SUBJECT: Annual Payment for Veterinary Services at Sunset Zoological Park

BACKGROUND

The City of Manhattan and the State University (KSU) College of Veterinary Medicine have long enjoyed a successful partnership to provide excellent medical care to Zoo animals, while offering veterinary medicine students the opportunity to learn about exotic species. KSU provides exceptional medical services to the animal collection at Sunset Zoo through routine and emergency care. This relationship has received positive remarks in Association of and Aquariums (AZA) accreditation reports for Sunset Zoo. KSU delivers regular veterinary care on-site in a wing of the former administrative building at Sunset Zoo.

On January 22, 2013, the City Commission approved two agreements with the College of Veterinary Medicine. The first agreement was for annual veterinary-related services for the animal population at Sunset Zoo and the second agreement was for annual leased premises located at Sunset Zoo. An agreement was negotiated to allow KSUVCO ( Veterinary Clinic Outreach, Inc.) to manage specialty/critical care satellite clinical training facilities for the Veterinary Medical Teaching Hospital of Kansas State University and complete renovations as leasehold improvements with the City approving the design of such facilities.

DISCUSSION

The annual contract for veterinary services at Sunset Zoological Park is offered by the Veterinary Medical Teaching Hospital which is part of the College of Veterinary Medicine at Kansas State University. The College provides veterinary services to ensure full coverage for the necessary care of the Zoo collection by Kansas State specialists and veterinarian students.

In accordance with this agreement for veterinary services at Sunset Zoo, it continues for a period of 15 years from the date signed and will end in budget year 2027, although either party can terminate the agreement with six months prior notice. The annual veterinary services invoice increases by three percent each year. In 2018, the amount of this annual invoice is $21,069.81.

FINANCING

The 2018 budget for Sunset Zoo includes the annual payment for veterinary services. The amount for such services in 2018 was budgeted at $25,000.00 under contractual services within the Sunset Zoo Division of the General Fund.

ALTERNATIVES

It appears the Commission has the following alternatives concerning the issue at hand. The Commission may:

1. Approve the 2018 payment of $21,069.81 to the College of Veterinary Medicine for veterinary services at Sunset Zoological Park. 2. Deny the payment of $21,069.81 to the College of Veterinary Medicine for veterinary services at Sunset Zoological Park. 3. Table the issue.

RECOMMENDATION

City Administration recommends that the City Commission approve and authorize the payment of $21,069.81 to the College of Veterinary Medicine for veterinary services during 2018 at the Sunset Zoological Park.

POSSIBLE MOTION
