Tontodonato ABSTRACT The model used as the basis for regulation of human radiation exposures in the United States has been a source of controversy for decades because human health consequences have not been determined with statistically meaningful certainty for the dose levels allowed for radiation workers and the general public. This dissertation evaluates the evolution of the science and regulation of radiation health effects in the United States since the early 1900s using actor-network theory and the concept of co- production of science and social order. This approach elucidated the ordering instruments that operated at the nexus of the social and the natural in making institutions, identities, discourses, and representations, and the sociotechnical imaginaries animating the use of those instruments, that culminated in a regulatory system centered on the linear no-threshold dose-response model and the As Low As Reasonably Achievable philosophy. The science of radiation health effects evolved in parallel with the development of radiation-related technologies and the associated regulatory system. History shows the principle of using the least amount of radiation exposure needed to achieve the desired effect became established as a social convention to help avoid inadvertent harm long before there was a linear no-threshold dose-response model. Because of the practical need to accept some level of occupational radiation exposure, exposures from medical applications of radiation, and some de minimis exposure to the general public, the ALARA principle emerged as an important ordering instrument even before the linear no-threshold model had gained wide support. Even before ALARA became the law, it had taken hold in a manner that allowed the nuclear industry to rationalize its operations as representing acceptable levels of risk, even though it could not be proven that the established exposure limits truly precluded harm to the exposed individuals. Laboratory experiments and epidemiology indicated that a linear dose-response model appeared suitable as a “cautious assumption” by the 1950s. The linear no- threshold model proved useful to both the nuclear establishment and its detractors. In the hands of proponents of nuclear technologies, the model predicted that occupational exposures and exposures to the public represented small risks compared to naturally occurring levels of radiation and other risks that society deemed acceptable. Conversely, opponents of nuclear technologies used the model to advance their causes by predicting health impacts for undesirable numbers of people if large populations received small radiation exposures from sources such as fallout from nuclear weapon testing or effluents from nuclear reactor operations. In terms of sociotechnical imaginaries, the linear no- threshold model was compatible with both of the dominant imaginaries involved in the actor-network. In the technocratic imaginary of institutions such as the Atomic Energy Commission, the model served as a tool for qualified experts to make risk-informed decisions about applications of nuclear technologies. In the socially progressive imaginary of the citizen activist groups, the model empowered citizens to formulate arguments informed by science and rooted in the precautionary principle to challenge decisions and actions by the technocratic institutions. This enduring dynamic tension has led to the model retaining the status of “unproven but useful” even as the underlying science has remained contested. Tontodonato GENERAL AUDIENCE ABSTRACT This dissertation provides a social science perspective on an enduring paradox of the nuclear industry: why is regulation of radiation exposure based on a model that everyone involved agrees is wrong? To answer that question, it was necessary to delve into the history of radiation science to establish how safety regulation began and evolved along with the understanding of radiation’s health effects. History shows the philosophy of keeping radiation exposures as small as possible for any given application developed long ago when the health effects of radiation were very uncertain. This practice turned out to be essential as science started to indicate that there may not be a safe threshold dose below which radiation exposure had no potential for health consequences. By the 1950s, a combination of theory, experiments, health studies of the survivors of the World War II atomic bombings, and other evidence suggested that the risk of cancer was proportional to the amount of radiation a person received (i.e., linear). Although this “linear no-threshold” model was far from proven, both sides used it in debates over nuclear weapon testing and safety standards for nuclear reactors in the 1950s through the early 1970s. Since the model predicted small health risks for the levels of radiation experienced by radiation workers and the public, nuclear advocates used it to argue that the risks were smaller than many other risks that people accept every day. At the same time, opposing activists used the model to argue that small cancer likelihoods added up to a lot of cancers when large populations were exposed. This decades-long discourse effectively institutionalized the model. The model’s “unproven but useful” status was strengthened in the early 1970s when the Atomic Energy Commission supplemented its numeric exposure limits by turning the longtime practice of dose minimization into a requirement. This “As Low As Reasonably Achievable” requirement plays a vital role in rationalizing why a non-zero exposure limit is safe enough despite the fact that the linear no-threshold model treats any amount of radiation as harmful.     Chapter 3 THE RISE OF THE ANTINUCLEAR POWER MOVEMENT 1957 TO 1989 In this chapter I trace the development and circulation of antinuclear struggles of the last 40 years. What we will see is a pattern of new sectors of the class (e.g., women, native Americans, and Labor) joining the movement over the course of that long cycle of struggles. Those new sectors would remain autonomous, which would clearly place the movement within the autonomist Marxist model. Furthermore, it is precisely the widening of the class composition that has made the antinuclear movement the most successful social movement of the 1970s and 1980s. Although that widening has been impressive, as we will see in chapter 5, it did not go far enough, leaving out certain sectors of the class. Since its beginnings in the 1950s, opposition to the civilian nuclear power program has gone through three distinct phases of one cycle of struggles.(1) Phase 1 —1957 to 1967— was a period marked by sporadic opposition to specific nuclear plants. Phase 2 —1968 to 1975— was a period marked by a concern for the environmental impact of nuclear power plants, which led to a critique of all aspects of nuclear power. Moreover, the legal and the political systems were widely used to achieve demands. And Phase 3 —1977 to the present— has been a period marked by the use of direct action and civil disobedience by protesters whose goals have been to shut down all nuclear power plants. 3.1 The First Phase of the Struggles: 1957 to 1967 Opposition to nuclear energy first emerged shortly after the atomic bomb was built.

