With respect to the landscape, the effects of phasing are less critical as the impacts are more tangible and tend not to be related to timing. However, the effects on the visual impact assessment are more acute due to: (a) Total period of time that VSRs may be affected by construction works within their views; (b) Earlier phases of works may in themselves become VSRs for the later works, e.g. parts of the population intake within Phase 2 NAKTA will be visually sensitive when Phase 3 is constructed; and (c) Conversely, certain VSRs will be screened from Phase 3 works, when Phase 2 is completed. 13.5.3.3 These factors will be considered within the impact assessments as appropriate. 13.6 Planning Review 13.6.1 Introduction 13.6.1.1 In accordance with the Environmental Impact Assessment Ordinance Technical Memorandum Annex 18, a review of the existing statutory planning of the study area has been undertaken.

Awareness of Hong Kong’s built heritage and its value is considered to have begun to increase around the time of the end of British rule. The change in Hong Kong’s sovereignty in 1997 prompted a search for its own identity, because while no longer under British rule, and not being nor becoming entirely Chinese, it was not immediately obvious what the emerging Hong Kong should put forward as its cultural identity. The question since that time has also become economically pertinent, as Hong Kong has developed into a major Asian tourist destination. As cultural tourism could be developed into one of the pillars of Hong Kong’s leisure economy, debate emerged on its identity and the built heritage it reflects. This article addresses the popular assumption that before 1997, heritage had been of little interest to Hong Kong’s governments, as articulated by Yung and Chan (2011), Henderson (2001) and Cheung (1999). This negligence was explained by the fact that Hong Kong’s population was growing exponentially through several waves of large-scale immigration, while being under an obviously temporary British government. This resulted in a heterogeneous population (Henderson, 2001) which had just migrated there and was more concerned about access to housing, employment and transportation than the history of the lands they were about to inhabit (Yung and Chan, 2011, 459).

Investment in Infrastructure 2. In the coming years, the Government will continue to invest heavily in infrastructure to promote economic development, create employment opportunities and enhance the long-term competitiveness of Hong Kong. 3. Annual expenditure on Capital Works Programme has risen substantially from $20.5 billion in 2007-08 to an estimated $49.6 billion in 2010-11. The estimated expenditure for capital works of $49.6 billion in 2010-11 will provide 62,500 job opportunities. Among them, about 6,600 are for professional/ technical staff and about 55,900 are for workers. This represents an increase of 15,400 jobs as compared with 2009-10. 4. We are now forging ahead with construction projects of various scales, including the ten major infrastructure projects (“the Ten Major Projects”) and other projects ranging from major to minor scales. Of the Ten Major Projects, construction of the Hong Kong-Zhuhai-Macao Bridge, the Hong Kong Section of the Guangzhou-Shenzhen-Hong Kong Express Rail Link and the Kai Tak Development Plan Stage 1 have commenced. The Sha Tin to Central Link was gazetted and the construction of its advance - 2 - works is scheduled for commencement in 2011. The South Island Line (East) was authorised and the construction works are expected to commence in 2011.
