These include Members of Parliament, the people of Queensland, government agencies and our staff. The report is designed to provide an account of the achievements and activities of the Parliamentary Service for 2003-04 in accordance with the strategies and outputs detailed in the Parliamentary Service Management Plan 2002-06 and the Speaker’s Portfolio Statements 2003-04. In addition, the report fulfi ls our statutory reporting requirements. An electronic version of this report is available at our website: <www.parliament.qld.gov.au> and also upon request via CD-ROM. Readers are encouraged to comment on this report by completing the enclosed feedback form. About Us The Queensland Parliament is a unicameral parliament, meaning it has only one House, the Legislative Assembly. The people of Queensland elect the Assembly’s 89 Members for terms of up to three years. The Parliamentary Service Act 1988 provides for the establishment of the Parliamentary Service to deliver administrative and support services to the Queensland Legislative Assembly, its Members and parliamentary committees. This support is not limited to the parliamentary precinct in Brisbane but extends to Members’ electorate offi ces located throughout the state. THE SERVICE PROVIDES: • Qualifi ed staff to enable the Assembly and its committees to operate effi ciently; • Advice on parliamentary procedures and the functions of Parliament; • Accurate and effi cient reporting of proceedings of the Assembly and committees; • Library and research facilities; • Maintenance and care of the parliamentary precinct, buildings and electorate offi ces; • Accommodation and hospitality facilities; • Ceremonial and security services; • Delivery of entitlements to Members in accordance with the Members’ Entitlements Handbook and the Members’ Offi ce Support Handbook; and • A range of organisational services. Historical Figures Chief Hansard Reporters Hansard produces offi cial daily reports of Parliamentary proceedings. It was not offi cially established in Queensland until 1864, but Parliament had produced its own reports of its proceedings since 1860, when Charles Haynes Barlee and Arthur E. Deighton were appointed as shorthand writers. The fi rst Principal Shorthand Writer, William Senior of London, was appointed on 13 January 1876. In 1972 the Parliamentary Reporting Staff separated from the Court Reporting Bureau and its then head, Stanley Bradshaw Rohl, became the Chief Hansard Reporter. His sons Peter Rohl (1989 – 1990) and Douglas Rohl (2001 – 2004) subsequently occupied that position. Queensland Parliamentary Service Annual Report 2003-04 3 Message from the Speaker It gives me great pleasure to present the annual report for the Queensland Parliamentary Service for 2003-04. The year’s defi ning event was of course the dissolution of the old (50th) Parliament in January 2004 and the opening of the new (51st) Parliament two months later, following the State election held on 7 February. As always, the transition from the old to the new Parliaments brought with it a host of challenges for the Service as it managed and facilitated this vital process. I am particularly supportive of the enhanced programs and initiatives which the Service has provided to new members to induct them into their Parliamentary role and environment, and to subsequently assist them to enlarge their knowledge of these matters. The three-day induction seminar, the regular Legislative Assembly Briefi ngs and the new Members’ Information Manual have been the most noteworthy of these measures. Turning to other matters, the refurbishment and redesign of the former conference and media rooms on level 5 of the Parliamentary Annexe, completed near the end of the fi nancial year, will make both venues more fl exible and effi cient. Their subsequent naming as the Undumbi and Dandiir Rooms, following consultation with local traditional owner groups, was a further signifi cant event. The fi nancial year saw a continuation of the People’s Parliament concept, with the Parliamentary Precinct hosting events such as the Queensland Week Open Day in June 2004 and
