prevalent among the farmers producing low yields. Moreover, the district mostly being a hilly terrain areas transport & communication and other infrastructure facilities should be improved to provide opportunities to farmers for supporting faster agriculture development by means of setting up of Agro-centers and rural markets, micro-credit facilities, human resources development and promoting organic farming. ` The district has immense scope for agricultural production at commercial scale, especially for quality production in the upland farming system especially for growing valued temperate fruits, medicinal plants, etc. The government needs to turn its sincere attention to the vast fertile plains of the district to practically translate these into the high production area. Foot hills and Valley depends on rivers like Nkwareu, Mungleu, Techauki, Ngungreu, Tehaiki,Tesangki. Sources for cultivation in the foot hills in the East and South originates from Doidirekie (Dzukuo) and flows down through Duilumroi and Tepuiki. 4. HORTICULTURE The District Horticulture Office, Peren was established in 2005. The main activities of the department are cultivation of all kinds of fruits and vegetables crops. About three-fourth of the population are involved in agriculture and horticulture. Though rice is the staple food crop grown, horticulture development activities are attracting farmers for sustainable source of livelihood and for commercial purpose. The main drawback is that cultivation is vitiated by Jhuming. The only answer to this is binding, farm forestry, orchard plantation and cash crop plantation so as to discourage jhum cultivation which leads and low yield. 5. SOIL AND WATER CONSERVATION Introduction: The basic concept and approach of the department is to provide soil and water conservation related measures both the arable and non-arable land in compact areas with watershed as its unit of developmental strategies having project mode, by considering the fact that land resources in the form of soil, moisture and vegetation etc are indispensable activities in a small way was in operation since 1982 in the strength of a sub-division. Ongoing activities: Integrated Watershed Management Project (IWMP): Integrated Land Development (ILD): Soil Survey & Testing: With regard to its prospect and potentialities, the soil and water conservation Department has huge prospect and potentialities in the District to bring more areas into productive use by taking up various soil and Water conservation measures. However in the past not much attention has been given in this area. 6. VETY & ANIMAL HUSBANDARY The department of Vety & AH was established in 1983 headed by SDVO and upgraded to DVO in 2003 and in 2015 CVO was established, since then full-fledged district Office was functional, now the deptt have the following centre/ Institution : 1. DIRECTION AND ADMINISTRATION: The Sub Divisional Fishery Office has been officially established on 01-10-1979 at Jalukie Town, Peren. The objective of the Department is to attain the level of self sustenance in fish production through efficient utilization of available resources by laying special emphasis on human resource development and diversifying fishery activities and by applying modern technology. Which till remained fallow/ undeveloped in many pockets of the district due to paucity of funds for development. The district if adequately brought forth under developmental fold will maximize the production of fish: thereby providing income, employment/ livelihood opportunities and subsistence to food securities to the rural communities of the districts and the state in general. MANAGEMENT STRATEGY: The main objectives for conservation of the area are as follows:- 1. To conserve primary forests and improve upon the quality and quantity of forests. 2. To develop a symbiotic nature of relationship, whereby the welfare of legal guardian of the forest ie… the villagers, as well as the forest and its resources are well balanced and profitably managed through JFM for the benefit of both entities. 3. To discourage destructive activities like hunting, fishing, indiscriminate exploitation of forest and its resources, jungle fire, jhuming, etc. and safeguard the watershed areas. 4. To insure steady growth and regeneration of species at all levels and provide suitable habitat for diverse forms of wild animals, birds and creepers of the land. 5. To achieve food security for the farmers through settled agriculture, and increase their income through alternative viable economic options like horticulture, piggery, poultry, weaving, handcraft, dairy etc. Scope Eco-tourism: Peren district is the nearest and best forest areas with natural beauty near Railway and Airport at Dimapur, which is just 40-50 km distance by road. Eco-tourism can be encourage and managed on a sustainable basis, whereby more tourists are attracted to the district providing more avenues for self employment and generating more income which goes directly to the villagers. Under the concept, a “Community Biodiversity Conservation Network” could be set up and managed by involving the local people. 9. CO-OPERATION The Department was established in 1991 with a Sub-Registrar of Cooperative Societies. Activities: 1. Registration/supervision/assistance/counsel & control of registered Coop societies. 2. Audit, inspection, arbitration and liquidation. 3. Control over cooperative education and training. 4. Development of cooperative movement and human resource. 5. Implementation of various schemes including NCDC & ICDP 6. 10. LAND RESOURCES The basic objective of the department is to provide livelihood support to the people through judicious utilization of the natural resources for enhancing productivity, sustainability; creating rural income and employment opportunities; and to improve the over-all environment of the region. To achieve these objectives, the following schemes are presently implemented by the Department of Land Resources :- 1. Integrated Watershed Management Programme (IWMP) - Centrally Sponsored Scheme (CSS) 2. Rubber Development Plantation Scheme - State Scheme 3. Construction of District Office and Staff Quarter Buildings 11. RURAL DEVELOPMENT District Rural Development Agency, Peren was functional since 2005. The department have four RD Blocks a) Peren b) Tening c) Jalukie and Athibung for departmental administrative conveniences. 12. LAND RECORDS AND SURVEY Land Records and Survey Department plays vital roles through the land mappings which strengthen the revenue administrations and provide the detail land record and survey reports and information for Administrations and Developmental activities. In the district the non posting of officials like the LRSO and the required subordinate have been much felt as development activities particularly the New District Hqr development have been delayed much for want of more participation from the department.

