Adian Firnas, M.Si iii ABSTRAK Penelitian ini menganalisa kepentingan nasional Indonesia dalam penyelenggaraan Asian Para Games Tahun 2018. Tujuan penelitian ini adalah untuk mengetahui kepentingan dibalik kebijakan Indonesia menjadi tuan rumah Multi-Sport Event. Masalah penelitian ini dimulai saat sejarah Indonesia dalam mengadakan event olahraga internasional tidak berdampak signifikan terhadap perekonomian negara. Bahkan krisis ekonomi pernah Indonesia alami pasca penyelenggaraan event internasional terdahulu. Pengeluaran berlebih dan pemasukan yang defisit mengakibatkan hal ini. Sehingga timbul pertanyaan apa yang melatarbelakangi Indonesia ingin menjadi tuan rumah Asian Para Games III Tahun 2018. Penelitian ini menggunakan metode kualitatif dengan pengumpulan data primer dan sekunder. Kerangka analisis yang digunakan untuk melihat faktor-faktor yang melatarbelakangi kebijakan tersebut adalah kepentingan nasional. Hasil analisis ini, menemukan bahwa ada dua kepentingan nasional Indonesia terkait penyelenggaraan event olahraga disabilitas terbesar di kawasan asia ini yaitu kepentingan politik dan kepentingan hak asasi manusia (HAM). Peningkatan citra dan peran Indonesia di skala internasional menjadi fokus politik luar negeri Indonesia. Sedangkan mendukung dan membangun legitimasi HAM merupakan landasan negara Indonesia sejak merdeka. The ceremonies’ carried a bold central message, which is the celebration of human beings’ physical and mental abilities. This is a radical departure from the tone of charity that had hith- erto dominated the disability discourse in Singapore and the re- gion. Philip embedded colleagues with disability into all stages of production. A complex environment of teaching and learning was built into the 2-year production process. Associate Directors worked with other individuals and teams, which included profes- sionals, schools (comprising special education schools, secon- dary and tertiary institutions) and volunteers. 3 IMPACT The Ceremonies generated positive impact to its audiences, par- ticipants, partner institutions, and creative team members. Singa- pore’s Prime Minister called it ‘spectacular’. Together with the suc- cessful run of the Games (‘best ever’ — The New Paper 2015), they are paving the way for a paradigm shift in the disability dis- course in Singapore and the region. Firsts for the Ceremonies include: being beamed live to 3 countries and Youtube to 600 mil- lion in the region and beyond, with live interpretation and live cap- tioning. For a partnering school, the process was ‘exceptional’, letting ‘the status of our students with disabilities soar to great heights in an international platform’ (Metta School).

The Pacific Games Council and its 22-member island nations and territories from Micronesia, Melanesia and Polynesia call on Pacific Forum Leaders to: 1) Endorse a Pacific Sport and Physical Activity Action Plan to maximize the contribution of sport, physical activity and physical education to sustainable development in Pacific Island Countries and Territories; and 2) Establish a regional coordination mechanism to; (i) provide technical assistance to Forum Island Countries and (ii) develop integrated systems for data collection, analysis, policy development and implementation.

CASE STUDIES OF CRACOW AND ALMATY The collapse of the Soviet Union has led to historical transitions in Central and Eastern Europe. The political and economic transformation in countries located in this world’s region has caused their dynamic socioeconomic development and more stable position on the international stage. Regarding the potential of hosting the Olympic Games as an opportunity for infrastructural im- provements, employment boost, and presentation of a positive image and traditions of a country, post-Soviet cities have entered the race for staging Olympic events. The main aim of this article is to analyse the bidding process for the 2022 Winter Olympic Games with an emphasis on case studies from two bidding cities with post-socialist history – Cracow and Almaty. Characteristic patterns and features of both cities’ bids, as well as differences between them are drawn, with conclusions on why these were unsuccessful. Cracow and Almaty’s bid paths in the 2022 Winter Olympics process were different. Cracow pulled out from the race during the applicant phase because of referendum results: the city residents were against the Olympics, while Almaty reached the final phase and lost to Beijing in final voting. It seems that post-socialist countries still have a weaker bargaining position in the bidding process than candidates with advanced and estab- lished economies. Malaysian athletes start to participate in international competition since 1962, and local games had been organized back in 1982 with the introduction of the Paralympic Games. The article also illustrates the medal achievement where Malaysian contingent achieved a total of 1700 medals at the ASEAN Para Games from 2001-2017. In FESPIC and Asian Para Games, a total of 582 medals was won from the year 1982-2018. At the FESPIC and Asian Youth Para Games, a total of 189 medals won from the year 2003-2017. The highest achievement came from the Paralympic games as Malaysian won 11 medals in total from the year 1962-2016. More need to be done to establish para sports in Malaysia with the support of every parties including the government and the media.
