When I go to the windows store to pre-download Gears 5 (I have ultimate game pass) I get like a proihibited or not allowed icon when I place the mouse over the install button. Just to try I managed to sucessfully download it on Xbox, so I do have access to it in theory. If I go to "manage" on PC it says "this app does not work on this device". I'm running a 8700k and a GTX1080 so it's safe to assume specs are not the issue here. I also tried to install through the website using the "install on my devices" but not devices are shown in the list. Not even my xbox. And yes if I go to manage devices they all show up. Gears 5.
