GOBIERNO DE LA CIUDAD DE BUENOS AIRES “2014: Año De Las Letras Argentinas” N° 4593 - 6/3/2015 Separata del Boletín Oficial de la Ciudad de Buenos Aires N° 977 ANEXO - RESOLUCIÓN N° 9-SSGECP/15 GOBIERNO DE LA CIUDAD DE BUENOS AIRES “2014: Año de las Letras Argentinas” ANEXO A- PROPUESTA ACADÉMICO- PEDAGÓGICA Y CURRICULAR 1.- Identificación/ Denominación del Proyecto. 1.1 Especialización Superior Docente en Historia del Holocausto, Genocidios y Derechos Humanos. 2.- Tipo de Postitulación Postítulo de Especialización Docente. Especialista Superior Docente en Historia del Holocausto, Genocidios y Derechos Humanos. 3.- Duración Dos cuatrimestres, 600 horas cátedra – 400 horas reloj. 4.- Destinatarios 4.1.- Perfil de los Destinatarios: Aspiramos que los destinatarios de esta Especialización ofrezcan una impronta particular y creativa a su accionar en interrelación con docentes, pares y alumnos. A partir de la Formación recibida podrá construir sentidos posibles para contribuir a la formación de ciudadanos comprometidos con una sociedad más inclusiva y democrática. Podrá adquirir una serie de conocimientos, habilidades, conductas y competencias generales y específicas que enriquecerán el desempeño de su tarea. 4.2.- Requisitos de admisión: Poseer Título Docente de cualquier nivel o modalidad. Título de Nivel Terciario no Universitario o Universitario con (experiencia docente acreditable). 5.- Justificación del Proyecto 1.- Por qué se propone el postítulo: La Ley de Educación Nacional Nº 26.206 determina en el Art. 79 (se) fijará y desarrollará políticas de promoción de la igualdad educativa, destinadas a enfrentar situaciones de injusticia, marginación, estigmatización y otras formas de discriminación derivadas de factores socioeconómicos, culturales, geográficos, étnicos, de género o de cualquier otra índole, que afecten el ejercicio pleno del derecho a la educación. Y agrega además, en su Art. 92 que formarán parte de los contenidos curriculares comunes a todas las jurisdicciones (…) El ejercicio y N° 4593 - 6/3/2015 Separata del Boletín Oficial de la Ciudad de Buenos Aires N° 978 construcción de la memoria colectiva sobre los procesos históricos y políticos que quebraron el orden constitucional y terminaron instaurando el terrorismo de Estado, con el objeto de generar en los/as alumnos/as reflexiones y sentimientos democráticos y de defensa del Estado de Derecho y la plena vigencia de los Derechos Humanos. Por su parte, Resolución CFE Nº 80/09 invita para la enseñanza del Holocausto a generar espacios de producción y socialización de los avances de las investigaciones y desarrollo de la pedagogía para su enseñanza como aporte a la formación continua de docentes. Señala en el Art. 2 Las autoridades educativas se comprometen a incorporar contenidos curriculares específicos acerca del Holocausto, en los establecimientos educativos dependientes de sus jurisdicciones. El Ministerio de Educación de la Nación contribuirá con la producción de materiales educativos de apoyo adecuados para cada nivel de enseñanza. Teniendo en cuenta los objetivos que marca la Ley de Educación Nacional para los diferentes ciclos coincidimos en favorecer, lograr, desarrollar la autonomía intelectual y el desarrollo de las capacidades necesarias par tal fin. Con respecto a la presente Especialización Superior consideramos a la Escuela -desde el Nivel Inicial- responsable de sentar las bases para la formación de ciudadanos responsables y seres humanos abiertos a la inclusión de todo colectivo. Para que puedan llegar a serlo se debe ofrecer el conocimiento de los muchos factores históricos, sociales, religiosos, políticos y económicos que acumulativamente resultaron en procesos de discriminación e intolerancia como el Holocausto; de este modo los alumnos ganarán conciencia de la complejidad del tema y una perspectiva sobre cómo una convergencia de factores puede contribuir a la desintegración de los valores democráticos y llegar a comprender que es responsabilidad de todos los ciudadanos en una democracia, aprender a identificar las señales de peligro y a saber cuándo reaccionar. La complejidad de las temáticas propuestas hace que en el espacio de la estrategia didáctica se ponga en juego la metodología más eficaz frente a estos temas a fin de lograr la promoción de valores y la asunción de un rol activo en la sociedad para evitar que situaciones de discriminación, violencia e intolerancia se multipliquen. 2.