The Florida Department of Transportation (FDOT) District One conducted a virtual public meeting on Wednesday, December 16, 2020, regarding the US 41 at Gulfstream Avenue Roundabout Construction Project in Sarasota, Florida. George A Question/Comment: “Can a car access US41 North turning right at the downtown from Main on US41?” Response: Westbound Main will be closed at the intersection of US 41 and Gulfstream Avenue during construction. Motorists traveling west from downtown, on , will not be able to turn onto US 41.

3. Cathy A Question/Comment: “Comment ‐ Please no pedestrian !!” Response: in areas with pedestrian are designed to accommodate both vehicles and pedestrians. The vehicles will be stopped only when a pedestrian actuates the system to safely cross. Permanent pedestrian have not been considered for this location due to lack of space, funds, and need. Traffic analysis shows that pedestrian movements will not negatively impact the traffic flows to the point where pedestrian bridges are justified. Due to the high cost of pedestrian bridges, a different type of intersection would likely have been chosen that does not require them.

4. Cathy A Question/Comment: “Is there any chance the ingress and egress from the roundabout onto Gulfstream would be restored to two ways ‐ both into and out of downtown ‐ instead of just entering downtown as it is now? If not, why is it going just one way ‐ toward downtown?” Response: Traffic will be able to enter downtown, as existing conditions. Adding another entry into the roundabout creates additional conflict points and significantly impacts traffic inside of the roundabout. Traffic exiting the roundabout have multiple options to do so, hence an exit at Gulfstream Avenue is not necessary.

7. Cathy A Question/Comment: “OMG over the bridge is terrible. Why not route the U Turn traffic to Golden Gate Point under the bridge?” Response: The path under the Ringling Bridge cannot be used as an official detour route, as it does not meet certain standards.

9. Cathy A Question/Comment: “Will the usual entry to and exit from Golden Gate Point be changed during construction? If so how and when?” Response: The left turn onto Golden Gate Point will not be permanently eliminated. Motorists traveling northbound on US 41 and turning west onto Gulfstream Avenue, will be able to make a left turn. However, traveling southbound on US 41 turning west onto Gulfstream Avenue, the left turn will not be available. Motorists will have to go straight through the intersection at Gulfstream Avenue/Sunset Point and make a U‐turn past the bridge at Bird Key Drive. There will be a temporary signal added east of the intersection. Additionally, we will have a dedicated session with the Golden Gate residents to provide information regarding impacts to Golden Gate Point.

10. Melanie A Question/Comment: “Is it possible to have above the intersections?” Response: Roundabouts in areas with pedestrian traffic are designed to accommodate both vehicles and pedestrians. 11. Ronald B Question/Comment: “Alice, Hi, I didn't see the entire presentation. Are there plans for a pedestrian walkwat or to go under Tamiami at Main Street as you corss toward Marina Jack? Thanks, Ron” Response: FDOT is pursuing a temporary pedestrian bridge near the US 41 and 1st Street intersection. However, there are a few factors that must be worked out before it can be officially added to the construction project. factors cannot be resolved, the pedestrian bridge will not be able to be included. A permanent temporary bridge is not being considered at this time.

12. Steven B Question/Comment: “Please repeat the targeted completion date.” Response: The expected project completion is fall 2022.

13. Dotty B Question/Comment: “I visited Ireland about 3 years ago and noticed that they used roundabouts especially in large . One morning as our group rounded a circle I notcied quite a line waiting to get into the circle. It must have been at least one block long. Later I mentioned to the bus driver that it seemed people were somewhat polite waiting to enter the circle and his comment was "not always." I said that the I lived in was going to put roundabouts. He said, "They are taking them out in here. I would rather wait a light for three minutes then spend ten minutes waiting to get into the circle." Having worked in St Armands, I think a roundabout so close to the one in Fruitville is inviting a traffic horror. You have a monumental amount of traffic heading to Bradenton between 4 pm and 6 pm when most workers leave Longboat and the early birds are heading to mainland restaurants. It would be a traffic nightmare as the one block heads north and Fruitville is trying to get between cars to head south! We have too many visitors to now confuse them with proper use of roundabouts when they have no had that experience. Some can't even drive on two and make a proper turn. I am against roundabouts in a city with visitors and ESPECIALLY AT GULF STREAM! I do not see this working in close proximity to one a block away. Sincerely, DB” Response: This project consists of a Modern Roundabout which is designed to accommodate the traffic needs for this specific intersection. Traffic circles are often referred to as roundabouts, which are not efficient at moving heavy traffic volumes, but a modern roundabout is designed to handle higher traffic volumes safely and efficiently.

