Blair Lawrence A Message to the Community On behalf of members of Council, I am pleased to present you with our 2020 Report to the Community. This report provides information on the progress we have made in our five key pillars (Environment, Social, Culture, Economy, Governance) this past year. We are dedicated and pleased to be sharing our Strategic Plan progress with the community through this document which will be available online (moncton.ca). As a City that Inspires, we understand that to reach our vision, we must plan and work together to grow our economy and enhance the quality of life for all citizens. Develop Flood Plain Zoning regulations s Finalizing the review of regulations with various departments in order to seek approval. Implementation of the Neighbourhood Flood Mitigation Study l (completed through capital works program) Lewisville South: Phase 1 construction to be completed as part of the 2021 Capital Works Budget. East End: Preliminary design to be completed in 2021. Recommendations regarding construction will be considered in the 2022 Capital Works Budget. Climate Change Reduce plastic usage within the community Adaptation and Flood Management Implement by-law limiting single use plastic bags 4 Strategy (2013) Completed. We provide active living opportunities for all residents, and proactively address social challenges by adopting policies and taking actions that ensure equitable access to all services. SUPPORTING STRATEGIC DEC. 31 DOCUMENTS REPORT TO THE COMMUNITY 2020 STATUS Housing Needs Execute action items from the Affordable Housing Analysis Study Implementation Plan (2016–2017) Standardize the collection and management of data through a centralized database 4 Completed. Prepare and present a business case for a housing entity 4 Completed. Identify potential for innovative housing options (2020-2021) l Process has been initiated and will continue in 2021. Develop a list of surplus government-owned land that could be used for affordable housing 4 (2020-2021) Completed. Undertake action items to help address social issues in the city Consider the addition of public washrooms l A temporary public washroom is open at City Hall Plaza. The feasibility of permanent outdoor public washrooms is being explored for the downtown. Explore opportunities surrounding the continuum of policing and enforcement services l (2020-2021) Advocacy efforts will continue in 2021. Continued focus on downtown safety (2020-2022) l Social Issues Response Team will continue to monitor and take action based on feedback received. Regular meetings between the City of Moncton, Codiac RCMP, Downtown Moncton Centre-ville Inc and the Chamber of Commerce for Greater Moncton will continue in 2021. Updates will be provided to Moncton area MLA’s, the Minister of Social Development and downtown stakeholders. Implement innovative policing initiatives (2020-2022) l Initiative is ongoing. Pursue Fire Department Accreditation (2020-2022) l New software to improve tracking will be implemented 2021. Initiate request for proposal (RFP) for the sale and redevelopment of the existing u police building and land at 520 Main St. (2021) Project options and timeline to be available in 2021. CURRENT GHG EMISSIONS AND TARGETS The Plan aims to achieve and exceed the City’s Corporate GHG Reduction Target adopted in 2007, calling for a 20% reduction of GHG emissions below 2002 levels by 2017. The 2013 Corporate GHG Emission Inventory indicates that the City’s emissions were 14,000 tCO2e/yr, (almost equivalent to the 2002 baseline) and thus meeting the 2017 target will require the City to achieve a reduction of 2,800 tCO2e/yr. PROPOSED ACTIONS The Plan proposes to achieve the target through the following actions: 1 BUILDING RETROFITS Building upon its ongoing schedule of facility condition and energy evaluations, it is proposed that the City implement energy efficiency retrofits at many of its most energy intensive facilities.
