An­ drzeja Frycza Modrzewskiego. Cieszymy się, że czasopismo spotkało się z uznaniem środowiska naukowego i czytelników, o czym świadczy między innymi stale wzrasta­ jąca liczba prenumeratorów czy napływające do druku artykuły z innych ośrodków, tak z kraju, jak i z zagranicy. Wspomniane uznanie związane jest oczywiście także z tym, że szeroko rozumiana problematyka stosunków międzynarodowych cieszy się w Polsce coraz większym zainteresowaniem. Zapewne jest to spowodowane kontak­ tami zagranicznymi, jakie umożliwiła transformacja ustrojowa 1989 roku, wejściem Polski do NATO i Unii Europejskiej, aktywnym włączeniem się Polski do wielu różnych działań na arenie międzynarodowej, czy intensyfikacją wymiany gospodar­ czej z innymi państwami. Wydawany obecnie numer specjalny jest kolejnym tomem „tematycznym”, tym razem prezentującym problematykę Bliskiego Wschodu. Dodajmy, że to już drugi numer poświęcony sprawom regionu, który nie schodzi z pola widzenia wielu uczestników relacji międzynarodowych (pierwszym był KSM nr 3 z 2004 ro­ ku). Znajdą w nim Państwo między innymi artykuły analizujące źródła państwo­ wości algierskiej, omawiające kwestię umiędzynarodowienia Jerozolimy, sprawy autonomii palestyńskiej po śmierci Jasera Arafata, sytuację w Omanie, znaczenie umiarkowanego islamizmu - niedocenianej siły arabskiego Bliskiego Wschodu czy koncentrujące się na problematyce pokoju w regionie i relacjach Iran - Irak a także recenzje wybranych książek poświęconych jakże bogatej, nie tylko z racji tradycji historycznych, problematyce Bliskiego Wschodu. Kraków, czerwiec 2005 FROM THE EDITOR Lying before you is already the 6th issue of Krakowskie Studia Międzynarodowe ąuarterly published sińce 2004 by Andrzej Frycz Modrzewski Kraków College (KSW). We are proud to see that our periodical has found recognition of the academic milieu and is enjoyed by its readers, a fact conformed by the constantly growing number of subscribers as well as the number of articles submitted from other Poland and abroad. The recognition mentioned above results quite naturally also from the fact that the broad rangę of ąuestions pertaining to intemational relations enjoy a growing interest in Poland. A probable cause are foreign contacts allowed by the system transformation of 1989, Poland’s membership in NATO, accession to the European Union, and active participation in numerous activities on the intemational stage and increase in Polish intemational trade. This special issue is another theme-based volume in our series offering a careful insight into Middle Eastem subjects. This is the second issue (after KSM No. 3 of 2004) devoted to the affairs of the region that continues to stay in the focus of attention of many participants of intemational relations. Inside, there are papers analysing the sources of independent statehood of Algeria, the ąuestion of intemationalising Jerusalem, the situation of Palestinian Autonomy after the death of Yasser Arafat, as well as reviews of selected books devoted to Middle Eastem affairs that are interested not only for their rich traditions. Kraków, June 2005 Aleksandra Kasznik-Christian U ŹRÓDEŁ NIEPODLEGŁEJ PAŃSTWOWOŚCI ALGIERSKIEJ* Na młodą państwowość algierską do dnia dzisiejszego kładą się cieniem wypadki wojny wyzwoleńczej z lat 1954-1962 i specyfika algierskiego ruchu narodowego. Ruch narodowy w krajach kolonialnych - a do takich zaliczała się Algieria - miał inne oblicze aniżeli ruchy europejskie, zrodzone w innej epoce i pod wpływem innych czynników. Powstawanie państw narodowych w Europie było przede wszystkim skut­ kiem polityki mieszczaństwa, a nie etapem rozwoju. To burżuazja, posiadając wi­ zję przyszłości oraz ideologię, powołała do życia instytucje polityczne, które po­ zwoliły jej zrealizować własne ambicje ekonomiczne, społeczne i polityczne. Natomiast w ruchach narodowych pozaeuropejskich ekonomia i burżuazja miały dużo mniejsze znaczenie. Nacjonalizm w tych krajach rozwinął się dopiero w wie­ ku XX i oparciem dlań były warstwy ludowe, wiejskie. Ruch narodowy miał cha­ rakter wyzwoleńczy, jego celem było uniezależnienie od kolonialnych zaborców. W istocie nacjonalizm był manifestacją kultury tradycyjnej, żywej i aktualnej. Wprawdzie z Zachodu zostały zaczerpnięte pewne pojęcia, takie jak naród, pań­ stwo narodowe, partie, demokracja, socjalizm, ale częstokroć kryły się pod nimi odmienne treści, wytłumaczalne tylko wtedy, gdy uwzględni się historyczny roz­ wój owych narodów. W kraju takim jak Algieria ogromną rolę odegrała tradycyjna, islamska kultura polityczna. Algierski nacjonalizm wpisał się w nacjonalizm arabski, lecz jednocześnie zachował swoją odrębność. Jego istotą były arabo-islamizm i popu- Artykuł jest owocem przemyśleń i wieloletnich badań nad dziejami nowożytnej i współczesnej Algierii. Czasy kolonialne (132 lata) to bardzo istotny okres algierskiej ewolucji histo­ rycznej, Francuzi dokonali bowiem destrukcji tradycyjnej społeczności. Narodziło się nowe społeczeństwo o silnym poczuciu narodowym. Dla Algierczyków kultura islamska była zawsze ostatnim schronieniem przed utratą własnej tożsamości. Po­ zwalała przetrwać, a w XX w. ukształtowała solidarność nowego typu, która wy­ kraczała już poza tradycyjne struktury społeczne - prowadziła zatem do świado­ mości narodowej. W XVIII i XIX w. zapleczem politycznym każdego ruchu były plemiona i bractwa religijne; to one prowadziły najpierw rewolty antytureckie, zaś później powstania antyfrancuskie. Ich ideologia posiłkowała się przede wszystkim pojęciami proweniencji religijnej, takimi jak dżihad (święta wojna) i asakir mo- hammadia (armia Mohammeda) oraz watan (mała ojczyzna). Dżihad przez cały wiek XIX mobilizował do walki z obcymi - niewiernymi. Na początku XX w. doszło do masowego, politycznego ruchu antyfrancuskiego. Był to już ruch o no­ wym charakterze, z pojęciami ojczyzny, narodu i państwa narodowego, w którym mobilizacja polityczna dokonywała się nie poprzez bractwa, a poprzez partie polityczne. Jednak islam wciąż odgrywał fundamentalną rolę polityczną, nieporówny­ walną do żadnej innej. Zintegrował różnorodne grupy ruchu narodowego, lecz jednocześnie postawił trudny problem stosunków między sferą polityczną - pań­ stwem i polityką, a sferą religijną

    Andrzej Kapiszewski NON-INDIGENOUS CITIZENS AND "STATELESS" RESIDENTS IN THE GULF MONARCHIES. THE KUWAITI BIDUN Since the discovery of oil, the political entities of the Persian Gulf have transformed themselves from desert sheikhdoms into modern states. The process was accompanied by rapid population growth. During the last 50 years, the population of the current Gulf Cooperation Council (GCC) states: Saudi Arabia, Kuwait, Bahrain, Qatar, the United Arab Emirates and Oman1, grew from 4 million in 1950 to 33.4 million in 2004, thus recording one of the highest rates of population growth in the world2. The primary cause of this increase has not been the growth of the indigenous population, large in itself, but the influx of foreign workers. The employment of large numbers of foreigners was a structural imperative for growth in the GCC countries, as oil-related development depended upon the importation of foreign technologies, and reąuired knowledge and skills unfamiliar to the local Arab population. Towards the end of 2004, there were 12.5 million foreigners, 37 percent of the total population, in the GCC states. In Qatar, the UAE, and Kuwait, foreigners constituted a majority. In the United Arab Emirates foreigners accounted for over 80 percent of population. Only Oman and Saudi Arabia managed to maintain a relatively Iow proportion of foreign population: about 20 and 27 percent, respectively. This development has created security, economic, social and cultural threats to the local population. Therefore, to maintain the highly privileged position of the indigenous population and make integration of foreigners with local communities difficult, numerous restrictions were imposed: the sponsorship system, limits on the duration of every foreigner’s stay, curbs on naturalization and on the citizenship rights of those who are naturalized, etc.

