The Board of Regents of Murray State College met in regular quarterly session in the office of the President at 10:00 a.m., Monday, April 18, 1949, with the following members present: Mr. Maxon Price, Mr. Hollis c. A statement from Mrs. James Deweese, Elementary Supervisor of Graves County and wife.of the superintendent of that county, writes under date of March 19, 1949, that Jlll'.rs. Maurine .Barnes Magness has taught in Graves County for the past six years and has certainly been a successful teacher. We recommend that her Advance Certificate be renewed for life. Franklin that the report and recommenda­ tion of the Committee and the President be approved, and that diplomas be awarded and degrees be conferred upon the candidates completing the requirements for college degrees, and that the high school candidates be granted a diploma of graduation in accordance therewith, and that the Advance Certificate issued on June 19, 1925, to Miss Maurine Barnes, be renewed for life. Resignations and Leaves of Absence Approved Motion was made by General Meredith that the resignations and the leaves of absence reported by President Woods and listed on the Agenda, Item 2, be approved. This motion was seconded by ~~. Franklin and was carried unanimously. Employment, Changes and Adjustments in Salary Approved Motion was made by Mr. Franklin that the Board approve the action of President Woods in employing the persons and making certain changes and adjustments in salaries as reported on the Agenda, Item 3. This motion was seconded by General Meredith !I and the roll was called on its adoption with the following result: Mr. Franklin, aye; General Meredith, aye; Mr. Price, aye.

Employment of ~· Emma ~ Gibson Hutson and Mrs. John Q. Berssenbrugge Appro~ . President Woods recommended that Mrs. Emma Sue Gibson Hutson and Mrs. John C. Berssenbrugge be employed to teach the classes assigned to Mr. Charles Stamps during his leave of absence, Mrs. Hutson teaching three classes, beginning April 25, 1949, and continuing through May, 1949, salary at the rate of $150.00 per calendar month, and Mrs. Berssenbrugge teaching two classes beginning APril 25, 1949, and continuing through May, 1949, salary at the rate of $100.00 per calendar month. Motion was made by General Meredith that President Woods' recommendation to employ Mrs. Emma Sue Gibson Hutson and Mrs. John c. Berssenbrugge to teach certain classes during the leave of absence of Mr. Charles Stamps be approved. This motion was seconded by Mr. Franklin and the roll was called on its adoption with the following result: Mr. Franklin, aye; General Meredith, aye; Mr. Price, aye.

Retort of the_Business Manager~ Budget for Fiscal~ 19 9-50 Approved I Mr. P. W. Ordway, Business Manager, was called into the meeting to present his report. In this report, Mr. Ordway set up the estimated budget to be followed for the fiscal year 1949-50. Additional Bonds Pledged ~Bank of Murray to Secure Funds Depos~ted ~Murray State Coiiege Approved Mr. Ordway reported that as per instruction received from the Board of Regents, the President and Business Manager conferred with Mr. George Hart, Cashier of the Bank of Murray·, regarding additional bonds securing deposits of Murray State College. On January 27, 1949, the Bank of Murray pledged an additional ~80,000.00 in United States Treasury Bonds, 1~, due February 15, 1950. 'rhese bonds are covered by receipt No. 22679, issued by the Citizens Fidelity and Trust Company, Louisville, Kentucky, to the Bank of Murray and Murray State College, and the bonds I are held by the Citizens Fidelity Bank and Trust Company. The Bank of Murray now has pledged a total of $100,000.00 securing deposits of Murray State College, and the Peoples Savings Bank of Murray, Kentucky, has pledged $20,000.00 securing deposits of Murray State College. 142

Calloway County Board of Education Contract I 'Dr. Tloods reported that the Board, at its last meeting, authorized him to renegotiate the contract with the Calloway County Board of Education, which expired July 1, 1949, with the view of obtaining increased charges for the instruction given at the 11urray State College Training School. Dr. Tloods stated that he and the Business Manager and the Public Relations Director had conferred with Mr. Prentice Lassiter, Superintendent of Calloway County Schools, regarding an increase in the tuition·paid for instruction, and that Mr. Lassiter had submitted the matter to the Calloway County Board of Education but no definite action had been taken. Dr. Woods stated that the matter would be pursued further in order that additional tuition fees for the next fiscal year may be obtained and that new developments would be reported at a later meeting. Rental Contract !£! Warren s. Swann Memorial Dormitory Renewed Mr. Ordway recommended that the rental contract for the base- ·ments of the Warrens. Swann Memorial Dormitory and the Machine Shop Building be renewed for one year, beginning July 1, 1949, and continuing through June 30, 1950, at the rate of $400.00 per month. The Machine Shop Building will be used for instruction in the Agriculture Shop Courses and the Veterans Farmer Training Program and the basement of 7larren S. Swann Memorial. Dormitory will be used for ceramics instruction, storage, housing and any other required use of the college. Dr. Woods recommended that this contract be approved and renewed. He further reported that the lot is 205' x 220' and has erected thereon a two-story frame dwelling with nine rooms and partial basement, a frame garage and a frame chicken house, and that this is the only property between Fifteenth and I Sixteenth streets and 11;ain and Chestnut streets which is not owned by the college. Increase in Insurance 2a Buildings For the information of the Board, Mr. Ordway reported that the Division of Insurance of Frankfort, Kentucky, has had LIT. Chittenden checking all the buildings at Murray State College and they have submitted tentative figures which would indicate that the insurance on the non-bonded buildings on the campus should be increased approximately $920,000.00 and that the insurance on the bonded buildings should be increased approximately $520,000.00. He further stated that the basis for arriving at these increases is the Marshall-Stevens Formula which is applied by taking the date of construction and the cost of construction and depreciating the I buildings and then appreciating them to present day building costs. The insurance on the buildings was increased on July 1, 1947, but the present amount of insurance carried is not adequate to replace the buildings should they be destroyed.
