The part-privatised incumbent telco Maroc Telecom remains the dominant player in the fixed-line sector though has effective competition in the mobile sector. A key regional player, Orange Group, entered the market through the acquisition of a major stake in the telco Médi Telecom. Morocco’s fixed-line broadband market is dominated by Maroc Telecom. Despite regulatory efforts to enforce LLU and wholesale pricing there is little in the way of access to its networks and as a result the fixed-line broadband market has not developed to its potential. Nevertheless, a small number of operators, including Inwi and Orange Morocco, have begun to offer competing DSL services, albeit limited in reach. Despite these market limitations and Maroc Telecom’s near monopoly, Morocco has developed some of the lowest broadband prices and highest penetration rates in Africa. This has been helped by the excellent connectivity to international fibre cables. The introduction and extension of mobile broadband services has gone far to improving access nationally.

    Morocco’s economy is growing at a sustained pace involving critical development activities in sectors like: Industry; agriculture; tourism; and energy. The water demand of these sectors will have to be met against the backdrop of shrinking water resources and amidst rapidly growing competition for water use.     Genealogies of Feminism: Leftist Feminist Subjectivity in the Wake of the Islamic Revival in Contemporary Morocco Nadia Guessous Submitted in partial fulfillment of the requirements for the degree of Doctor of Philosophy in the Graduate School of Arts and Sciences COLUMBIA UNIVERSITY 2011 ©2011 Nadia Guessous All rights reserved ABSTRACT Genealogies of Feminism: Leftist Feminist Subjectivity in the Wake of the Islamic Revival in Contemporary Morocco Nadia Guessous This dissertation is an ethnographic and genealogical study of leftist feminist subjectivity in the wake of the Islamic Revival in contemporary Morocco. It draws on two years (2004-2006) of field research amongst founding members of the Moroccan feminist movement whose activism emerged out of their immersion in and subsequent disenchantment with leftist and Marxist politics in the early 1980s. Based on ethnographic observations and detailed life histories, it explores how Moroccan feminists of this generation came to be constituted as particular kinds of modern leftist subjects who: 1) discursively construct “tradition” as a problem, even while positively invoking it and drawing on its internal resources; 2) posit themselves as “guardians of modernity” despite struggling with modernity’s constitutive contradictions; and 3) are unable to parochialize their own normative assumptions about progress, modernity, freedom, the body, and religion in their encounter with a new generation of women who wear the hijab. How and why a strong commitment to ideas associated with modernity, with women’s rights and with the left is seen as necessitating a condemnation and disavowal of “traditional” and of non-secular ways of being is one of the main themes animating this project.

Trade liberalisation plays a key role between the EU and the MENA countries. The Barcelona process or “Euro-Mediterranean Partnership” aims to establish a Euro-Mediterranean Free Trade Area. Currently there is duty free access to the EU market for manufac- tured goods and preferential treatment for exports of agricultural, processed agricultural and fisheries products. EU and MENA countries share common interests but have some issues that require pro-active strategies for cooperation in order to avoid negative results. The political integration process for candidate countries (the case of Turkey) demands institutional adaptation to EU’s rules such as the Common Agricultural Policy (CAP). Trade liberalisation can be positive in net terms but it also creates losers. Accompanying measures are needed to ensure everybody’s well-being in the medium and long term. The MENA countries with deeper relations with the EU are Turkey and Morocco. The trade balance between Morocco and Turkey with the EU is globally favourable to the EU but negative in the case of the agricultural trade.

Nous ne parlerons pas des solutions médicales qui ne font pas partie de notre champ de spécialité, mais des solutions technologiques ayant facilité l’ordre social et la limitation de la propagation dudit virus. Cette étude n’est pas comparative, vu les grandes différences existantes entre les deux pays, que ce soit au niveau social, culturel, économique ou encore technologique. Cependant, elle vise à éclairer la place qu’a occupé le digital dans chacun des deux pays pendant la phase où ils combattent ce virus et sa participation dans la réussite de leurs mises en quarantaine. Le choix de la Chine se justifie par le fait qu’elle soit le premier pays ayant connu le Covid 19 et ayant fait usage des technologies digitales dans ce sens, et celui du Maroc se justifie par le fait qu’à la date de la production de cet article (mars, avril 2020), son auteur y est présent et suit de près l’usage, positif ou négatif, que l’Etat et les citoyens marocains ont fait du digital pour faire face au coronavirus.

Context specific adaptation options thus need to be identified to sustain livelihoods and agroecosystems in this region, and increase the resilience of vulnerable smallholders, and their farming systems, to undesired effects of social-ecological change. This study took a knowledge-based systems approach to explore whether and how tree-based (i.e., agroforestry) options could contribute to meeting these adaptation needs. We analysed local agroecological knowledge of smallholders from the Mèknes–Tafilalet region, to (i) characterise existing farming systems at local landscape scale; (ii) identify possible niches for farm-trees within these systems; and (iii) explore locally perceived barriers to tree-based diversification. An iterative cycle of qualitative interviews, with a purposefully selected sample of 32 farmers, revealed that socio-economic constraints and agroecological conditions in the area differed markedly along a relatively short altitudinal gradient.

It provides an initial assessment of the sector, the role of FDI and key challenges affecting investments, with a focus on regulatory and business environment, R&D and climate change, and infrastructure and connectivity. Participants are invited to share their views and perspectives on common challenges and priorities for the agri-food sector. Contact [email protected] OFDE 2 Promoting investment climate reforms in Morocco’s agri- food sector Increased domestic and foreign investment in agri-food1 can enhance food security and nutrition, reduce poverty, and strengthen incomes and livelihoods. While in previous years agri-food was largely produced for domestic consumption or for export as final products, agri-food products are now global in their reach, with different activities of the value chain spread across several countries (Punthakey, 2020[1]). Today, agri-food value chains have experienced deeper integration into the global economy with both developing and emerging economies increasing their roles both as suppliers and markets of agri-food products (ibid). At a global level, agri-food is also becoming more interconnected with other sectors in the wider economy, including services, with trade and cross-border investment being driven by large multinational enterprises (MNEs) (OECD, 2019[2]).