The HAWK signal at Ritz Carlton Drive was installed based on heavy pedestrian volumes with safety of pedestrians in mind. As with any signal, it will result in added delays to traffic, but it helps keeping pedestrian safe which is consistent with the theme of making downtown pedestrian and bike friendly.

Rick B Question/Comment: “how are you going to deal with the high traffic during Feb /Mar of 2022” Response: The construction phases are offset so that most of the work outside the existing travel lanes is completed during the season, while not impacting existing traffic patterns. The impacts to traffic and detours are planned after the season with the expectation that for the next season, majority of the construction is completed, and the roundabout will be close to the final configuration.

Rick B Question/Comment: “will this solve the major flooding problem in this area?” Response: This project will improve the stormwater drainage system for the US 41 at Gulfstream Avenue roundabout, as well as US 41 between Gulfstream Avenue and Fruitville Road. A future project is being planned for Gulfstream Avenue west of the roundabout.

21. Ian B Question/Comment: “Will the Hawk crossing remain at 1st Street” Response: The HAWK signal at 1st Street will be inactive during construction. Once construction of the US 41 at Gulfstream Avenue roundabout is completed, the HAWK signal will be re‐established.

24. Garry B Question/Comment: “Do you really think that the traffic coming into the 12th st roundabout from east and west is the same as the traffic flow from the barrier islands?” Response: Traffic volumes are expected to be similar to Fruitville Road, which has three (3) legs with heavy volumes.

Rachel B Question/Comment: “Currently there are 3 lanes from ringling bridge to go north onto 41. 2 go north, and the 3rd becomes a right turning lane onto fruitville at that roundabout. why doesn't this roundabout plan include these 3 northbound lanes on 41N?” Response: A traffic signal would require enough storage for vehicles stopping during the red light and efficiently clearing during the green light. Roundabouts offer continuous traffic flow and do not require storage space as traffic will be clearing out as it approaches, therefore three (3) lanes are not warranted.

Rachel B Question/Comment: “how will you address high traffic leaving Longboat Key/Lido Ley/St Armands Key/Bird Key during construction?” Response: The construction phases are offset so that most of the work outside of the existing travel lanes is completed during peak season, while not impacting existing traffic patterns. The new roundabout at fruitville/41 is very narrow and dangerous for cyclists.” Response: Bike ramps will be provided before the entrance to the roundabout, and will be wider to facilitate safer crossing conditions for pedestrians.

After the HAWK System button is pressed, approximately 8.5 seconds will elapse before the red light appears for traffic to stop.

32. Barbara C Question/Comment: “Will Ringling and Main traffic signals be affected” Response: Main Street will be reconfigured for the lane configuration and the signal timing at Ringling will be adjusted based on traffic demands.

A friend just told me that at today's virtual meeting, it was said that the left turn lane to get into Golden Gate Point just before you go over the bridge is going away‐ is this true? I studied the materials on the website, but it still wasn't clear to met what the plan was for that intersection. During what phase do you anticipate lane closures or traffic delays?” Response: Traffic impacts from construction or lane closures during Pre‐Phase are not anticipated. Traffic patterns will be re‐aligned during Phase 1 and active construction located close to the travel lanes may hence traffic delays.

However, traveling southbound on US 41 turning west onto Gulfstream Avenue, the left turn lane will not be available. Is there any way to mitigate the traffic gridlock that wil happen?” Response: During special events, law enforcement or designated traffic control officers could control the flow of pedestrians and vehicles as warranted.

Question/Comment: “why doesn't the project, with so many lanes of traffic, include an overpass for the public from the Ritz Carlton side to the bay side?” Response: FDOT is pursuing a temporary pedestrian bridge near the US 41 and 1st Street intersection. However, there are a few factors that must be worked out before it can be officially added to the construction project. If any of the factors cannot be resolved, the pedestrian bridge will not be able to be included. A permanent temporary bridge is not being considered at this time.

42. Mark G Question/Comment: “I am looking forward to the roundabout. I lived on bird key for almost two years and think this will significantly help the traffic flow, as it has done on Fruitville and 10/14 .” Response: Thank you for your feedback.

44. Pamela H Question/Comment: " Is there actually ANY chance of stopping this??” Response: This project began with a Project Development and Environment (PD&E) study in 2016. Public meetings were held during this phase, where the public was engaged to provide input. This input aided the engineers during the design of this project. The study has ended, and the project has been released for construction with the input of public and local governmental agencies.

