HK and Shenzhen conclude co-operation agreements ************************************************ The Chief Secretary for Administration, Mr Donald Tsang, and the Mayor of Shenzhen, Mr Li Hongzhong, concluded the Shenzhen/Hong Kong co-operation meeting at Government House this (June 17) morning. After the meeting, both sides signed a memorandum on enhancing co-operation. Relevant departments and agencies on both sidesso al signed eight co-operation agreements on areas covering legal services,industry and trade, investment promotion, economic and trade exchange,urism to and advanced technology. Mr Tsang said: "The most important outcome has been the setting up of direct communication channels for both sides within the framework of the Hong Kong/Guangdong Co-operation Joint Conference." "In the days ahead, we will start preliminary studies and exchange views on matters of common interest, and submit proposals to the Joint Conference when they are ready." Shenzhen and Hong Kong reached consensus on the principle of closer co-operation, as evidenced by the memorandum. To pursue long-term economic prosperity for both sides, Hong Kong will continue toive g play to its strengths as an international service centre with a superior business environment; the position of the Greater Pearl River ltaDe will be enhanced to that of a key world manufacturing base. Meanwhile, Shenzhen will be the foothold for Hong Kong to develop its economic hinterland. Hong Kong's status as an international commercial, financial and logistics and shipping centre will be enhanced through Shenzhen. Mr Tsang said: "Today's meeting speaks of both sides' willingness to strengthen co-operation. Our aim is to complement each other to gain mutual benefits and prosperity. Our co-operation is comprehensive, multifarious and pragmatic." Both sides exchanged views on a number of policy areas, including control points, infrastructure, tourism, logistics, industrial, commercial and professional services, high-tech co-operation, monetary affairs, legal services, environmental protection, education and civil service exchange. Among the key issues discussed at the meeting were the strengthening of economic and trade co-operation and the implementation of the Mainland and Hong Kong Closer Economic Partnership Agreement (CEPA). Economic integration of the two places has broadened and entered a deeper level under CEPA. To accord with the overall arrangements of CEPA, Hong Kong and Shenzhen will implement relevant measures and promotehe furthert integration of the two markets in a number of areas, for example, professional services. To this end, the Secretary for Justice and the Director of the henzhenS Bureau of Justice concluded the Agreement on Legal Services Co-operation, which will further enhance co-operation on legal services. Both sides will also promote bilateral investment. Mr Tsang hoped that more Shenzhen private enterprises would be set up in Hong Kong.They could build up brand name products and access the international market, making use of the trade and financial services in Hong Kong. "Private enterprises have been developing rapidly in Shenzhen. At end-2002, there were over 66,000 private enterprises with a total registered capital of more than $100 billion. There is ample room for development in terms of bilateral investment," Mr Tsang said. Both sides agreed to strengthen co-operation on economics and trade, including exchanges between investment and trade agencies, andn omutual trade promotion and investment ventures. To this end, three agreements were signed between the Trade & Industry Department, Invest Hong Kong and the Hong Kong Trade Development Council respectively with the Shenzhen Bureau of Trade & Industry. On infrastructure, both sides saw the need to enhance co-operation on ports to foster healthy competition and avoid duplication of resources. To further integrate logistics resources such as ports and airports, both sides agreed that Hong Kong should be the focal point of the Pan-Pearl River Delta region logistics system to connect to the world andto expand into the Mainland. Improving cross-boundary passenger and cargo flows is an ongoing task. Both sides are endeavouring to meet the target of completing clearance procedures in 30 minutes for passengers andin one hour for goods vehicles. They will continue to strengthen co-operation at control points. With the strengthening of the "individual visit" market, bothdes si signed two agreements aimed at increasing the cross-boundary tourist flow and helping with the development of tourism in both places through stepped up co-operation in promotions. Moreover, the two sides will strengthen the notification systemregarding tourist information and coordination to facilitate passenger flow during the "Golden Week" holiday. To safeguard tourists' interests, and to raise service standards, both sides will step up coordination in market operation and management. To strengthen existing co-operation, the Hong Kong Tourism Board and the Hong Kong Travel Industry Council concluded the Agreement on Tourism Co-operation and the Agreement on Closer Tourism Market Management Co-operation between Hong Kong and Shenzhen. Shenzhen and Hong Kong have all along been close partners on financialthe front. A number of financial