The project is titled EMPOWER, Increasing Economic and Social Empowerment for Adolescent Girls and Vulnerable Women in Zambia. Winrock International (WI) is implementing the project with two subgrantees: the Panos Institute of Southern Africa, responsible for community awareness, and WECREATE, responsible for public-private partnerships. The project’s target audience is out-of-school adolescent girls aged 15 to 17 years who are engaged in or at high risk of child labor. EMPOWER seeks to achieve its project objective through four outcomes: 1. Adolescent girls engaged in or at high risk of entering child labor have increased access to acceptable work and high-quality training opportunities. 2. Vulnerable women whose households have children engaged in or at high risk of entering child labor have increased access to livelihoods opportunities. 3. Public awareness on child labor and gender equality increased. 4. Collaboration between government, private sector and civil society on the promotion of acceptable work for adolescent girls and vulnerable women strengthened. To achieve these outcomes, EMPOWER provides training and livelihood services through the one-year Rural Entrepreneurship and Leadership (REAL) course, targeting 2,500 participant adolescent girls aged 15 to 17 and 1,500 women from their households. EMPOWER also targets 1,000 men from participant households for three months of training to increase their understanding of child labor, child rights and gender equality. Per the project’s Comprehensive Monitoring and Evaluation Plan (CMEP), EMPOWER intends to broadcast 512 radio programs and organize 870 community-level events to raise awareness on child labor and gender equity. Finally, EMPOWER aims to sign 33 memoranda of understanding (MOUs) with government and private sector partners (public-private partners, or PPPs) to support participant households, hub- level cooperatives and 100 women’s entrepreneur networks. This report evaluates the performance of the economy during the year 2000. On 27 th January 2000, the Minister of Finance and Economic Development, Honourable Dr. Katele Kalumba, M.P., presented the 2000 National Budget to Parliament. The Budget highlighted the objectives and programmes of the Government for the year under review. Although the country experienced macroeconomic instability in the year 2000, it showed resilience by registering a positive growth rate of 3.5 percent compared to 2.0 percent in 1999. Positive developments in manufacturing, real estate and transport and communication sectors contributed to the growth. The growth was, however, against the backdrop of rising inflation and rapid depreciation of the Kwacha.

This is further motivated by the recognition that the road network constitutes the single largest asset owned by the Government, and a less than optimal system of the management and maintenance of that asset generally results in huge losses for the national economy. In order to ensure management and maintenance of the PFR, the government is introducing the OPRC concept. The OPRC is a concept is a contracting approach in which the service provider is paid not for ‘inputs’ but rather for the results of the work executed under the contract i.e. the service provider’s performance under the contract. The initial phase of the project, supported by the World Bank will be implementing the Improved Rural Connectivity Project (IRCP) in some selected districts of Central, Eastern, Northern, Luapula, Southern and Muchinga Provinces. The project will be implemented in Eastern Province for a period of five (5) years from 2020 to 2025 using the Output and Performance Road Contract (OPRC) approach. GRZ thus intends to roll out the OPRC on the PFR Network covering a total of 14,333Kms country-wide.

    Zambia Page 1 of 8 Zambia Country Reports on Human Rights Practices - 2003 Released by the Bureau of Democracy, Human Rights, and Labor February 25, 2004 Zambia is a republic governed by a president and a unicameral national assembly. Since 1991, multiparty elections have resulted in the victory of the Movement for Multi-Party Democracy (MMD). MMD candidate Levy Mwanawasa was elected President in 2001, and the MMD won 69 out of 150 elected seats in the National Assembly. Domestic and international observer groups noted general transparency during the voting; however, they criticized several irregularities. Opposition parties challenged the election results in court, and court proceedings were ongoing at year's end. The anti-corruption campaign launched in 2002 continued during the year and resulted in the removal of Vice President Kavindele and the arrest of former President Chiluba and many of his supporters. The Constitution mandates an independent judiciary, and the Government generally respected this provision; however, the judicial system was hampered by lack of resources, inefficiency, and reports of possible corruption. The police, divided into regular and paramilitary units under the Ministry of Home Affairs, have primary responsibility for maintaining law and order. The Zambia Security and Intelligence Service (ZSIS), under the Office of the President, is responsible for intelligence and internal security. Civilian authorities maintained effective control of the security forces. Members of the security forces committed numerous serious human rights abuses. Approximately 60 percent of the labor force worked in agriculture, although agriculture contributed only 15 percent to the gross domestic product. Economic growth increased to 4 percent for the year.

We thank in particular the organisations that implemented the projects, in particular Forestry Department, PMTC and FAO. Even though all three evaluated projects closed down some time ago, they took time to give us valuable feedback and provided us with relevant reports and with contacts of beneficiaries and other project stakeholders. A special thank you to provincial and district level forestry staff in Muchinga and North Western Province. They supported the evaluation team in tracing and putting the team in touch with relevant stakeholders at both the district and the community level. The physical visits to the communities in Muchinga province were well organised and fruitful as a result of the efforts made by the district staff in Chinsali and Shiwangandu. Provincial staff and district forestry staff in Kasempa, Mwinilunga and Ikelengi districts in North Western Province were prepared to give feedback over the phone and travelled to two Community Forest Management Groups to allow the team to interview group members by phone. The evaluation team is grateful for all their efforts to support the evaluation. During this reporting period, MCSP Zambia: Supported MOH to conduct a data quality assessment to identify and address data quality gaps that some districts have been recording due to inability to correctly interpret data elements in HMIS tools. Some districts lacked the revised registers as well. Collected data on Phase 2 of the TA study looking at the acceptability, level of influence, and results of MCSP’s TA model that supports the G2G granting mechanism. Data collection included interviews with 53 MOH staff from 4 provinces, 20 districts and 20 health facilities. Supported 16 districts in mentorship and service quality assessment (SQA) to support planning and decision-making. In the period under review, MCSP established that multidisciplinary mentorship teams in 10 districts in Luapula Province were functional. Continued with the eIMCI/EPI course orientation in all Provinces. By the end of the quarter under review, in Muchinga 26 HCWs had completed the course, increasing the number of HCWs who improved EPI knowledge and can manage children using IMNCI Guidelines. In Southern Province, 19 mentors from 4 districts were oriented through the electronic EPI/IMNCI interactive learning and had the software installed on their computers.