Mike H Question/Comment: “During peak hours with a heavy north/south traffic flow how will cars coming off the Islands be able to get into the roundabout without long delays” Response: Since the US 41 10th Street and 14th Street Roundabouts and Fruitville Road Roundabout projects are complete and functional, we do not expect a ripple effect of construction traffic and excessive delays.

Virginia H Question/Comment: “I am looking forward to this session, We are all so concerned that after 3 years of major business interruption (2018 red tide, 2019 removal of trees and rebuilding along 789 with frequent lane closures and now covid, that our businesses on St Armands need an opportunity to recover. The free flow of traffic to the circle and then on to Longboat and Lido are really important. How are you going to accommodate that during construction, especially in season. Virginia J. Impacts will be both daytime and nighttime. We cannot have an official detour under the bridge due to the roadway not being a similar classification as the one it is being routed from. However, motorists are free to use that route if they choose.

Thank you, Teri” Response: “Good morning Teri ‐ Thanks for reaching out. The right turn lane will have a tighter radius than it does now which means vehicles will have to slow to navigate the turn. Being that this is an acceleration lane requiring vehicles to merge with westbound Gulfstream traffic we cannot place speed bumps or anything that would impede that action. I agree, especially when the signal at Sunset is green that vehicles can over accelerate as they approach the 40 mph limit from the bridge. This is a law enforcement issue that can be addressed by the City of Sarasota PD. If you have any other questions, feel free to contact me. Jim”

We now have 3 lanes to go north with a ligh to control. Have these engineers ever seen the traffic coming off the bridge in season? It will be backed up to Longboat Key. So what is the justification for installing crosswalks on every feeder lane into and off of this roundabout, which will bring traffic to a halt? Have pedestrian been seriously considered here to keep traffic flowing?” Response: Roundabouts in areas with pedestrian traffic are designed to accommodate both vehicles and pedestrians. The vehicles will be stopped only when a pedestrian actuates the system to safely cross. Permanent pedestrian bridges have not been considered for this location due to lack of space, funds, and need. Traffic analysis shows that pedestrian movements will not negatively impact the traffic flows to the point where pedestrian bridges are justified. Due to the high cost of pedestrian bridges, a different type of intersection would have likely have been chosen that does not require them.

We live in the Vue and have suffered for 3 years from all manner of 2, 4, and multiple wheeled vehicles roaring by at 60 to perhaps 80 mph (not exaggerating) heading West over the bridge. I realize that the removal of the traffic signal at Sunset will have some calming effect on outrageous speeding between US41 and Sunset, but only if there is a roundabout there. Otherwise speeders will do what the do now: race to catch the green light, continuing at speed over the bridge. If there will not be a roundabout at Sunset, then residents and guests from The Westin to Sunset Towers would appreciate Traffic Tables (speed bumps) at one or two locations within that span. Thank you for holding the webinar and providing information about the project. Many of our members listened to the presentation. Unfortunately, many of our questions were unanswered, or briefly addressed during the last 3 or 4 minutes of the presentation. Our members took away different impressions. It was difficult to ask and answer questions, and on occasion we found a lack of clarity in the answers. We would appreciate your setting up a meeting to answer questions for those on Golden Gate Point. Here is just a sample of just a few of the questions that remained unclear. Can residents of Golden Gate Point, at all times during construction, return from US 41 northbound (that is, coming from the south on US 41), and make a left on Gulfstream and a left into GGP? How can we exit GGP and go westbound to Bird Key or Lido Key? Will this be possible at all times during construction? Can we proceed straight from Golden Gate Point directly into Sunset Drive and the Ritz as we can now? Will there at all times be a streetlight at the intersection of GGP and Gulfstream during the project? There was a reference to signage and lights impacting the area by GGP‐‐ we'd like to understand what those changes would be and how and when they will occur. Golden Gate Point, as a neighborhood, is about to embark on a significant upgrade of landscaping at the entrance to Golden Gate Point. This cost is borne solely by Golden Gate Point residents, since Golden Gate Point is a special taxing district. 115. Mary M Question/Comment: “"Hi, Alice ‐ I appreciated the opportunity to log onto this session. In terms of feedback, I did find the two masked speakers very difficult to understand and that was too bad. It is clear that the decision to change the intersection has been made long ago and there is no way for residents to influence the decision, so I will take this opportunity to address some of my concerns. As a resident living very nearby, I cannot imagine a roundabout at Gulfstream and Tamiami can handle the volume of traffic that travel this route each day, and multiplied during the season. While someone spoke very highly of the way the Fruitville roundabout is operating, I hope they have taken into consideration that we have only a fraction of the traffic level we normally have this time of year...and only a fraction of snowbirds. I would like to see this tested during a normal season before plunging ahead to do another. With no stop light from Boulevard of the Arts and even with lower traffic levels, it is now very difficult to get out onto Tamiami from the Westin/Ritz entrance. There is no pause in terms of traffic, which may be fine for those already on the road, but not so good for traffic management. And as to the success of the pedestrian initiated flashing red lights to cross Tamiami at the Westin/Ritz entrance, in my opinion it is only a matter of time before a pedestrian is seriously injured or worse. To my surprise, some drivers completely ignore a flashing red light...I thought this was required regardless of where one lives...and if you do step out onto the street without making eye contact with each driver in the multiple lanes, you are truly taking your life into your hands. I cannot believe we are continuing to expand this approach. It seems as if the only concern for FDOTis in moving cars as quickly as possible with no hesitation through Tamiami and Gulfstream, but that does seem to disregard the pedestrian and entry issues. I was amused to hear there is an expectation people will drive the new speed limit of 25 mph. No one in Sarasota drives 25 mph. And of course this limitation is only a short distance from the 45 mph limit over the Ringling Bridge which is frequently exceeded. It’s hard to envision someone coming from the bridge at 45 mph immediately slowing to 25 mph. This is a population that struggles with speed limits and the concept of yielding, based on my experience in living here. It’s easy to design and plan this when you don’t actually live here and travel these streets and sidewalks. Thank you for listening." Response: Thank you for your feedback.

