In the spirit of a tough sporting challenge, the 2009 Pacific Mini Games presented numerous obstacles for the Cook Islands, its people, and Government. And although the early path to ‘victory’ was very much an uphill battle I am pleased to say that those faced with the task of producing these Games did not shy away from the jobs at hand. Of course, those jobs were many and everyone from the tireless volunteers to the relentless efforts of the organisers are deserving of high praise. In the aftermath of such a major event, particularly for a small island nation like ours, the focus often falls on the nature of ‘how’ and ‘why’ we struggled with certain difficulties.

After eight long years of waiting, Ele Opeloge was awarded the silver medal which she rightfully deserved from the 2008 Beijing Olympic Games. The first World Youth Champion from the region was Eileen Cikamatana from Fiji winning gold in the 69kg in the clean & jerk in Penang. Silver medal went to Kiana Elliot from Australia with a world class performance at the World Junior Championships in Georgia – our 15 lifters from 11 countries did a great job at the Rio Olympic Games. The performance in Rio by our two 62kg category lifters – Morea Baru from PNG and Nevo Ioane from Samoa – was brilliant. These are only some of the achievements of the OWF during 2016: The magnificent technical seminar held in Suva, upgraded 16 technical officials from the Pacific Islands to international category two level. The outstanding Oceania Championships and Olympic Qualification event was held in Suva, Fiji. And also the extraordinarily successful OTIP program and subsequent OTIP training camp in New Caledonia. It gives us immense pride and satisfaction in highlighting the OWF achievements for this year: FEBRUARY 2016 – EMAIL PACIFIC ISLANDS TOURNAMENT The 2016 Pacific Islands Email tournament turned out to be another great success. This tournament is producing some excellent results every year and it is good for the island nations as it kick starts their year of competition.

GENERAL BACKGROUND The Commonwealth of the Northern Mariana Islands is compromised of 14 lovely islands in northern Micronesia. On our three main islands of Saipan, Tinian and Rota, one experiences the unhurried, friendly lifestyle and warm, island hospitality that are as unforgettable as our magical Micronesian sunsets. The population of the Northern Mariana Islands, as of January 1, 2011, is estimated at 50,000. Saipan, our largest island and the proposed site for the 2017 Pacific Mini Games, is the most developed of the Northern Marianas, and is home to most of our population. Saipan offers the visiting athlete an inviting combination of modern amenities, such as a thriving tourism district with world-class hotels, restaurants, and shops, and the beauty of a clean and quiet tropical island. Almost all major venues, including proposed Games villages, sports venues, and leisure sites, are located within a short walk or drive.

CASE STUDIES OF CRACOW AND ALMATY The collapse of the Soviet Union has led to historical transitions in Central and Eastern Europe. The political and economic transformation in countries located in this world’s region has caused their dynamic socioeconomic development and more stable position on the international stage. Regarding the potential of hosting the Olympic Games as an opportunity for infrastructural im- provements, employment boost, and presentation of a positive image and traditions of a country, post-Soviet cities have entered the race for staging Olympic events. The main aim of this article is to analyse the bidding process for the 2022 Winter Olympic Games with an emphasis on case studies from two bidding cities with post-socialist history – Cracow and Almaty. Characteristic patterns and features of both cities’ bids, as well as differences between them are drawn, with conclusions on why these were unsuccessful. Cracow and Almaty’s bid paths in the 2022 Winter Olympics process were different. Cracow pulled out from the race during the applicant phase because of referendum results: the city residents were against the Olympics, while Almaty reached the final phase and lost to Beijing in final voting. It seems that post-socialist countries still have a weaker bargaining position in the bidding process than candidates with advanced and estab- lished economies. Malaysian athletes start to participate in international competition since 1962, and local games had been organized back in 1982 with the introduction of the Paralympic Games. The article also illustrates the medal achievement where Malaysian contingent achieved a total of 1700 medals at the ASEAN Para Games from 2001-2017. In FESPIC and Asian Para Games, a total of 582 medals was won from the year 1982-2018. At the FESPIC and Asian Youth Para Games, a total of 189 medals won from the year 2003-2017. The highest achievement came from the Paralympic games as Malaysian won 11 medals in total from the year 1962-2016. More need to be done to establish para sports in Malaysia with the support of every parties including the government and the media.
