Part 1 - for stage delivery and installation From 1 p.m. on Thursday, July 4 to 3 a.m. on Saturday, July 6 • Closure of Main Street from Mechanic Street to Downing Street.

Motion: That the organizers of the Moncton Duathlon be granted permission for the following street closures: • From 7 a.m. to 11 a.m. on July 14, 2019, full closure of Millennium Boulevard from Killam Drive to Russ Howard Drive. o DETOUR: Russ Howard Drive can be accessed by the Killam Drive roundabout near the Superior Propane Centre. • From 7 a.m. to 11 a.m. on July 14, 2019, a one lane closure of the northern most westbound lane of St. George Boulevard from Sixth Street to Firebreak Road. • From 7 a.m. to 11 a.m. on July 14, 2019, a full street closure of Berry Mills Road / Killam Drive from Worthington Avenue to Ayer Avenue. o DETOUR: Worthington Avenue to Pellerin Street or Ayer Avenue to Pellerin Street.

7.1 Public Hearing – 5 Pleasant Street – Objections received

The Planning Advisory Committee recommends that Moncton City Council not proceed with the proposed amending Municipal Plan By-law # Z-113.26 and Zoning By-law # Z-213.65.

Motion: That the rezoning application for 5 Pleasant Street be approved, subject to the following conditions:

1) That a piece of the existing building be saved and integrated into the site to commemorate the church and the architecture; Séance ordinaire publique – Décisions 5 le 6 mai 2019 Regular Public Meeting – Decisions May 6, 2019

2) That landscaping along the western side of the building be completed as per section 129(2) of Zoning By-law Z-213 within one year of the completion of the development and that this be shown on a revised site plan prior to the issuance of a Building and Development permit; 3) That notwithstanding section 129(5)(b) the jogs and recesses are permitted to be larger than the required nine metres as per the elevation drawings; 4) That the applicant shall submit the WAWA (Wetland And Watercourse Alteration) permit prior to the issuance of a Building and Development permit 5) That the rezoning agreement be signed within 12 months of it coming into effect unless an extension is approved, and if the agreement is not signed by the deadline, the rezoning will not come into effect; 6) The development shall be carried out in substantial conformance with the plans and drawings submitted as Schedule B; and 7) That the $1,000 security deposit required for a Conditional Rezoning Agreement and by-law registry fees, be paid prior to registration.

Motion: That the City of Moncton work with the RCMP to undertake a warrant analysis of Lewisville Rd. in conjunction with the development at 5 Pleasant Street, and that a full and comprehensive traffic analysis be undertaken, taking into consideration speed limits and TAC guidelines and that administration report to Council with recommendations, during 2020 budget deliberations.

Le Comité consultatif d’urbanisme recommande au Conseil municipal de Moncton de ne pas procéder à la modification proposée de l’Arrêté sur le Plan municipal no Z-113.26 et de l’Arrêté de zonage no Z-213.65.

Motion : Que la demande de rezonage du 5, rue Pleasant soit approuvée, sous réserve des conditions suivantes :

1) Qu’une partie de l’édifice existant soit sauvegardée et intégrée avec l’immeuble pour rappeler qu’il y avait une église et pour l’architecture du bâtiment; 2) Que le paysagement du côté ouest de l’immeuble soit réalisé conformément à l’article 129(2) de l’Arrêté de zonage Z-213 dans le délai d’un an de la fin des travaux d’aménagement et que ce paysagement soit représenté sur un plan de lotissement révisé avant de délivrer le permis de construction et d’aménagement; 3) Que malgré l’article 129(5)(b), il soit autorisé que les saillies et les retraits soient supérieurs aux 9 mètres exigés selon les dessins en élévation; 4) Que le demandeur dépose le permis de modification des milieux humides et des cours d’eau (MMHC) avant que soit délivré le permis de construction et d’aménagement 5) Que l’entente de rezonage soit signée dans les 12 mois de la date à laquelle elle entre en vigueur, sauf si une prorogation est approuvée, et que si l’entente n’est pas signée au plus tard à l’échéance, le rezonage n’entre pas en vigueur; 6) Les travaux d’aménagement doivent être réalisés en respectant essentiellement les plans et les dessins présentés dans l’annexe B; 7) Que le dépôt de garantie de 1 000 $ exigé dans le cadre d’une entente conditionnelle et les droits relatifs au registre des arrêtés soient acquittés avant l’enregistrement.

That Request for Proposal #RFP18-012 for the provision of Event Security Services be awarded to EL Expert Security and Investigation Services, for a one (1) year period, with options to extend the agreement for up to four (4) additional one (1) year periods (if it is in the City’s best interest to do so), at the negotiated hourly rate proposed herein.

That Council approve and direct administration to enter into a formal agreement with the Greater Moncton Water Ltd. for an extension to the current operating and lease agreements for a period of five (5) years and that the Mayor and City Clerk be authorized to sign all necessary documents and to affix the Corporate Seal thereto. Total cost to the City of Moncton, including variable electrical and chemical costs, insurance, property tax, and reserves funding, would be approximately $3,200,000 for the first year of the contract and would similarly be adjusted thereafter for inflation and possible changes to the facility associated with proposed plant modifications.

Le coût total pour la Ville de Moncton, en tenant compte des frais variables d’électricité et de traitement chimique, des primes d’assurance, des taxes foncières et du financement des réserves, serait de l’ordre de 3 200 000 $ pour la première année du contrat et serait rajusté, selon les mêmes modalités, pour tenir compte de l’inflation et des changements à apporter éventuellement aux installations relativement aux modifications qu’on propose d’apporter à la centrale.