- Qué necesidades de formación profesional docente cubre: Teniendo en cuenta que: La sanción de la Ley de Educación Nacional constituyó un hecho fundamental de la política educativa, mediante la cual los servicios educativos pueden canalizar los aportes que de ellos se esperan. Esta reforma tiene como uno de los objetivos fundamentales mejorar el nivel académico para lo cual se hace indispensable capacitar a los docentes para una mayor eficacia en la transposición didáctica y su adecuación a los nuevos requerimientos sociales. Tal como se señala en el: ARTÍCULO 67.- b) a la capacitación y actualización integral, gratuita y en servicio, a lo largo de toda su carrera. ARTICULO 72. — La formación docente es parte constitutiva del nivel de Educación Superior y tiene como funciones, entre otras, la formación docente inicial, la formación 2 N° 4593 - 6/3/2015 Separata del Boletín Oficial de la Ciudad de Buenos Aires N° 979 GOBIERNO DE LA CIUDAD DE BUENOS AIRES “2014: Año de las Letras Argentinas” docente continua, el apoyo pedagógico a las escuelas y la investigación educativa. ARTICULO 73. — La política nacional de formación docente tiene los siguientes objetivos: a) Jerarquizar y revalorizar la formación docente, corno factor clave del mejoramiento de la calidad de la educación. b) Desarrollar las capacidades y los conocimientos necesarios para el trabajo docente en los diferentes niveles y modalidades del sistema educativo de acuerdo a las orientaciones de la presente ley. c) Incentivar la investigación y la innovación educativa vinculadas con las tareas de enseñanza, la experimentación y sistematización de propuestas que aporten a la reflexión sobre la práctica y a la renovación de las experiencias escolares. d) Ofrecer diversidad de propuestas y dispositivos de formación posterior a la formación inicial que fortalezcan el desarrollo profesional de los/as docentes en todos los niveles y modalidades de enseñanza. e) Articular la continuidad de estudios en las instituciones universitarias. f) Planificar y desarrollar el sistema de formación docente inicial y continua. g) Acreditar instituciones, carreras y trayectos formativos que habiliten para el ejercicio de la docencia. Considerando lo expuesto se desprende que las actuales propuestas curriculares demandan un docente con una sólida formación didáctica, sustentada por el manejo, tanto de los enfoques teóricos, que dan cuenta del hecho educativo en el contexto del Nivel Inicial, Nivel Primario, Nivel Secundario, como del conocimiento en profundidad de los contenidos de enseñanza desde el marco de las disciplinas. Esos saberes deben poder sintetizarse y conjugarse en una propuesta didáctica concreta que dé forma a una práctica profesional teóricamente fundada y reflexiva. Obtener un docente más eficaz en su tarea y capacitado para insertarse en un futuro mercado laboral. 3. Qué otras ofertas similares existen en la región. La necesidad de formar docentes en esta Especialización no tiene precedentes en la Ciudad de Buenos Aires ni en el resto del país. La trascendencia que la Historia del Holocausto, otros Genocidios y los Derechos Humanos, para una mejor inclusión en todos los ámbitos de la sociedad sumado a las necesidades de actualización docente y que el Sistema Educativo posibilitara implementar alternativas para la creación de especializaciones en las distintas áreas, hicieron que el Instituto Sh. Agnón creara este Postítulo de Especialización de manera específica. 4. Qué ventajas reportará al Sistema Educativo su implementación: El desarrollo de esta Especialización se basa en una especificación precisa de propósitos, conforme a los principios de la educación permanente y a las nuevas exigencias del educador, respondiendo así al nuevo modelo educativo. 3 N° 4593 - 6/3/2015 Separata del Boletín Oficial de la Ciudad de Buenos Aires N° 980 Entre los principios que sustentan esta especialización podemos enunciar: unidad, especificación y democratización. Cada uno de ellos servirá como sustento ordenador del proyecto de Especialización. Esta Especialización atiende a la necesidad impostergable de perfeccionar continuamente las aptitudes docentes con el fin de posibilitar el desempeño eficiente de la tarea que le corresponde a cada uno contemplando el ambiente social, cultural e histórico. Esta Especialización en Historia del Holocausto, Genocidios y Derechos Humanos representa para los docentes una oportunidad de capacitarse en áreas específicas para la inclusión de contenidos obligatorios que requerirán de personal altamente capacitado. Los contenidos implementados en los diferentes ciclos del Sistema Educativo serán objeto de estudio permanente durante la Especialización y proporcionarán a los agentes educativos: herramientas, instrumentos y recursos seleccionados de tal manera, que les permitan establecer en cada sector a su cargo un clima de trabajo armónico y altamente productivo. La presente propuesta intenta ser un aporte positivo y significativo en la búsqueda de una mejor calidad educativa. En términos de enseñanza de procesos genocidas y Memoria se vienen desarrollando perspectivas pedagógicas que plantean la necesidad de la construcción de parámetros acerca de

