M IKE 'S In 2003 a group of people who presumably see themselves as “movers and shakers” and who move in the circle of ambitious politicians, managed to convince them that the Island needed a “make over” to create a new and exciting image for the 21st century. In due course, Tynwald voted half a million pounds of E NRON public money to the Branding Committee. The current branding exercise is symptomatic of successive Manx Governments' paranoid approach to what they believe is the outside world's perception (when we register at all) of the Isle of Man. 4. BILL FOR SECOND READING 4.1. Council of Ministers (Amendment) Bill 2016 – Second Reading approved Mr Cannan to move: That the Council of Ministers (Amendment) Bill 2016 be read a second time. The Speaker: Item 4, Second Reading, Council of Ministers (Amendment) Bill. I call on the mover, Hon. Member for Michael, Mr Cannan. Mr Cannan: Mr Speaker, I have promised Hon. Members that I intended to deliver a simple change to legislation that would see the election of the Chief Minister become purely a matter for the House of Keys. What I hope that you will find in front of you today is a series of amendments that moves the balance of power in this highly important election entirely to the publicly-elected Chamber, removing any input from the Legislative Council and, thereby, not only restoring primacy to the House of Keys, but in having elected the Chief Minister, allows that person to take up position unencumbered by any undue allegiance to the Legislative Council or individual Members of the Legislative Council. Mr Speaker, this is good for democracy and accountability, and also provides a small but significant step forward in reforming Tynwald. Of course, Mr Speaker, in electing the Chief Minister, it is therefore only right that the House of Keys retains the privilege of removing him or her from office. Therefore, I propose that the Council of Ministers Act is amended to provide for that to happen by a vote of 16 or more Members of the House of Keys. Members, of course, will recognise that the current system allows for a vote of no confidence by a straight majority in Tynwald and, in changing the vote back to the House of Keys, I have sought to recognise the change and decrease in voting numbers to 24 Members. -

PP 113/11 SELECT COMMITTEE OF TYNWALD ON KAUPTHING SINGER AND FRIEDLANDER (ISLE OF MAN) LIMITED THIRD (FINAL) REPORT 2010-2011 THIRD (FINAL) REPORT OF THE SELECT COMMITTEE OF TYNWALD ON KAUPTHING SINGER AND FRIEDLANDER (ISLE OF MAN) LIMITED 2010-2011 That Tynwald appoints a Committee of three Members with powers to take written and oral evidence pursuant to sections 3 and 4 of the Tynwald Proceedings Act 1876, as amended, to investigate and report on - (1) the cause of the collapse of Kaupthing Singer and Friedlander (IoM) Limited; (2) the role of the Financial Supervision Commission in ensuring the proper management of Kaupthing Singer and Friedlander (toM) Limited to protect depositors' funds; (3) the credibility of the Depositors' Compensation Scheme; and (4) any other relevant matter and report back by the March 2010 sitting of this Honourable Court. The powers, privileges and immunities relating to the work of a committee of Tynwald are those conferred by sections 3 and 4 of the Tynwald Proceedings Act 1876, sections 1 to 4 of the Privileges of Tynwald (Publications) Act 1973 and sections 2 to 4 of the Tynwald Proceedings Act 1984. 3 Notes on parliaments visited Parliaments studied 3.1 This chapter provides a brief overview of the parliaments studied during the program in order to provide a context for the observations in Chapter 2. The notes are from the perspective of the committee’s interests and do not attempt to provide an overview of the parliaments themselves. There is obviously much more that could be said about each of the parliaments visited, but such comments would not reflect the experience provided by the study program. 3.2 As noted in paragraph 1.6 above, the committee was able to visit, observe and have discussions at the House of Commons and House of Lords in London, the Scottish Parliament in Edinburgh, the Tynwald in Douglas, (Isle of Man), the National Assembly for Wales in Cardiff and the French National Assembly in Paris. The notes on these assemblies reflect information provided during discussions as well as documents provided by our hosts. 3.3 Three main factors influenced the decision to visit the four parliaments in the United Kingdom and one in France: a desire to compare practices and procedures with other parliaments sharing Westminster origins (The House of Commons, House of Lords, Scottish Parliament and National Assembly for Wales); an interest in learning how quite different parliamentary traditions address issues relevant to all legislatures, including scrutinising the Executive, use of parliamentary committees, communicating with the 34 STUDY PROGRAM 2006 public, procedures for conducting formal votes, how parliaments adapt themselves to societal changes (the Tynwald and the French National Assembly in addition to the parliaments in Britain); and time constraints imposed by the need to slot the visit into part of the Easter break (returning in time for the Budget sittings) and the sitting patterns of other parliaments. -