If any of the factors cannot be resolved, the pedestrian bridge will not be able to be included. A permanent temporary bridge is not being considered at this time.

Marc S Question/Comment: “What envirinmental remedies are incorporated into the project specifically excessive noise on US 41 and flood mitigation at the Westin HAWK crossing?” Response: Roundabouts by design slows down traffic down, but keeps it moving continuously. This helps reduce the high acceleration rates typically seen at stop lights. This project will improve the stormwater drainage system for the US 41 at Gulfstream Avenue Roundabout, as well as US 41 between Gulfstream Avenue and Fruitville Road.

I would like to offer a suggestion to improve the area for the pedestrians and joggers who walk and run along the . Right now it is not a pretty sight; walking along the beautiful and mesmerizing waterway next to a major highway and watching traffic fly by. This is a great time to make the walkway along the water more pedestrian friendly by shielding the walkers/joggers from the traffic. My recommendation is to plant bushes/trees (similar to the ones that are along the front of the Watergate complex) between the highway and the walkway on the South‐side of the highway. There is about a 10’ to 30’ grass area there now. These bushes/trees would grow 8’ to 10’, so when walking along the water you would not see the traffic. They would slightly help with the noise and also help with the pollutants coming from the traffic. You don’t want these bushes/trees to grow too tall because they might block the view of some of the lower level units in the Watergate and the Vue. So, it would be good to assume they will need to be trimmed in the 10’ to 12’ range every few years. It would be even better to put a barrier on the highway side of the trees for safety and to help control the noise a little better, but is not 100% necessary. I think the area your referring to is the stretch of sidewalk from Golden Gate point/Sunset to US 41 on the south side of Gulfstream. If this is the area, a barrier wall is not really an option but landscaping is a very good alternative. The good news is the landscape work for this area will follow the construction under a separate specialty contract in which the landscape design plans have not been started. I will forward and encourage the design team as well as the City of Sarasota to look at this area. Thanks for reaching out.”

The US 41 and 10th Street Roundabout had four (4) travel lanes southbound and three (3) travel lanes northbound prior to construction of a two (2) lane roundabout. Traffic seems to be flowing well at this intersection now.

One diagram shows pedestrian paths inside the center of the roundabout, which is an obvious safety issue, is this real?” Response: There will be no pedestrian paths inside the roundabout, perhaps the diagram you may have seen was an artist rendering. Landscaping has not been finalized and is not included in the contract for this project. The City of Sarasota will have a highly active role in the landscape design. The selection of artwork and landscaping withing the roundabout will be made by the City of Sarasota, with public input.

