Transportation Plan Introduction and Background The MTP is the region’s principal transportation planning document that sets regional transportation priorities. It consists of short- and long-range strategies to address transportation needs that lead to the development of an integrated, inter-modal transportation system that facilitates the efficient movement of people and goods. As mandated by federal regulations, the MTP must both articulate and work towards the region’s comprehensive long-range land use plans, development objectives, and overall social, economic, environmental, system performance and energy conservation goals and objectives. It should also be consistent with the statewide transportation plan. In addition, the CCRPC is required to make special efforts to engage all interested parties in its development. Federal regulations also mandate that the MTP considers the following: • Ten planning factors: “(1) Support the economic vitality of the metropolitan area, especially by enabling global competitiveness, productivity, and efficiency; (2) Increase the safety of the transportation system for motorized and non-motorized users; (3) Increase the security of the transportation system for motorized and non-motorized users; (4) Increase accessibility and mobility of people and freight; (5) Protect and enhance the environment, promote energy conservation, improve the quality of life, and promote consistency between transportation improvements and State and local planned growth and economic development patterns; (6) Enhance the integration and connectivity of the transportation system, across and between modes, for people and freight; (7) Promote efficient system management and operation; (8) Emphasize the preservation of the existing transportation system; (9) Improve the resiliency and reliability of the transportation system and reduce or mitigate stormwater impacts of surface transportation; and (10) Enhance travel and tourism.” • Look out a minimum 20 years into the future and be updated every five; Introduction and Background | Metropolitan Transportation Plan 1 2018 Chittenden County ECOS Plan • Identify existing and proposed projects and strategies that together function as an integrated metropolitan transportation system; • Maintain a multi-modal focus that includes transit and bicycle and pedestrian facilities; • Estimate costs and identify revenue sources that are reasonably expected to be available for operation, maintenance and capital investments; • Identify measures and targets to gauge transportation system performance; • Determine ways to preserve existing facilities and services and make efficient use of the existing system; and • Discuss potential environmental mitigation of MTP projects and strategies. The MTP is one of three primary responsibilities of Metropolitan Planning Organizations or MPOs (the CCRPC is serving as the MPO for Chittenden County). The others are the Transportation Improvement Program (TIP) and the Unified Planning Work Program (UPWP). The TIP is the annually updated four- year list of project priorities identified for federal funding. The UPWP, also updated every year, is the CCRPC’s work program that describes, and allots funding for transportation planning activities in the county by CCRPC staff, its consultants, and other transportation and planning partner agencies in the region. INTRODUCTION INTRODUCTION TO TOWN PLANNING According to the book, “Essentials of Land Use Planning and Regulation” by the Vermont Land Use Education and Training Collaborative, “the municipal plan is the visionary document that assesses the current status of a community and lays out a vision for the future.” Used interchangeably with the term “Town Plan”, it is an in-depth, comprehensive, long range study that provides the framework for future decisions regarding land use, transportation, community facilities and services, utilities, natural resources, historic resources, and housing. It is a guide that establishes a strategy on how to grow while managing the community’s resources and maintaining a high quality of life. The Town Plan provides the basis for public and private investment. It also establishes an implementation program that provides a means of achieving the community vision. HARTFORD’S GEOGRAPHY Hartford, Vermont is located at the confluence of the White and Connecticut Rivers and includes a third river, the Ottauquechee. It is also at the junction of Interstate Highways 89 and 91 and the junction of U.S. Highways 4 and 5 on the eastern side of Vermont about halfway up the state.

These photos illustrate the transition from small roads to major highways. By Nancy Columb The first idea for a set of superhighways came from President Eisenhower when he traveled across the US as a lieutenant colonel in the army (right)1 and when he was in Germany and witnessed the Autobahn2. The Autobahn increased vehicular safety and could be used for military purposes; this is what President Eisenhower envisioned for the United States. In 1956 President Eisenhower received support from the Federal- Aid Highway Act to begin constructing what he called the “National System of Interstate and Defense Highways.” 3 LS08768 It didn’t take long for construction to start in Vermont. This is the beginning of some construction on Interstate-91 in Brattleboro in 1958. There was more than just road to be built when it came to Vermont’s hilly and uneven areas. This is construction of bridges on Interstate-91 in Rockingham. LS05905 Signs had to be posted as well so that drivers would know how far to the next destination they were, and where to expect an exit ramp; another example of safety features LS08123 The terrain around Vermont was not always conducive to straight-up paving of roads. Here outside of Montpelier a crane removes steep rock outcroppings along where the road will go. LS06519 Before the Interstate Highway System, many places in Vermont were farmland with a few scattered houses and one or two main roads.

Stay to the left and go down a slight hill bearing to the right at the bottom of the hill. Continue around the municipal parking lot onto Taylor St. The Witherell Center will be on you left. From the South: I-89 to Exit 17 (Enfield/Lebanon).Take a left off the exit and follow Route 4 into downtown Lebanon. Approx. 3 miles. At the green take your first right onto Campbell St. Turn right at the end of Campbell St. onto Parkhurst St. Take your first left onto Spencer St., go approx. 100 yards and drive straight into the Witherell Center's parking lot. HANOVER Richmond Middle School Gym - 63 Lyme Rd, Hanover NH 03755 From Interstate 89: Take Exit 18 in New Hampshire and follow Route 120 north for about 6 miles into Hanover. At the traffic light adjacent to the Mobil Station go straight (this is now called Park Street) and continue through two additional traffic lights. At the third light, bear right and follow Rt. 10 north for 1.4 miles. (A landmark to look for is the Police/Fire Station on your left just beyond Reservoir Road.
