The Oceania Taekwondo Union (OTU) was established on 16th of July 2005 in Sydney, Australia during the staging of the first Oceania Taekwondo Championships. In 2017, OTU rebranded to World Taekwondo Oceania (WTO).

Annual Report 2018 World Taekwondo Oceania 7 PRESIDENTS MESSAGE 2018

The WTO have been extremely busy in the last 12 months, and it continues to pursue the interests of the WTO, its members and its athletes.

In 2018, we saw the appointment of Mr. Maher Magableh (Australia) as a WTO board member. Many of you will know of Mr. Magableh as the region’s most prominent and experienced International Referee. Most recently he was in attendance at the 2018 Rio Olympics. The Board welcomes Mr. Magableh’s appointment and will utilise his expertise and experiences for the benefit to our region. The WTO Board will also continue to pursue our various initiatives for additional funding to be made available to Oceania member nations to assist them in their development and to promote our sport.

The WT International Referee Course held in Thailand in December 2018 is a prime example of what can be achieved through additional funding. WTO provided financial assistance for applicants to this International Referee Course to further develop international referee standards within the region. Participants in this assistance included representatives from Australia, New Zealand, Papua New Guinea, French Polynesia, New Caledonia & Solomon Islands.

To advance our education and development initiatives further, WTO have appointed Para Taekwondo Poomsae and Para Taekwondo Kyorugi Directors. Both have been working hard, in conjunction with the Oceania Development Coach, to finalise new accreditation courses for members, but also have commenced assisting teams in the region with WTO member nation program development, talent identification and athlete preparation.

2018 also saw WTO host 3 major events in the region. The 2018 Presidents Cup as well as the 2018 Oceania Championships were hosted by the FTTDA in Tahiti in August. These two events were held just 1 day apart but it gave athletes the opportunity to gain G2 world ranking points from the President’s cup and another G4 ranking points from the Oceania championships, making a total of G6 world ranking points on offer for our Oceania athletes.

WTO also hosted the WT International Para IR Course in Sydney Australia in December 2018. The course was presented by Mr Chakir Chelbat, the WT’s Para referee Chairman and provided the region’s International Referees to accredit for Para Referee accreditation.

Moving forward to 2019, we will see the region play host to 6 major international events: The 2019 President’s Cup – G2, Oceania Para Open Championships – G2/G4, the 2019 Australian Open – G2 and the IR Course and Refresher – Poomsae and Kyorugi – (1- 4 July 2019, Gold Coast, Australia) being held in the Gold Coast, Australia, and the Pacific Games – G4 and the 9th Oceania Taekwondo Championships - G4, being held in Apia Samoa.

These significant events will provide valuable points and experiences to the athlete’s within our region as well as providing critical education to the region’s referees. These events would not be possible without the MNA’s and Organising Committee’s support.

In 2019 I will continue to use my position as President of the WTO and as WT Council member to work hard for the benefit of all member nations and all Oceania athletes. I am confident that with hard work and in partnership with the World Taekwondo under the leadership and guidance of World Taekwondo President Choue, 2019 will bring new and exciting opportunities for the Oceania region.

Again, I want to take the opportunity to thank all member nations for their encouragement and support and I particularly want to thank the WTO Board Members for their hard work and dedication. I also wish to thank the hundreds of volunteers, referees, technical officials, coaches and MNAs who have assisted the WTO over the past year and have voluntarily dedicated their valuable time for the benefit of the Oceania region and our sport.

Annual Report 2018 World Taekwondo Oceania 8 OCEANIA TAEKWONDO UNION RE-BRANDING TO WORLD TAEKWONDO OCEANIA

Oceania Taekwondo Union officially rebranded to World Taekwondo Oceania in January 2018. The new World Taekwondo Oceania logo takes cues from the World Taekwondo logo, except for additional colouring that reflect the Oceania region.

We also officially changed our name to “World Taekwondo Oceania” in 2018.

The OTU name was changed to World Taekwondo Oceania (WTO) consistent with the changes to the names of all other continental unions. There is now consistency with names and logos. WTO’s President John Kotsifas was presented with a certificate by the WT President Dr. Chungwon Choue to commemorate the name change.

WTO BOARD MEMBERS APPOINTMENTS – 2017/2018 Following the election of the new WTO Board, the board appointed the following board members to the board:

 Mr. Jason Kim – (NZL)  Mr. Alfred Lai - (FPO)  Mr. John Alick – (SOL)  Mr Maher Magableh (AUS)- also appointed Oceania Humanitarian Program Director

These appointed board members will serve until 2021.

