I am, therefore, returning the “Tripura Industries (Facilitation) Bill, 2018, to the Tripura Legislative Assembly as per provision of Article of 200, with request to consider the possibility of deleting clause 27 and also to insert a time limit under the removal of difficulty clause (clause 32) of the Bill.” At the conclusion, the Hon’ble Chairman requested the Secretary, Tripura Legislative Assembly to lay the letter on the Table of the House. The Secretary, Tripura Legislative Assembly laid a copy of the letter on the Table of the House under rule 144(2) of the Rules of Procedure and Conduct of Business in the Tripura Legislative Assembly. b) On February 25, 2019 the Hon’ble Deputy Speaker announced and read-out the letter received from Smt. Santana Chakma, Hon’ble Minister- in-charge of the Social Welfare and Social Education Department informing that she would not be present in the House on the 25th February, 2019 and all duties and business of the day in respect of the Hon’ble Mininster- in-charge of the Social Welfare and Social Education Department in the House would be performed by Shri Ratan Lal Nath, Hon’ble Minister-in-charge of the Education, Law and Parliamentary Affairs Department. c) On February 27, 2019 the Hon’ble Deputy Speaker announced in the House that the on going Assembly Session would conclude on 1st March, 2019. So the Hon’ble Members were requested not to submit Reference notice and Calling attention notice on 28th February and 1st March, 2019. d) On February 28, 2019 the Hon’ble Deputy Speaker announced that the General Discussion on Budget Estimates for the financial year 2019-2020 which started on 27th February, 2019 concluded that day, i.e. 28th February, 2019 at 3.30 P.M. Next, General Discussion would start on Cut-Motions. Thereafter, voting would be conducted. e) On March 1, 2019 the the Hon’ble Deputy Speaker announced in the House a 5 (five) members committee comprising 2 (two) from Opposition and 3 (three) from the ruling side with Director, Planning and Co-ordination as proposed by the Hon’ble Finance Minister on 22nd February, 2019 during Question hour for direction to simplify the implementation of the ‘Bidhayak Elaka Unnayan Prakalpa’ in the State. On February 22, 2019 the Hon’ble Chairman requested the Hon’ble Dy. Speaker to present the report of the Business Advisory Committee before the House for allocating the time for transaction of various items for the 4th Session of the 12th Tripura Legislative Assembly from the 22nd February, 2019 to 1st March, 2019. On February 25, 2019 Shri Ratan Lal Nath, Hon’ble Minister (Chairman) of the Committee on Entittlement of Members of the House presented and laid on the Table of the House the report. b) Report of the Committee on Welfare of Schedule Tribes and Government Assurance. On February 27, 2019 i) Shri Diba Chandra Hrangkhwal, Hon’ble Chairman of the Committee on Welfare of Scheduled Tribes presented before the House a copy each of the 11th, 12th, 13th and 14th reports of the Committee. ii) Shri Subhash Chandra Das, Hon’ble Chairman of the Committee on Government Assurance presented before the House a copy of the 33rd report of the Committee. c) Report of the Public Accounts Committee. On February 28, 2019 Shri Bhanulal Saha, Hon’ble Chairman of the Public Accounts Committee presented before the House the 139th report of the Committee.

XVII. FINANCIAL BUSINESS

i) Supplimentary Demands for Grants for the Financial year 2018-19, Passed. On February 22, 2019 Shri , Hon’ble Deputy Chief Minister who is also the Minister-in-charge of the Finance Department presented before the House the Supplementary Demands for Grants for the Financial Year 2018-19.

8 Then, all the Cut-Motions bearing nos. 16, 19, 31, 31, 31 on Demands for Grants for the year 2019-20 were put to Voice Vote and were lost. The Motion in respect of Demand Nos. 9, 14, 23, 31, 34, 43, 44, 45, 46, 16, 33, 51, 52, 56, 11, 27, 28, 59, 21, 42, 19, 30, 32, 53, 29 and 41 were also put to Voice Vote and were passed by the House. Then, all the demands for grants in the Budget Estimates for the year 2019-20 were passed by the House.