13. DEVELOPMENT OF UNDERDEVELOPED AREAS (DUDA) The focus of the department is on the development of Under-developed areas of the state particularly Mon and , Longleng and and Other Backward Areas such as Peren, Tening, Bhandari, Meluri, Aghunato & Satoi. Though the entire Peren district is underdeveloped in all aspects the Underdeveloped Area Programme (UDAP) is implemented in Peren district at par with other developing districts like Bandari in , Meluri in and Aghunato & Satoi in Zunheboto, which have pockets of underdeveloped areas.

DPDB Observations: a) The term “Other Backward Areas” for Peren and Tening were in used while Peren was under Kohima district, since Peren & Tening is a district now, DP&DB Peren, suggest the term ‘Other Backward Areas’ be replaced with ‘Backward/Underdeveloped District’ as the entire district is Underdeveloped unlike the other district with backward pockets.

14. IRRIGATION AND FLOOD CONTROL The Office of Irrigation and Flood Control, Peren was established in 1986 and the department at present is headed by EE, Irrigation & Flood Control The objective of the Department is to provide Irrigation Project to the farmers where there is sufficient Cultivable Command Area (CCA) and sufficient surface water of the perennial river/stream in order to utilize the uncultivated CCA for permanent wet cultivation and we also provide RCC Diversion weir, protection wall, CC lining and widening of channel to supply sufficient water to the field for enhancement of productivity, production, sustenance and self sufficient in both Kharif and Rabi crops and also to protect and preserve the natural resources under AIBP Scheme. -14-

AIBP (Accelerated Irrigation Benefit Programme) This scheme has been started from the year 2002-03 and the Project are being taken up as per the guidelines given by the Water Resources Ministry of that there must be minimum 20.00 ha. Of CCA to take up a M.I. Project and we also take up the cluster Project one Project one Village on rotation basis. That there must be minimum 50.00 Ha of CCA within the radius of 5 Kms. 15. POWER DEPARMENT The Power supply to Peren District is transmitted through 33KV. Sub-Transmission line from the existing 100 MVA, 132/66/33 KV Extra High Voltage (EHV) receiving power sub- station Nagarjan, Dimapur via Medziphema. The District is catering load from four different Power Sub-Station (PSS) located at various places namely: 1. 0.5 MVA, 33/11KV Power Sub-Station (PSS) Ngwalwa Village. 2. 1 MVA 7 1.6 MVA, 33/11KV Power Sub-Station (PSS) Jalukie Town. 3. 0.5 MVA & 1.6 MVA, 33/11 KV Power Sub- Station (PSS) Peren Town. 4. 0.5 MVA, 33/11 KV Power Sub-Station (PSS) Tening Town. The PSS located at Ngwalwa Village covers Ngwalwa Village, Ngwalwa Town, Heningkunglwa and its adjoining areas; Jalukie Town PSS covers the whole town and its adjoining areas including the whole section. Peren Town PSS covers Peren Town and its adjoining villages. Tening PSS covers Tening Town and its neighboring villages. Altogether, there are 18 (eighteen) 11 KV feeders sub-transmitting power to the whole district namely Jalukie, Peren and Tening sections. Peren District will soon be connected with 33 KV transmission line emanating from 100 MVA. 132/66/33 KV EHV receiving PSS Nagarjan, Dimapur via Ganeshnagar with a Power Sub- Station capacity of 5 MVA at District Head Quarter Peren. With the addition of 5 MVA, 33/11 KV Sub-Station (PSS) at District Head Quarter Peren, the total installed capacity of Power Transformers would be 10.7 MVA by the financial year 2016-17.