    Lahiton [email protected] 1 Lahiton magazine was founded in 1969 by two partners, Uri Aloni and David Paz, and was funded by an investment from Avraham Alon, a Ramlah nightclub owner and promoter. Uri Aloni was a pop culture writer and rabid music fan while David Paz, another popular music enthusiast, was an editor who knew his way around the technical side of print production. The name “Lahiton,” reportedly invented by entertainers Rivka Michaeli and Ehud Manor, combines the Hebrew words for hit, “lahit” and newspaper, “iton.” Lahiton [email protected] 2 Uri Aloni cites the British fan magazines Melody Maker and New Music Express as influences; (Eshed 2008) while living in London and writing for the pop music columns of Yediot Ahronot and La-Isha, he would lift editorial content and photos from the latest British pop magazines, write articles, then find an Israel-bound traveler at the London airport to transport the articles into the hands of his editors. In Lahiton’s early days, Aloni and Paz continued this practice (Edut 2014). Eventually, however Lahiton’s flavor became uniquely secular Israeli. Although in 1965 the Beatles were famously denied permission to perform in Israel (Singer 2015), by the time Lahiton got started in 1969 there was no stemming the tide; the international pop music scene had permeated Israel’s insular and conservative culture. At the time there were no other Hebrew publications that covered what was going on both at home and in America and Europe. Lahiton began as a bimonthly publication, but within the first year, when press runs of 5000 copies sold out on a regular basis, Paz and Aloni turned it into a weekly.

    Citizenship in the Arab World IMISCOE International Migration, Integration and Social Cohesion in Europe The IMISCOE Network of Excellence unites over 500 researchers from European institutes specialising in studies of international migration, integration and social cohesion. The Network is funded by the Sixth Framework Programme of the European Commission on Research, Citizens and Governance in a Knowledge-Based Society.     The Rita Williams Popular Song Collection A Handlist A wide-ranging collection of c. 4000 individual popular songs, dating from the 1920s to the 1970s and including songs from films and musicals. Originally the personal collection of the singer Rita Williams, with later additions, it includes songs in various European languages and some in Afrikaans. Rita Williams sang with the Billy Cotton Club, among other groups, and made numerous recordings in the 1940s and 1950s. The songs are arranged alphabetically by title.     OFFSHORE TAX HEAVEN & WORLDWIDE IMMIGRATION Citizenship by investment (“jus pecuniae”, CIP) and Residence by Investment Programme (“golden visas”, RIP) have seen big growths in recent years. Jus pecuniae means acquiring citizenship against financial contribution. But citizenship for many immigrants, comes at a significant financial cost. Investment based citizenship/residency programmes may or may not require the applicant to reside in the country prior to naturalization. There are mainly two routes, that lead to citizenship under investment option, one through naturalizing with residency and other without residency leading to direct citizenship with a passport. The number of countries offering such schemes based on economic investment have increased, fueling global demand for passports and visas. Citizenship by investment programs (CIP) gets you fast track citizenship within months, waiving naturalisation requirements such as residency, military service, language requirement etc. This is one of the main reasons why citizenship by investment programmes are so popular and also less time consuming. The citizenship given is lifetime can be passed on to future family generations through children. Residency by investment programs (RIP), grant citizenship through residency usually takes years of uninterrupted living to naturalise for citizenship. You must also fully integrate to culture, language etc. You may undergo military service to naturalise for citizenship in some countries. In most countries, if you dont live in the country enough (absent for more than 3 months), you won’t even qualify for Citizenship or Green card. The processing time of citizenship applications through naturalisation may take many months or more than a year. It is worth pointing out that some countries like United Kingdom require a PR status before applying for citizenship.

    Human Rights Watch Submission to the Committee on the Rights of the Child Review of the Sultanate of Oman’s periodic report for the 88th Pre-Session November 2020 We write in advance of the 88th pre-session of the Committee on the Rights of the Child and its review of the Sultanate of Oman’s compliance with the Convention on the Rights of the Child. 1. Nationality (arts. 7 and 8) Oman does not allow children of Omani mothers to be granted nationality to their children on an equal basis with children of Omani fathers. Omani men can transmit Omani nationality to their children automatically, regardless of whether they are married to a non-Omani woman, while Omani women can only transmit nationality to their children in very limited circumstances. Article 18 of the Omani Nationality Law allows an Omani woman to transmit nationality to her children from a marriage to a foreign man only upon becoming widowed, divorced, or when her husband has been absent or abandoned them for at least 10 consecutive years.1 Article 18 of Oman’s Nationality Law also provides that the child should also have resided in Oman for at least 10 continuous years, possess sound conduct and character, shall not have been convicted of any crime or offence in breach of trust, unless rehabilitated, and the child’s guardian, if any, shall express in writing his non-objection of the child acquiring Omani citizenship. Moreover, their marriage should have obtained approval from the ministry before it took place, and she should have custody of the child.2 The nationality law leaves children of Omani mothers and foreign fathers at risk of statelessness if they do not fulfill all the aforementioned requirements, impacting the child’s ability to access education, healthcare, employment, and other basic state services.