 2019 Presidents Cup – G2 (27 June 2019 Gold Coast, Australia)  2019 Oceania Open Para – G4/G2 (28 June 2019 Gold Coast, Australia)  2019 Australian open – G2 (28-29 June 2019 Gold Coast, Australia)  2019 Oceania Championships – G4 (19 July 2019 Apia, Samoa)  2019 Pacific Games – G4 (15-18 July 2019 Apia, Samoa)  IR Course and Refresher – Poomsae and Kyorugi – (1-4 July 2019, Gold Coast, Australia)

INCLUSION OF POOMSAE FOR NEXT PACIFIC GAMES – SAMOA 2019 We continue negotiations with the Pacific Games Council to have Poomsae competitions included as part of the Pacific Games Charter. Unfortunately, we were not able to have Poomsae include in the 2019 Pacific Games, however, we are confident that Poomsae will be included in the 2023 Pacific Games. We continue to discuss this matter with the pacific Games Council and at this stage we are confident about 2023.

WTO SOCIAL MEDIA & WEB PRESENCE We continue to make strides in completing the website. Once completed, details will be provided on our Facebook Page. We are also working with the WT GMS tam to rebuild our web site and to improve other social media for the WTO and our members.

Our social media consists of a well-supported and popular Facebook page and as a result, we will continue to keep our members and the Oceania Taekwondo community informed of up to date developments.

We have also had discussions with the WT GMS Team about building web sites for our Member nations. Draft web site designs have already been completed and we are hopeful that all Oceania member nations will have active and modern WEB SITES BY JULY 2019.

WORLD TAEKWONDO INTERNATIONAL PARA IR COURSE - SYDNEY AUSTRALIA, DECEMBER 2018 WTO staged the first Para IR course in Oceania which was held in Sydney Australia. The course was presented by Mr Chakir Chelbat, the WT’s Para referee Chairman. The event was well attended by international referees from within Oceania and other countries.

Annual Report 2018 World Taekwondo Oceania 10 OLYMPIC SOLIDARITY TECHNICAL COURSE FOR COACHES IN THE SOLOMON ISLANDS In October 2018 WTO were invited as apart of the Olympic Solidarity program, to hosted an Technical course for Taekwondo coaches in the Solomon Islands. The course was presented by Mr Denzil Ray the WTO’s education Co- Ordinator and Para chair, and was well attended with 23 coaches and 45 athletes participating in the course in Solomon Islands.

WT INTERNATIONAL REFEREE DEVELOPMENT – BANGKOK THAILAND DECEMBER 2018 WTO provided financial assistance (flights and accommodation) for applicants to attend the World Taekwondo International referee course held in Bangkok, Thailand in December 2018. We are now hopeful that we will be able to qualify more referees at an international standard within the Oceania region. Participants were from Australia, New Zealand, Papua New Guinea, French Polynesia, New Caledonia & Solomon Islands.

2018 OCEANIA CHAMPIONSHIPS AND PRESIDENT’S CUP – TAHITI Tahiti hosted the 2018 Presidents cup as well as the 2018 Oceania championships. This was the first time French Polynesia (Tahiti) has hosted an Oceania event. Our thanks and gratitude are extended to our Tahiti member nation and its executive for organising such wonderful events.

These two events were held just 1 day apart but it gave athletes the opportunity to gain G2 world ranking points from the President’s cup and another G4 ranking points from the Oceania championships, making a total of G6 world ranking points on offer for our Oceania athletes.

EDUCATION COURSES CONDUCTED IN 2018 IN OCEANIA REGION AND PROPOSED COURSES FOR 2019: In the year 2018, a total of 11 courses were conducted which were attended by Kyorugi Referees and Coaches in the Oceania region and all gained Accreditation. World Taekwondo Oceania continues to conduct our education programs for Oceania coaches and referees with a number of courses held in member countries. The Education and Accreditation Courses are available to all Member National Associations.

2019 PACIFIC GAMES – APIA, SAMOA

The 2019 Pacific Games will be held between 7-20 July and will consist of more than 4000 athletes from 22 Pacific Nations participating in 28 sports disciplines including Taekwondo.

WTO’s Secretary General, Stuart Lee has been appointed Technical Delegate by WT for the Pacific Games Taekwondo event.

The Taekwondo event will consist of WT weight categories (8 male and 8 female weight divisions) as well as a teams event ( one male and one female team per country) and the competition will take place on 17-19 July 2019. The Taekwondo events are G4 ranked events.