However by 2030 the following requirements need to be added: 1. Up-gradation of the existing 0.5 MVA, 33/11 KV Ngwalwa PSS to 1.6 MVA, 33/11 KV at Ngalwa Village. 2. Up-gradation of 1 MVA/1.6 MVA, 33/11 KV Jalukie PSS to 5 MVA, 33/11 KV with proper switch gears and protective system in the sun-station or major up-gradation with slight modification of the existing Sub-Station infrastructure with 2*2.5 MVA Power Transformer at Jalukie Town. 3. Up-gradation of the existing 0.5 MVA and 1.6 MVA, 33/11 KV Power Sub-Station (PSS) to 5 MVA, 33/11 KV with proper switch gears and protective system in the Sub-Station at Peren Town. 4. 16. NEW & RENEWABLE ENERGY The Department of New and Renewable Energy being a new setup in the state is yet to take up activities in the district, and Peren being the youngest district of Nagaland. The district is yet to be explored or survey by experts. There are immense potentials for generations of other Renewable Energy besides the Solar Energy. DPDB Observations. a) Strong Winds along the Barail Ranges and Perennial river and streams like Tepuiki, Duilumroi, Nguiki, Tesangki may be explored for Wind mills Small/Micro Hydro.

17. INDUSTRIES & COMMERCE With the rapid progress and hunger for more developmental activities, the department has to play a vital role in meeting the challenges faced by it and to focus on standardization and modernization as demanded in the global scenario. Here are some of the thrust areas which can be noted for industrial development:- 1. Agro-based Industries 2. Food Processing Industries 3. Wood-based Industries 4. Tourism Industries 5. Handloom and Handicraft 6. Distillation of Oils from Medicinal and Aromatic Plants. -16-

With, i) The Government of India’s Look East Policy, ii) Four lane Highway Tizit-Dimapur-Jalukie(in Peren District),and iii) A railway line from Tizit-Dimapur-Jalukie (in Peren District) on the pipeline, it has given investment friendly environment in the district. With the establishment of new District Headquarter for Peren district, the DIC Peren hereby highlights the following immediately required infrastructures viz, staff quarters, roads, electricity, water supply, etc which needs to be addressed immediately. To introduce improved varieties of host plant and silkworm seeds for higher productivity. 4. Introducing training centre for silk spinning, silk weaving and dyeing of silk. 5. 19. ROADS & BRIDGES The Peren PWD (R&B) Division established on 1st April 1974 consisting three Sub- Divisions Peren, Jalukie, Tening have been giving outmost efforts to provide good roads to the district in spite of the constrains funds and manpower. The Division take up Construction and improvement of roads for both rural and urban.

Since inception, the dept has constructed and maintain more than 600 kms of road network both in urban and rural areas. One major challenging task is maintenance of road during monsoon due to it geographical condition where landslide is prone. Inspite of the constrain in fund and manpower the department has been giving its outmost efforts to provide good roads. Ongoing project under Peren Division: a) PMGSY – 5 projects b) NLCPR - 2 projects c) 3 nos of RCC bridges at Punglwa –Jalukie Road. DPDB observations: a) The 20 villages and settlements in Peren district, which are not covered by PWD (R&B) Division, Peren viz: 1. Deukoram, 2. Lilen ,3. Phanjang ,4. Vongkithem ,5. Phaijol, 6 Pelhang, 7 Jalukielo, 8. Jalukieram,9. , 10. New Soget, 11. Biesumlwa, 12.Biesumpui jangdi, 13. Helagem,14. New Chalkot, 15. New Biesumpui 16. Bongkolong 17. Phaikolum 18. New Chalkot, 19. Lamhai Dungki 20 Namdi, needs to be brought under Division coverage and addressed immediately.

20. NAGALAND STATE TRANSPORT: The Nagaland State Transport with few services in the district and the posting of Station Superintendant at Peren, with skeleton staffs finds it difficult to achieve its objective to provide affordable and quality services to the general public.

DPDB recommends: a) NST Services needs to strengthen its net-work in the district by identifying the potential pockets to provided transport and communication facilities to the district.. b) Introductions of new NST Services to Tening, , Poilwa and Khelma from Jalukie will boost the motilities and economy of the district. c) Introduce inter- state services from Jalukie to Haflong and Tamenglong. d) Construct SS Office and departmental Quarters

21. DISTRICT PLANNING MACHINERY The District Planning Office, Peren was established in 2005, there are 14 man power manning the office headed by District Planning Officer, who is the Member Secretary of the District Planning & Development Board, MPLAD, CMCF, DLMC for Flagship Programmes and Member of other developmental activities and the recent grass root Planning process have greatly increases the work load in the district. Moreover for proper and effective implementations, execution and monitoring of LADP/ MPLADS /CMCF and other developmental activities in the district, an engineering cell needs to be attached to DPO’s Office and strengthening of the district Office manpower is the immediate requirement.