I argue that the voice of Zabel Yessayan should be included in the feminist women of color discourse within institutions in the United States. I develop this argument by bringing in the works of Cherríe Moraga and Gloria Anzaldúa’s anthology This Bridge Called My Back: Writings by Radical Women of Color and showing parallels in themes and lenses such as excavating traumatic histories, the importance of personal identity, and using writing as a form of resistance. Zabel Yessayan’s texts and This Bridge both comprise stories conveying the theme of residing in the “in-between,” and topics concerning womanhood, culture, identity, alienation and isolation.

    3 Abstract The 1915-1918 Genocide unleashed a literary frenzy in Armenian communities in diaspora. It generated not only literary writing expressive of the urgency of the Armenian plight but also heated debates about the purpose, function and direction of Armenian literature, especially in the crucial period of 1919-1928. This thesis brings under scrutiny the discussions of Armenian literature in this crucial period - the formative years of post- Genocide Armenian diaspora in France, Egypt, and the USA. More importantly, it explores the role of literature and literary criticism in the formation of the Armenian cultural identity. The debates on the future of Armenian literature is found primarily in the printed press of the diaspora. Literary critical materials were mainly published in the form of articles in this printed press in the Western Armenian language, the “ official” language of post-Genocide Armenian diaspora. The focus of this thesis is understandably on materials appearing in the post-Genocide Armenian printed press during the years 1919-1928, in Cairo, Paris, Boston and New York, which are the main sites towards which Armenians in general and writers and intellectuals in particular gravitated in the post-Genocide exodus from Ottoman Turkey, including former Armenian cultural centres, such as Constantinople and Smyrna. This thesis, in seven chapters, provides a picture the cultural, political and intellectual topography of the post-Genocide Armenian diaspora. It gives an account of the resilience of the people of culture in the aftermath of the Genocide, when concerted efforts were made in the reorganisation of the cultural and educational life, in order to maintain the Armenian identity.

    THE ARMENIAN GENOCIDE Historical Background and the Aftermath of Genocide Armenians have inhabited their ancestral homeland in the TransCaucasus area where Europe and Asia meet between present-day Turkey and Russia for nearly 4,000 years. Being the first nation to adopt Christianity as its state religion in 301 A.D., Armenians have been subjected to persecution throughout the centuries in large part due to their refusal to renounce their faith with the rise of Islamic states in the region. This persecution culminated in the Armenian Genocide of 1915, whereby the Ottoman Turkish government, in its pan-Turanistic quest to unite all Turkic peoples from the Mediterranean Sea into Central Asia, executed a plan to annihilate the indigenous Christian population which stood in its way. As the Committee of Union and Progress, also known as "The Young Turks," came to power in 1908 led by Minister of the Interior Talaat Pasha, Minister of War Enver Pasha and Minister of the Naval Djemal Pasha, they joined World War I on the side of the Central Powers against the Allies and primarily Britain and Russia. On April 24, 1915, under cover of war, the Young Turk government rounded up Armenian political, cultural and religious leaders in Constantinople and executed them. This was followed by mass murders of Armenian men in the interior cities, towns and villages, then by deportations and massacres of defenseless Armenian women, children and elderly as they were marched into the desert to die after their belongings were pillaged, their homes destroyed and they were subjected to rape and other brutalities.

I grew up as a teenager during the war against the Nazi reign of terror and my Jewish roots led me to take part in militant activities in a youth organization that sought to create awareness in a small neighborhood of the city of Buenos Aires as regards the danger to humanity should Hitler and his supporters conquer the world.