    Music in Conflict: Palestine, Israel, and the Politics of Aesthetic Production Nili Belkind Submitted in partial fulfillment of the Requirements for the degree Of Doctor of Philosophy In the Graduate School of Arts and Sciences COLUMBIA UNIVERSITY 2014 © 2014 Nili Belkind All Rights Reserved ABSTRACT Music in Conflict: Palestine, Israel and the Politics of Aesthetic Production Nili Belkind This is an ethnographic study of the fraught and complex cultural politics of music making in Palestine-Israel in the context of the post-Oslo era. I examine the politics of sound and the ways in which music making and attached discourses reflect and constitute identities, and also, contextualize political action. Ethical and aesthetic positions that shape contemporary artistic production in Israel-Palestine are informed by profound imbalances of power between the State (Israel), the stateless (Palestinians of the occupied Palestinian territories), the complex positioning of Israel’s Palestinian minority, and contingent exposure to ongoing political violence. Cultural production in this period is also profoundly informed by highly polarized sentiments and retreat from the expressive modes of relationality that accompanied the 1990s peace process, strategic shifts in the Palestinian struggle for liberation, which is increasingly taking place on the world stage through diplomatic and cultural work, and the conceptual life and currency Palestine has gained as an entity deserving of statehood around the world. The ethnography attends to how the conflict is lived and expressed, musically and discursively, in both Israel and the occupied Palestinian territories (oPt) of the West Bank, encompassing different sites, institutions and individuals. I examine the ways in which music making and attached discourses reflect and constitute identities, with the understanding that musical culture is a sphere in which power and hegemony are asserted, negotiated and resisted through shifting relations between and within different groups.

    Human Rights Watch Submission to the CEDAW Committee of Oman’s Periodic Report for the 68th Session October 2017 We write in advance of the 68th session of the Committee on the Elimination of Discrimination against Women, and its review of Oman’s compliance with the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW). This submission addresses issues related to articles 1, 2, 3, 6, 9, 11, 15, and 16 of the Convention, and includes suggested recommendations to put to the Omani government. 1. Nationality (CEDAW articles 1, 9, and 11) The CEDAW Committee in its last review of Oman in November 2011 called on the government to “withdraw its reservation to article 9 of the Convention and to amend its domestic laws to grant Omani women equal rights with men in regard to transmission of their nationality to their children who have foreign fathers and to their foreign husbands.”1 Oman still does not allow women to transmit nationality to their children on an equal basis with men. Jacobson, Artistic Director honoring Cantor Elias Rosemberg Cantor Elias Rosemberg Born into a musical family in Buenos Aires, Argentina, Elias Rosemberg began studies in 1991 at Seminario Rabínico Latinoamericano and obtained the degree of Hazzan and Singing Professor in 1994. In addition to his vocal training, he studied music theory and harmony and completed a five-year program in Pathology, Audiology and Speech Therapy at the University of Buenos Aires. A concert and wedding performer in the Buenos Aires area, Cantor Rosemberg won the vocal contest: “Argentina Sings for Israel,” organized by the Israeli Embassy of Argentina in 1998. He served as cantor in Buenos Aires and, after he moved to the US, was cantor at Temple Emeth in Chestnut Hill. He is currently the cantor of Temple Emanuel in Newton, the largest Conservative synagogue in New England. In addition to his cantorial duties at Temple Emanuel, Cantor Rosemberg performs regularly with the Bostonian Opera and Concert Ensemble and the Zamir Chorale of Boston. He serves as the New England Region Chair for the Cantors Assembly, is the immediate past president of the New England Board of Cantors and has served on the faculty of the Cantor-Educator program at Hebrew College as a cantorial coach.