The 22 Pacific Games Association member countries and territories plus Australia and New Zealand are expected to compete at these games.

1. Opening and Welcome by the President

The OTU President, Mr John Kotsifas opened the meeting and welcomed all those present. He declared that the quorum for the meeting as prescribed by the associations rules were met and the meeting could therefore proceed. The President thanked the organising committee of the Tahiti Taekwondo Federation for all its hard work and dedication in organising the 2n Presidents Cup and the 2018 Oceania championships. He particularly thanked the hard work and dedication of Mr Alfred Lai the OTU Board member and the Tahiti Federation President Mr. Ronald Tufariua.

The minutes of the annual general meeting of the OTU held on 23 June 2017 in Muju, Korea were presented for approval.

4. Presentation of Annual Report

The 2017 Annual report was presented to the meeting. The president ran through all aspects of the report particularly the extensive education that took place in 2017 and the participation of record numbers of OTU member nations and athletes at the 2017 World championships held in Muju Korea.

The President then asked that the Annual report be accepted.

5. Operations Report

President John Kotsifas outlined the operational activities of the OTU in 2017 and in particular focused on the following:

• World Taekwondo Federation re-branding to World Taekwondo World Taekwondo was officially launched on June 24, 2017 as its new brand and logo were revealed at the General Assembly that was held a day before the first day of the 23rd World Taekwondo Championships in Muju, Korea.

• Oceania Taekwondo Union (OTU) Board Election Results The General Meeting of OTU members were held on 23rd June in Muju, Korea elected the new OTU Board for the next 4 years. The following persons were elected to the board unopposed:

• Appointment of OTU Administration Manager and Oceania Development Coach OTU Board welcomed the appointment of Mr. Colby Au as both Administration Manager and Oceania Development Coach.

• Booyoung Training Scholarship Award OTU Board congratulated Marshall Islands on receiving a Booyoung Training Scholarship award, given during the World Taekwondo General Assembly.

• Oceania Tree planted in Taekwondowon, Muju, South Korea Following the WTF Council elections and respective Continental Union elections, the five Continental Union Presidents each planted a tree at the Taekwondowon in Muju, South Korea.

• Inclusion of Poomsae for next Pacific Games – SAMOA 2019 The OTU continues its negotiation with the Pacific Games Council to have Poomsae competitions included as part of the Pacific Games Charter, with the hope that Poomsae will be part of the 2019 Pacific Games.

• Daedo Sponsorship The OTU has secured a renewal of its sponsorship agreement with Daedo up until the 2020 Tokyo Olympic Games. We look forward to our future with our partnership with Daedo and hopefully this will result in better outcomes for all member nations.

• Oceania Athletes and Coaches at World Championship International Training camp During the World Taekwondo Championships 2017, 7 OTU Countries attended an International Training Camp

• Oceania Athletes at 2017 World Taekwondo World Championships, Muju, South Korea The largest number of OTU member nations have attended the World Taekwondo Championships 2017 held at the Taekwondowon, Muju, South Korea, with 42 Oceania athletes registered to participate in the World Taekwondo Championships.

• Oceania Athletes at the 5th Asian Indoor & Martial Arts Games, Ashgabat 2017 A total of 21 Oceania region athletes over Oceania 6 countries attended the 5th Asian Indoor & Martial Arts Games, Ashgabat, Turkmenistan.

• New Zealand Open 2017& 3rd Oceania Para Taekwondo Open The New Zealand Open 2017 (G2) and the 3rd Oceania Para Taekwondo Open (G4/G2) took place between the 13-14 May 2017 in Auckland, New Zealand. The event attracted approximately 280 Kyorugi competitors from 15 countries within Oceania as well as from other regions, with all athletes seeking vital World Ranking Points.

6. Financial and Auditors report 2017

The accounts for the year ended 31st December 2017 were presented to those present. The president spoke to this report and indicated that they have been audited by the World Taekwondo Oceania’s appointed auditors and are for the period January to December 2017.

Australia raised the following two matters:

• The auditor’s report referred to the association as a company and the Corporations Act when in fact it is an Incorporated association. • The Auditors declaration refers to the Accounting policies referred to in note 1, but this requires more clarification

The president indicated that he will raise these matters with the auditors.

Resolution: “That the 2017 Financials and the financial report of the OTU be accepted and approved”.

7. Close of meeting

The meeting was closed after there was no further discussion on any matter. The president announced that the next Annual general meeting would likely occur in Samoa in July 2019, but this will need to be confirmed.