22. TOURISM Peren is rich in nature’s gift of scenic beauty, nature wonder, artifact, arts, fineries, folk songs and dances which are not exposed to people from outside the district. The potential and scope for Tourism need to be tapped immediately for: a) Eco Tourism: People out of necessity /ignorance have started to destroy the flora and fauna by logging and hunting. b) Cultural Tourism : Most people receiving education outside the district tend to neglects the cultural practices like the folk music, songs, dance and the fineries for which the people of Peren district was known for.

23. ECONOMICS & STATISTICS: Economics and Statistic Department play vital roles in providing all statistical data, analysis census and survey for planning and execution of development process. The department in Peren has been performing the normal activities as per the instructions from head office. The exercise is inconvenient in the absence of infrastructural facilities and manpower as such the following is proposed. 1. Construction of Staffs Quarters at the New District HQ, Peren 2. FOOD & CIVIL SUPPLIES The Food & Civil Supplies provides essential commodities to the people through the Public Distribution System (PDS) and check the inflationary market prices of essential Commodities. 25. LEGAL METROLOGY & CONSUMER PROTECTION The Office of LMCP is yet to established in Peren and the Public are left at the mercy of the business community in the absence of the department official.

26. EVALUATION The task of Evaluation department is to undertake studies a on various developmental schemes and programmes and suggest ways and means to bring about improvement in the formulations and executions of schemes. The studies are study reports are considered and taken up as a vital tool in the Planning process. The District Evaluation Office was established in 2012 and at present strength of 6

officials that includes the District Evaluation District Evaluation Office has at present a staff strength of 6 officials that includes the District Evaluation Officer, one Inspector, one Sub Inspector, one LDA Cum/Comp Asst, one Driver and one Peon. The District Evaluation Officer will also aid in the state level evaluation studies that the Directorate of Evaluation Nagaland takes up from time to time and which involves his district by assisting the assigned Evaluation study team from the directorate by guiding them to the target locations and also helping in gathering and preparing relevant data for the said study at hand. The District Evaluation Officer is entrusted to undertake one district specific evaluation study each year and on completion of the report is submit to the Directorate of Evaluation for review and approval.

27. LAW & JUSTICE: The Law & Justice department plays a vital role in the social sphere of life for individual or groups in delivering of justice to them. The department is facing infrastructural problems and more so is in the New district Hqr, where everything new is to come up;

28. SCHOOL EDUCATION: Educational institutions were brought to Peren way back in 1942 and some few prominent personalities from the district have earn a name, in spite of that Peren still lack much education system. The infrastructural development through SSA Classrooms extension is commendable. The District Education Office was established in 2010, with only District Education Officer and without supporting staffs. No clerical staffs were appointed till date. The Primary & Elementary Section of School Education in Peren is as below: a) There are 03 (Three) GPSs with single Teacher b) There are 18 (Eighteen) GPSs with two teachers c) There are 11 ( Eleven) GPSs with three teachers There are 02 GHSS in the district. There are 15 GHS i.e 08 Functional GHS and 07 recently up graded yet to function) The requirement of GHSS in Science and Commerce Streams and more up gradations of GHSS to accommodate demand of admissions in school particularly from the economically weaker sections is growing year by year. Re-dressed of Teachers Shortages in all High Schools, Elementary Schools and Primary Schools is a priority. 1. 29. HIGHER EDUCATION PEREN COLLEGE Peren Government College is only college in the district. The College was established on 13th of April, 1987. This College was established with the joint effort of public leaders, Officers and general public with the objectives of providing facility for higher education to the students of Peren District at their doorstep. Peren Government College was taken over by the Government of Nagaland on 1st of February 2006. The College has 6 departments with Honour in English, History, Political Science and Education. YOUTH RESOURCES SPORTS & SERVICES The Youth Resources, Sports & Service was established in 2005. The main objective of the Department is to promote games and sports activities in the District. It also aims to create awareness, the importance of games and sports and opportunities it provides to the people. 31. ART & CULTURE The Art & Culture Department have so far no establishment in the district and the dual charge holding by Officials from other district and the task carried out far away from the district may not give the desire output for the district. DPDB observations: a) The department may take up Preservation/Promotion of Art & Culture of Zeliang & Kuki Tribe. b) The Conservations & Maintenances work of Historical place/ sites and Monuments needs to be taken up in Peren district. c) Documentations / identification of rare artifacts like War Gates Wooden Beds found in many Zeliang villages be done. d) Posting of District Cultural Officer and Staffs be address.

