Audit Report of SIPARD 18-19 69-85 About The Institute The Administrative Training Institute (ATI) and State Institute of Rural State Institute of Rural Development (SIRD) for the state of Tripura are both functioning as a composite Institute under the Society for training and Research on Public Administration and Rural Development. It is a registered Autonomous Body and registered as a society under the Registration of Societies Act, 1860. The institute is functioning popularly in the name of the “State Institute of Public Administration and Rural Development” Research on different Social and Environmental issues as well as consultancy services are different parts of its activities. The Institute was set up inthe year 1987 with the name "Administrative Training Institute" which was functioning as an Apex Training Institute of the state with the mandate to train the staff and officials of various levels of the State Government. In 1999 the institute was renamed as "State Institute of Public Administration and Rural Development (SIPARD)". Location The Institute is located in a campus of 7.7 Acres of area at A.D. Nagar, Agartala and is only 6 KM from the city centre of Agartala, the state's capital. The institute is well connected with by Air and Rail.     Vol. XVI No.1, 2019 Social Change and Development BJP and Coalition Politics: Strategic Alliances in the States of Northeast Shubhrajeet Konwer* Abstract The BJP has dramatically increased its footprint across the states of Northeast India and has emerged as the ‘fulcrum party’ in Northeast India. Despite numerous contradictions in goals and values between the BJP and regional parties in Northeast India, it has formed ‘strategic alliances’ in order to achieve its goal of a ‘Congress mukt Bharat’ (CMB). The regional parties too have flocked to the BJP because of the ‘linear relationship model’ that determines centre-state relations, i.e. regional parties tend to align with that party which controls the purse at the centre. Anti-incumbency factor, the emergence of NEDA, assembly floor management, ‘paratroopers’ to the BJP, the growth of the RSS, the role of party strategists, and the co-option of regional leaders to the BJP have strengthened BJPs presence in Northeast India. This paper highlights the reasons for the growth of the BJP and its relations with regional parties in Northeast India and points out the contradiction and challenges that will shape this complex relationship. 1. Introduction The electoral success of the BJP in the sixteenth Lok Sabha elections (2014) can be attributed to a number of factors. While the ‘Modi factor’ may have been a trump card, the victory of the BJP ‘could be attributed to its ability to appeal to voters who had not been well mobilised previously, and in places where the party had been weaker in earlier elections’.1 In states like Assam, it witnessed unprecedented electoral success.

In 2013, at least eight states will hold legislative assembly elections. In Northeast India, the states of Tripura, Meghalaya and Nagaland are now going to the polls. Each of these three states has a 60-member assembly. Tripura went to the polls on 14 February while the electorate in Meghalaya and Nagaland will vote on 23 February. In India, state elections are often seen as the barometer of the mood of electorate towards national parties in the context of their likely fortunes in a countrywide general election. Over the years, however, the voting patterns in general elections have not always followed the assembly election trends. By-elections will also be held in Mizoram (23 February) and Assam (24 February) to fill the assembly seats that have fallen vacant. Besides these elections in the Northeast, by-elections will be held in Uttar Pradesh, West Bengal and Punjab on 23 February; and in Bihar and Maharashtra on 24 February.