institutions, including banks andnsurance i companies, have set up branches in both places. On financial infrastructure, both sides have set up joint clearing arrangements for cheques, bank cards and real-time electronic money transfers. They have also provided clearing arrangements for personal renminbi deposit, exchange, remittance and card business in Hong Kong. This enhances economic integration and consumption in the two places. Co-operation between financial regulators on both sides and the exchange upervisoryof s information, financial expertise and co-operation of capital ketsmar will be promoted. On education, Shenzhen and Hong Kong will work together to develop basic education in the two places. On the increased number of cross-boundary students travelling daily between the two places, both sides lwil further study and improve the arrangements for "schools for Hong Kong ildren".ch On tertiary education, five universities in Hong Kong have taken part in the Shenzhen Virtual University Park programme. To tie in withhe t trend of developing high-value products in the Pearl River Delta, both sides agreed that universities and research institutes in the two places had abundant co-operation opportunities. To this end, the Hong Kong Productivity Council and the Hong Kong Cyberport Management Company Limited signed the Agreement on Technological Exchanges and Services Co-operation and Agreement on Strategic Co-operation respectively with the Office of the Leading Group of Shenzhen Hi-Tech Industrial Park. The Joint Conference attaches great importance to the principles of sustainable development. In line with this, Shenzhen and Hong Kong will strengthen co-operation on ecosystems and environmental protection. The two sides will work together to monitor ambient air and maritime pollution and to make speedy exchanges of information on ecosystems and environmental protection. Co-operation and technology exchange ni areas such as flood prevention and improvement of water quality will also be stepped up. Both sides will share experiences on management ofunicipal m amenities, environmental hygiene, transport and city management. Shenzhen and Hong Kong will take further their civil service exchange, including work attachments, to enhance understanding of each other's structure and operation. The HKSAR Government will consider providing training courses on public administration to Mainland civil servants. This is Mayor Li's first official visit to the Hong Kong Special Administrative Region at the invitation of the Chief Executive. Accompanying Major Li at the meeting were the Executive Deputy ayorM Xu Zongheng and Deputy Mayors Zhuo Qinrui, Liu Yingli and Chen Yingchun. Hong Kong officials attending the meeting included the Secretary for Justice, Ms Elsie Leung; the Secretary for Education and Manpower, Professor Arthur Li; the Secretary for the Civil Service, Mr ephJos Wong; the Secretary for Economic Development and Labour, Mr Stephen Ip; the Secretary for the Environment, Transport and Works, Dr Sarah Liao; the Secretary for Financial Services and the Treasury, Mr FrederickMa; the Secretary for Constitutional Affairs, Mr Stephen Lam; and the Permanent Secretary for Commerce, Industry and Technology, Miss Denise Yue. The Chief Secretary for Administration, Mr Donald Tsang, and the Mayor of Shenzhen, Mr Li Hongzhong, will steer co-operation between Hong Kong and Shenzhen, meet regularly and exchange views on issues of concern to both sides.     LCQ1: Chinese language proficiency requirements for appointment to the civil service Page 1 of 4 LC Paper No. CB(1)1911/09-10(04) LCQ1: Chinese language proficiency requirements for appointment to the civil service **************************************************** Following is a question by the Hon Ip Kwok-him and a reply by the Secretary for the Civil Service, Miss Denise Yue, in the Legislative Council today (January 20): Question: At present, the appointment requirements for most civil service posts stipulate that the applicants must meet the Chinese and English language proficiency requirements. Quite a number of Hong Kong permanent residents who are South Asians have relayed to me that they were not offered appointment to the civil service because they failed to meet the Chinese language proficiency requirements. In this connection, will the Government inform this Council: (a) among those persons applying for civil service vacancies at junior, middle and senior ranks in the recent three years, of the respective numbers of Hong Kong permanent residents of South Asian descent who had been appointed and rejected; (b) whether any of the permanent residents of South Asian descent in (a) were not appointed solely because their Chinese language proficiency did not meet the appointment requirements; if not, of the reasons why they were not appointed; and (c) of the details of the amendments made by the Government since the reunification in respect of the Chinese language proficiency requirements for appointment as civil servants (including expatriate civil servants) at different levels? Reply: President, As stipulated in Article 9 of the Basic Law and section 3 of the Official Languages Ordinance (Cap 5), both Chinese and English are the official languages of the Hong Kong Special Administrative Region (HKSAR).