The Secretary, Tripura Legislative Assembly laid a copy of the Governor’s Address on the Table of the House . b) Laying of Statement : Shri Ratan Lal Nath, Hon’ble Minister-in-charge of the Higher Education, Law etc. Department, laid a copy of the Statement explaining the circumstances which had necessitated immediate Legislation by promulgation of “The Tripura State Higher Education Council Ordinance, 2018 (Tripura Ordinance No. 6 of 2018)” on the Table of the House. 2. On February 25, 2019 the following Rules and Act laid on the Table of the House : a) Rules and Act. : Shri Jishnu Dev Varma, Hon’ble Deputy Chief Minister who is also the Minister-in- charge of the Finance Department laid a copy each of the Rules and Act on the Table of the House :- i) “The Tripura Excise (Registration of Brand Names, Labels and Capsules (Fifth Amendment) Rules, 2018”, ii) “The Tripura Excise (Import of India made Foreign Liquor and Beer) (Seventh Amendment) Rules, 2018”, iii) “The Tripura Excise (Fifteenth Amendment) Rules, 2018”, iv) “The Tripura Excise (Sixteenth Amendment) Rules, 2018”, v) “The “Economic Review of Tripura, 2017-18”,

10 a) Laying the Schedule of Works : i) Shri , Hon’ble Chief Minister who is also the Minister-in- charge of the PWD (R&B) laid a copy of – “The Schedule of works of Public Works Department (R&B) for the year 2019-20” on the Table of the House. ii) Shri Sudip Roy Barman, Hon’ble Minister-in-charge of the Public Works (D.W.S) Department laid a copy of – “The Schedule of works of Public Works Department (D.W.S) for the year 2019-20” on the Table of the House.

b) Laying of Annual Reports : Shri Mevar Kumar Jamatia, Hon’ble Minister-in-charge of the Forest Department laid a copy each of – “The Annual Reports on the Tripura Compensatory Afforestation Fund Management and Planning Authority (Tripura CAMPA) for the year 2012-13 and 2013-14” on the Table of the House.

XIX. MATTER RAISED BY MEMBERS

1. On February 22, 2019 Shri Badal Choudhury, Hon’ble Member drew the attention of the Hon’ble Chairman saying how it was possible that the Governor’s address was distributed to the media before circulation in the House. He said that this was unfortunate for the Assembly. 2. On February 25, 2019 Shri Ratan Chakraborty, Hon’ble Member raised a matter through the Hon’ble Deputy Speaker regarding – A news published in Dainik Sambad a local new paper about the Condemnation and Condolence Motion which was moved yesterday in the House. Shri Sudip Roy Barman, Hon’ble Minister replied to the above mentioned matter. Shri Brisaketu Debbarma, Hon’ble Member stood up and drew the attention of the Hon’ble Chief Minister through the Hon’ble Deputy Speaker regarding “Police firing at Madhab Bari . He said that there was firing even at the statue of Maharaja Bir Bikram there. He further said that the Tribal people are panicked and expects justice from the Hon’ble Chief Minister.

12 Shri Atul Deb Barma, Hon’ble Member suggested that as meetings were not called, the Panchayet bodies be dissolved and re-election be held.

Shri Sambhu Lal Chakma, Hon’ble Member said that he repeatedly called BAC meetings but no member atteneded the meeting.

Shri Arun Chandra Bhowmik, Hon’ble Member allaged that Shri Badal Choudhury, Hon’ble Deputy Leader of Opposition did not call any meeting.

Shri Sudhan Das, Hon’ble Member suggested that in the interest of developmental works, if Hon’ble Ministers attend the meetings in the block level, desired result would yield.

Shri Sudip Roy Barman, Hon’ble Minister said that from the statement of the Hon’ble Chief Minister, it was clear that a conspiracy was being hatched by those in power in Zila Parishad Samiti, in ADC, to discredit this Government and it was a matter of great concern. Shri Ratal Lal Nath, Hon’ble Minister alleged why they did not invite Hon’ble Ministers in any meeting to Panchayet Samities which were ruled by the opposition. Shri Jishnu Dev Varma, Hon’ble Deputy Chief Minister said that the fact presented by the Hon’ble Chief Minister that there was an unspent amount of 100 crore at the grass root level was a matter of great concern. He appealed to the Opposition Members to co-operate in the development works for the poor people in the State. Shri Biplab Kumar Deb, Hon’ble Chief Minister in reply said that neither Opposition party Member nor ruling party Member ever called him over telephone alleging that they were obstructed in going for doing any work. b) Shri Ramendra Chandra Debnath, Hon’ble Member drew the attention of the Hon’ble Health Minister through the Hon’ble Deputy Speaker to the effect that a birthday party was being celebrated that day in X-ray room at Dharmanagar hospital during the working hours. He said that two patients informed him this over telephone from Dharmanagar and that the news was also published in local news paper Kalamer Shakti. Shri Sudip Roy Barman, Hon’ble Health Minister assured the house that he would order an enquiry and if any body was at fault, action would be taken. 5) On February 28, 2019 Shri Diba Chandra Hrangkhawl, Hon’ble Member called the attention of the Hon’ble Chief Minister who is also the Minister-in-charge of the Home Department through the Hon’ble Deputy Speaker to the news item published in local news paper ‘Manus Partika’ that a minor girl was murdered after rape at Kalyanpur. He demanded a statement from the Hon’ble Chief Minister about the murder case in the House.
