In the spirit of a tough sporting challenge, the 2009 Pacific Mini Games presented numerous obstacles for the Cook Islands, its people, and Government. And although the early path to ‘victory’ was very much an uphill battle I am pleased to say that those faced with the task of producing these Games did not shy away from the jobs at hand. Of course, those jobs were many and everyone from the tireless volunteers to the relentless efforts of the organisers are deserving of high praise. In the aftermath of such a major event, particularly for a small island nation like ours, the focus often falls on the nature of ‘how’ and ‘why’ we struggled with certain difficulties.

The Pacific Games Council and its 22-member island nations and territories from Micronesia, Melanesia and Polynesia call on Pacific Forum Leaders to: 1) Endorse a Pacific Sport and Physical Activity Action Plan to maximize the contribution of sport, physical activity and physical education to sustainable development in Pacific Island Countries and Territories; and 2) Establish a regional coordination mechanism to; (i) provide technical assistance to Forum Island Countries and (ii) develop integrated systems for data collection, analysis, policy development and implementation.

The population of the Northern Mariana Islands, as of January 1, 2011, is estimated at 50,000. Saipan, our largest island and the proposed site for the 2017 Pacific Mini Games, is the most developed of the Northern Marianas, and is home to most of our population.     The South Pacific Games The Sporting Event of the Pacific The end of World War II saw many former territories and possessions leave the confines imposed by their colonial rulers and become independent nations. At about the same time (1947), the South Pacific Commission (SPC) was created to foster regionalism among the Pacific Islands. In 1957, the SPC agreed to begin a triennial, Olympic-style sporting event, which would be called the South Pacific Games (SPG). All the countries of Micronesia, Melanesia and Polynesia, with the exceptions of Australia and New Zealand, would take part. An SPG Council and Charter were developed and the first SPG were held in Fiji (they had the best facilities at the time) on August 29, 1963. About 750 athletes and officials from 13 island territories and nations participated in the inaugural event. The 1966 Games took place in Noumea, New Caledonia. Fourteen territories and nations sent twice as many participants as had taken part in the first Games, to compete on a new track and field complex built for the SPG. Guam’s first participation was in the 3 rd SPG at Papua New Guinea, in 1969. The 3 rd Games were opened by the Duke and Duchess of Kent in Port Moresby, who presided over elaborate opening and closing ceremonies, which set the standard for future Games. So as not to compete with the 1972 Olympics in Munich, the schedule for the Games was accelerated and the 4 th SPG was held in 1971 in Tahiti. For the first time, over 2000 athletes and coaches from 14 Island nations and territories participated, and enjoyed The host country’s new stadium and swimming pool.

A new Division I am pleased to announce that there is now a new Central- Urban Division for the Sports Commission. This arose out of our realisation that many of the people we have worked with in rural outreach programs have now relocated in Suva city. The Commission recognised its responsibility towards these people, particularly the youth, who contribute considerably to the growing numbers moving from rural to urban areas.