    Research Report: The Transition of Hong Kong Administrative Officer Grade and Its Mismatch with the Public Expectation March 2013 Erik Chan Kai-cheung Ivan Chu Siu-lun Felix Choi Pak-hei Research Report: The Transition of Hong Kong Administrative Officer Grade and Its Mismatch with the Public Expectation Foreword Administrative Officer (AO) Grade has been a critical team in the Hong Kong government. The Civil Service Bureau (CSB) of Hong Kong Special Administrative Region (HKSAR) claimed the grade is “a cadre of multi-skilled professional administrators who play a key role in the Government of HKSAR”. However, the handover of Hong Kong has led to the change of regime and administration. Being the top management of the civil servants, AO Grade has gone through changes and transition, namely the launch of Principal Officials Accountability System (POAS) and the emergence of the civil society. This article aims to comprehend the two transitions after the handover. The two transitions have altered the job nature of AOs and the policy formulation process, which eventually created a mismatch between the unchanged AO Grade and the new public expectation towards the Grade. This paper will first assess comprehensively the development of the civil society and the POAS of Hong Kong, together with the analysis of how the two transitions have affected the AO Grade. Interviewing current and former AOs would provide empirical basis to testify the arguments. The workshop aims to bring together researchers interested in applying computational techniques to problems in morphology, phonology, and phonetics. Our program this year highlights the ongoing investigations into how neural models process phonology and morphology, as well as the development of finite-state models for low- resource languages with complex morphology. We received 25 submissions, and after a competitive reviewing process, we accepted 14. The workshop is privileged to present four invited talks this year, all from very respected members of the SIGMORPHON community. Reut Tsarfaty, Kenny Smith, Kristine Yu, and Ekaterina Vylomova all presented talks at this year’s workshop. This year also marks the sixth iteration of the SIGMORPHON Shared Task. Following upon the success of last year’s multiple tasks, we again hosted 3 shared tasks: Task 0: SIGMORPHON’s sixth installment of its inflection generation shared task is divided into two parts: Generalization, and cognitive plausibility. In the first part, participants designed a model that learned to generate morphological inflections from a lemma and a set of morphosyntactic features of the target form, similar to previous year’s tasks.

    Legislative Council Select Committee to Inquire into Matters Relating to the Post-service Work of Mr LEUNG Chin-man Chapter 4 Mr LEUNG Chin-man's application for employment with New World China Land Limited 4.1 Mr LEUNG Chin-man's fifth application for post-service work was with NWCL. This Chapter sets out the circumstances leading to his employment with NWCL and provides a brief account of the process in which the application was handled within the Government and by ACPE, the decision of SCS, and how the employment contract was subsequently terminated. It also describes the relationship between NWCL and its parent company, NWDCL. Appointment by New World China Land Limited Sequence of events relating to Mr LEUNG Chin-man's appointment 4.2 According to the evidence given by Mr LEUNG Chin-man, he was formally introduced by a personal friend, Mr CHUNG Kwok-cheong, to Dr Henry CHENG for the first time at a cocktail reception at the University of Hong Kong in around March 200611. He did not meet Dr CHENG again after the reception. In October 2007, he had lunch with Mr Stewart LEUNG and other senior personnel of some real estate developers. Later, Mr Stewart LEUNG rang him up and said that Dr CHENG would like to know whether he would be interested in taking up any employment. It covers the period from 1 July to 31 December 2006. In the last report to Parliament, I described Hong Kong’s recent economic growth as remarkable. That growth has continued this period, with the economy outperforming most forecasters’ expectations, unemployment falling to a six-year low, and business sentiment very positive about Hong Kong’s economic future. The reporting period has seen significant developments in Hong Kong’s increasing economic integration with Mainland China. Not least in October, when the Mainland’s largest bank listed its shares simultaneously in Hong Kong and Shanghai in the world’s biggest-ever initial public offering. The announcement, shortly before the time of writing, that mainland financial institutions will soon be permitted to issue Renminbi (RMB) financial bonds in Hong Kong is a further significant step.