154. Frank W Question/Comment: “Thank you for reaching out and for the presentation. I understand the different phases. It will be interesting to drive with lanes going opposite to you on both sides. FIRST DO NO HARM‐This is the first rule of medicine, and it should be the first rule of FDOT. This roundabout will be a disaster, and I know that traffic lights will have to be added, just like they have been added at busy roundabouts in England. However, traffic lights will not solve the problem created by this Roundabout: There are only two lanes in this roundabout, and FDOT only solved the problem at this intersection by adding a third left turn lane. FDOT solved this intersection's problem, and now will reverse its good work. I love roundabouts for lightly used intersections. However, when you have to cross two lanes of traffic to get on the roundabout, they are really scary. This is what one has to do leaving Fruitville to go South on 41. Maybe, if the traffic in the roundabout had to yield, instead of the entering traffic yielding, a moderately busy roundabout like at Fruitville, would work. However, this would probably not work for an extremely busy(in season) roundabout at Gulf Stream. This intersection will prove way to busy for a roundabout. I am sure if there was space, and the site were not downtown, FDOT would consider a flyover ramp. The City Manager of Sarasota strongly wanted this roundabout, but now he has resigned. Will this be his legacy? I hope not." Response: Thank you for your comments. Motorists will have to go straight through the intersection at Gulfstream Avenue/Sunset Point and make a U‐turn past the bridge at Bird Key Drive. There will be a temporary signal added east of the intersection. Additionally, we will have a dedicated session with the Golden Gate residents to provide information regarding impacts to Golden Gate Point.

The project just to North (Fruitville) is already a mess.” Response: FDOT is pursuing a temporary pedestrian bridge near the US 41 and 1st Street intersection. However, there are a few factors that must be worked out before it can be officially added to the construction project. If any of the factors cannot be resolved, the pedestrian bridge will not be able to be included. A permanent temporary bridge is not being considered at this time.

Isn't this going to cause major congestion?” Response: Since there will not be a traffic signal at the Gulfstream Avenue intersection, with traffic flowing continuously, there is no need for storage space, which is what four (4) travel lanes at a traffic signal are intended to do.

Will the flooding issues on Gulstream at the entrance to the hotel and residances be addressed at this time? Thanks” Response: This project will improve the stormwater drainage system for the US 41 at Gulfstream Avenue Roundabout, as well as US 41 between Gulfstream Avenue and Fruitville Road. A future project is being planned for Gulfstream Avenue west of the roundabout.

167. Christopher W Question/Comment: “‐‐‐ The plans appear to impose a considerable and unnecessary burden on people living on Gold Gate Point. During the day, there is almost never any back up at the light at Gulfstream and Golden Gate Point. Outside of rush hour there doesn’t need to be a light. People traveling West can simply turn left when there is a break in the traffic. Do you really want to force someone at 1am to go over the bridge and turn around a Bird Key? Sending people over the bridge to turn around at Bird Key seems to solve nothing during rush hour. First you are just adding to the traffic going West over the bridge. You are then adding to the traffic going East over the bridge. More traffic on the bridge is just what we don’t need. Hard to see the advantages of people waiting to turn around at Bird Key versus turn left into Golden Gate Point. I would suggest not having the stop light function during non‐rush hours periods and doubling or tripling the time that people would need to wait during rush hours. Golden Gate Resident. Christopher W“ Response: The reason for not having a west bound left turn movement into Golden Gate Point is not because of the opposing traffic but because of the physical separation of this lane and the lack of room to have traffic merge into the left turn lane, due to the temporary crossover configuration during construction.

168. Richard W Question/Comment: “Hello Ms. Ramos, I have been using the new roundabouts on the north Tamiami trail since their opening. I have very grave concerns about the placement of the HAWK pedestrian crosswalks. They are unsafe because they are too close to the roundabouts. This is particularly true for the traffic exiting the roundabout. When driving in the roundabout one is concentrating on the sharp and reversing curves and potential traffic entering the roundabout. When exiting a driver is looking straight ahead and somewhat down, and it would be too easy to miss the tall lights as one is negotiating the curve to exit the roundabout. In addition, if a driver stops for pedestrians when exiting the rotary all traffic in the rotary will grind to a halt and hopefully without rear end accidents (which unfortunately I seriously doubt.) I did notice in the proposed pictorial rendering of the Gulfstream roundabout this is addressed, but I am concerned that artistic renderings are not always translated to final implementations. As in the rendering the pedestrian walkways should be out 10 yards or so from the roundabout for exiting traffic. I seriously hope that the walkways are implemented as drawn. It also would be good for the Florida Department of Transportation to correct the placement of the walkways on the north Tamiami trail roundabouts for the safety of all involved.
