Since the military brought the first detainees to Guantánamo in January 2002, the Pentagon has consistently refused to comprehensively identify those it holds. While it has, at various times, released information about individuals who have been detained at Guantánamo, it has always maintained ambiguity about the population of the facility at any given moment, declining even to specify precisely the number of detainees held at the base. We have sought to identify the detainee population using a variety of records, mostly from habeas corpus litigation, and we have sorted the current population into subgroups using both the government’s allegations against detainees and detainee statements about their own affiliations and conduct.

Through comparing flight logs obtained from Portuguese authorities, 2 information from the US Department of Defence showing dates of arrival of prisoners at Guantanamo Bay, and unclassified testimony from many of the prisoners themselves, 3 Reprieve is for the first time able to name 728 prisoners rendered to Guantanamo Bay through Portuguese jurisdiction. 1 So said Adil Al-Zamil, prisoner transported on Flight RCH108Y through Portuguese jurisdiction to Guantanamo Bay: “I call the journey to Guantanamo ‘the journey of death.’ I discreetly wished that the plane would fall to end the pain I felt.” Source: Kuwaiti Gitmo Detainees Speak Out about Abuse, By Rania El Gamal, Kuwait Times, December 1, 2006 2 Flight logs obtained by Ana Gomes MEP in 2006 reveal that on at least 94 occasions aircraft crossed Portuguese airspace en route to or from Guantanamo Bay between 2002-2006 . On at least 6 occasions rendition aircraft flew directly from Lajes in the Azores to Guantanamo. See appendix for full copies of the logs. 3 The US Department of Defence has released ‘in-process’ records of Guantanamo inmates, detailing when prisoners were first weighed and measured on entry to the prison. It is possible confirm the identities of prisoners transported to Guantanamo through Portuguese jurisdiction by matching the ‘in- process’ dates of particular prisoners held in Guantanamo with flights contained in the Portuguese flight logs.

Reference: 1 - Minivan News - http://minivannews.com - Religious NGOs to hold “protest to protect Islam” on December 23 Posted By Ahmed Nazeer On December 1, 2011 @ 6:38 PM In Politics | 38 Comments A coalition of religious NGOs have claimed that 100,000 people will join a protest in December “to protect Islam”, and called on “all Maldivians to take part”. Speaking to the press at the Maldives National Broadcasting Corporation (MNBC) studio, President of the NGO Coalition Mohamed Didi said that more than 127 local NGOs, music clubs, political parties and Island Councils would take part in the protest on December 23. According to MNBC, Didi said the protest was not a movement against the government but a movement “against all un-Islamic ideas.” Opposition Dhivehi Rayyithunge Party (DRP) Deputy Leader Ibrahim ‘Mavota’ Shareef warned that “our faith will not be shaken by something someone says, but because of these things it might turn the non-muslims living in neighboring countries against us.’’ MNBC reported that the People’s Alliance Party (PA) had called on parents to bring children to the gathering. Local newspaper Sun quoted Didi as saying that the government had been conducting many activities with the motive of erasing Islam from the country, and claimed that the NGO coalition was “left with no other choice but to protest to protect Islam.” Senior officials from the Adhaalath Party, Progressive Party of Maldives (PPM), Dhivehi Qaumee Party (DQP) and Jumhoree Party (JP) were present at today’s meeting. Claims that national monuments placed in Addu [1]for the SAARC Summit were idolatrous and hostility [2] towards a call by UN Human Rights Ambassador Navi Pillay for a national debate on flogging sparked protests in Male’ recently.

[EMBARGOED FOR: 19 August 2003] Public amnesty international UNITED STATES OF AMERICA The threat of a bad example: Undermining international standards as "war on terror" detentions continue AI Index: AMR 51/114/2003 Amnesty International August 2003 USA – The threat of a bad example 1 A damaging unilateralism States which demonstrate a high degree of respect for human rights are likeliest to contribute to international security and well-being. United States Secretary of State Colin Powell, 31 March 20031 Launching the State Department’s latest report on human rights in other countries in March, Secretary of State Colin Powell spoke of the “steadfast commitment of the United States to advance internationally agreed human rights principles worldwide… As we lead an international campaign against terrorism, we are also working to extend the blessings of freedom at home and abroad”. In a letter to a US Senator in June, the Pentagon’s General Counsel stated that the administration “fully share[s] your concern for ensuring that in the conduct of this war against a ruthless and unprincipled foe, the United States does not compromise its commitment to human rights in accordance with the law”.2 In July, the Assistant Secretary of State for human rights wrote to Amnesty International: “It is the policy of the United States Government to pursue human rights and the rule of law as a central element of foreign policy. The US approach to countering terrorism does not conflict with or violate this policy”.3 Actions, however, speak louder than words, and some of the US administration’s actions since 11 September 2001 threaten to erode international law and standards forged over the past half-century or more.4 Prior to the invasion of Iraq, diplomat John Brady Kiesling resigned from the US Foreign Service.

THE GUANTANAMO DETAINEES Cageprisoners.com 13-05-04 Background of the Report In early 2004, United Press International correspondent, John Daly, produced a ground- breaking report, purporting to establish the nationalities of 95% of the detainees being held in US custody at its naval base in Guantanamo Bay, Cuba. The first of its kind, it accounted for 619 in total, gathering information from global media reports, as well as deriving information from meetings with government officials. However, Daly’s report was restricted to the numbers of detainees per nationality, with no mention of the actual names of the detainees. Much of this information was then made available, in the Arabic language press, in the al-Rai al-Am report by Khalil Khalaf and Dahim al-Qahtani, the most extensive to date in listing 810 prisoners. Unfortunately the latter contained a number of inaccuracies, duplicate names, and was restricted to an Arabic-speaking audience only. Cageprisoners.com therefore undertook the task of translating the names from the al-Rai al- Am report, verifying and supplementing this information with the names of the detainees from our original “prisoner gallery” database since October 2003 – for which much thanks are due to the Arabic site Alasra.org for the names of the Saudi and Yemeni detainees - as well as further in-depth research from media reports and figures from the UPI report. Earlier this month (1-05-04) the American newspaper, the Washington Post, published the first detailed compilation of detainees into one list in English, much of the research of which came from Cageprisoners.com and Alasra.org.