Walt Patterson casts a professional eye over the film of that name and finds it alarmingly accurate. At the end of The China Syndrome, if the house lights don't come up too soon, you may notice an inconspicuous line far down the credits. Nowhere else in the publicity pack from Columbia Pictures is there any further reference to the specific technical content of the film, or to the technical advisers responsible. The coyness is curious, but understandable. In The China Syndrome the technical content is of a very different order to that, say, in Moonraker. In Moonraker the technical content is there essentially to astonish; its genuine credibility is irrelevant. In The China Syndrome, on the contrary, the technical content is central to the plot – and is moreover acutely controversial. It is not now, mark you, as controversial as it was before March 28 this year. The China Syndrome, of course, is about – among other things – the threat of an accident at a nuclear power station. The accident at the Three Mile Island nuclear power station near Harrisburg, which occurred about a month after the release of the film, was a classical if unnerving example of life imitating art. When the film was released the nuclear industry was still talking about hypothetical accidents at nuclear stations.

    1 The Politics of Independence: The China Syndrome (1979), Hollywood Liberals and Antinuclear Campaigning Peter Krämer, University of East Anglia Abstract: This article draws, among other things, on press clippings files and scripts found in various archives to reconstruct the complex production history, the marketing and the critical reception of the nuclear thriller The China Syndrome (1979). It shows that with this project, several politically motivated filmmakers, most notably Jane Fonda, who starred in the film and whose company IPC Films produced it, managed to inject their antinuclear stance into Hollywood entertainment. Helped by the accident at the Three Mile Island nuclear power plant two weeks into the film’s release, The China Syndrome gained a high profile in public debates about nuclear energy in the U.S. Jane Fonda, together with her then husband Tom Hayden, a founding member of the 1960s “New Left” who had entered mainstream politics in the California Democratic Party by the late 1970s, complemented her involvement in the film with activities aimed at grass roots mobilisation against nuclear power. If the 1979 Columbia release The China Syndrome (James Bridges, 1979) is remembered today, it is mainly because of an astonishing coincidence. This thriller about an almost catastrophic accident at a nuclear power plant was released just twelve days before eerily similar events began to unfold at the Three Mile Island nuclear power plant near Harrisburg in Pennsylvania on 28 March 1979, resulting in, as the cover of J. Samuel Walker’s authoritative account of the event calls it, “the worst accident in the history of commercial nuclear power in the United States” (Walker).

How Hollywood Films Portray Illness Robert A. Clark, M.D. Part I: Oncology Art imitates life, we are often told. Occasionally we also observe that life imitates art. Hollywood movies may fulfill the definition of art in both these adages. Movies evoke our fantasies, fears, loves, and hates and therefore reflect our lives. The art of film, however, diverges from real life because of the necessities of good story- telling: dramatization, plot lines, character development, and romanticism. There- fore, films are often imperfect reflections of our lives. As F. Scott Fitzgerald said, “There are no second acts in life.” Movies have been blamed for creating disturbing or profane cultural images, leading to societal ills such as violence, sexual deviancy, and isolation. Whether art imitates life or the reverse, it may be instructive to study how movies depict medi- cal themes, especially oncology, in order to understand how cancer and medicine are perceived in popular culture.