32. HEALTH & FAMILY WELFARE The main objective of the department is to provide basic health care to all the people by enhancing infrastructure, man-power, logistic and capacity building. 33. WATER SUPPLY & SANITATION The PHED Peren Division comes into being in 1996. It has three Sub Division namely Peren, Jalukie and Tening. The division has 58 regular employees and 64 work charged employees as on September 2016. The Water Supply Sanitation in Peren have three divisions, and provide clean drinking water to the Public but the department need lots of funds for Augmentation works in most of the settlement deu to increase in populations particularly at the foot hill areas and the pipelines in existences are too old and needs replacement of the more then 40 years old.

33 . URBAN DEVELOPMENT Peren is being a new district and with the New district Hqr. Master Town Planning a separate Urban Development Office is require urgently as Officials from Kohima finds it hard to monitor or exercise their duties in Peren covering all the seven Townships in the district. For that during 12th Five Year Plan it is proposed that an Urban Officer be posted to Peren and provide all infrastructures like Office and Residences.

34. INFORMATION & PUBLIC RELATIONS The Office of the Information Centre, Peren was established in the year 1966 and later on upgraded to that of Sub – Divisional Inf. Officer, Office in the year 1974. Presently there are five Sub-ordinates staff under the establishment of DPRO, Peren.

LABOUR The Labour Department is quasi-judiciary department, the officer are empowered to implement the various acts and rules which are all statutory laws. The main objectives of the department are to ensure safety measures, welfare and health of the workers. And also to maintain good relationship between the employers and employee and between employee and employee since production/productivity, profit increasing returns on capital and labour are interwoven into the fabric of relation discipline, conduct and behavior. There is no specific building, staff quarter in Peren District so far although office opened in the year 2008. The Labour Welfare Centre is badly required for wives and Children of laborer in the district. 36. EMPLOYMENT & CRAFTMEN TRAINING The REB was established in 1991, and functions under the control of Regional Employment Officer, Kohima. The main Objective of the Department is to Document, maintain and provide basic information to Job-seekers for Employment & Self-Employment both in Public and Private Sectors. SOCIAL WELFARE In Peren district Jalukie ICDS Project was established in 1975, since from the department of social welfare has been implementing welfare programmes for the uplift of the weaker sections of the social. Creation of District Welfare Officer under Social Welfare department in the Peren district. Infrastructure Problem in Social Welfare Department in Peren District. There is no construction of office building and staff quarters except CDPO Office Jalukie. The main activities and schemes under taken by the offices are: 1. IGNSAP (Indira Gandhi National Old Age Pension Scheme) 2. NFB ( National Family Benefit for BPL) 3. IGNWPS (Indira Gandhi National Widow Pension Scheme) 4. FIRE SERVICES The Fire Services was established 2015, a long felt needs of the district, particularly Peren Town and Jalukie Town, as the Fire Services are most needed during dry seasons where incidents of fire devastations are most common with accidental fires along with strong winds have been causing great losses to the public properties in the absence of the Fire Services. TREASURIES & ACCOUNTS Activities/Function: The main function of the Peren Treasury Office, under Peren District is for transacting Govt. department & Pension, Disbursement & payment of contractor /salaries and pension bills. Staff position: Present staff pattern/ strength of this treasury is still to that of Sub-Treasury Office.

40. TAXATION The Taxes Office in Peren is functioning under Dimapur Division. It is proposed for: a) Construction of Office. b) Construction of residential Quarter. c) Posting of manpower to the district.

41. TRANSPORT DEPARTMENT Transportation play a vital role in the overall development, Peren being a new district is lacking far behind other districts in all respect and road transport sector is not an exemption, but of late the daily inflow of vehicular traffic are increasing day by day. The regulations of vehicular movement are going to be a problem in the near future with the present trend of Vehicle inflow into the district. Transport Offices in Dimapur and Kohima are too inconvenient for publics to get the official work done in time. DPDB Suggest that: a) District Transport Officer and Staffs be posted to Peren. b) Constructions of Offices and Quarters be taken up immediately.

42. EXCISE DEPARTMENT The Excise department plays a vital role in curbing social menaces to a great extend and helps in controlling the inflow of drugs and other substances essential for human. At present the posting of Deputy Superintendant of Excise with least manpower, is insufficient to cover large areas and outlets like Peren district.

43. HOME GUARD The Home Guards department Barrack and Office is nearing Completions and soon deployment of Officials and Staffs are expected.
