ADVISORY NO. 2021 - 04 SUBJECT : TEMPORARY SUSPENSION ON THE PROCESSING OF REQUESTS OF FOREIGN NATIONALS FOR ENDORSEMENT TO THE DEPARTMENT OF FOREIGN AFFAIRS FOR TRAVEL BAN EXEMPTIONS TO THE PHILIPPINES This is with regard to the requests of Foreign Nationals (FNs) for endorsement to the Department of Foreign Affairs (DFA) for Travel Ban Exemptions (TBE) to the Philippines. The Department of Information and Communications Technology (DICT) refers to the following: (i) The Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF- MEID) Resolution No. 103 dated 18 March 2021, wherein the entry of FNs into the country will be temporarily suspended from 22 March 2021 to 21 April 2021; (ii) The IATF-MEID National Task Force Against COVID-19 (NTF COVID-19) Memorandum Circular No. 6 dated 18 March 2021 on the Temporary Suspension of Travel into the Philippines, wherein the temporary suspension of entry of FNs into the country from 22 March 2021 to 21 April 2021 was also provided; and (iii) The Letter dated 19 March 2021 from DFA Undersecretary for Civilian Security and Consular Affairs Brigido J. Dulay on the Suspension of Processing of Entry Exemption Requests from 22 March 2021 to 21 April 2021, wherein National Government Agencies (NGAs) were advised not to send any endorsements during the said period as they will be disregarded. In line with the abovementioned, please be advised that the DICT will also be suspending the processing of requests of FNs for endorsements to the DFA for TBE to the Philippines from 22 March 2021 until 21 April 2021. -

(Screenshot) MANILA – President Rodrigo Duterte on Sunday ordered Environment Secretary Roy Cimatu to look into reports of illegal logging and mining after Cagayan Valley experienced massive flooding triggered by heavy rainfall due to Typhoon Ulysses and enhanced by the tail-end of a cold front. “I will direct here Cimatu to look into the illegal minings especially where people are building their shelter downwards,” Duterte said in a situation briefing in Tuguegarao City on Sunday. He lamented that despite being discussed in various meetings, “nothing” has been done to address illegal logging and mining in the country. “We always talk about illegal logging and mining but actually nothing has been done about it,” he said. Duterte also asked Cimatu to ensure that residents in flood-prone areas are relocated to higher grounds. “In other areas, yung convincing the people to move to a place where it’s not prone to flooding. That’s the only way that we can erase agony every time that there is a typhoon over here,” he said. -

STAR/ File MANILA, Philippines — Tatlong open dumpsite sa Calabarzon ang ipinasara ng Department of Environment and Natural Resources (DENR), alinsunod na rin sa kautusan ni Secretary Roy Cimatu. Una nang ipinag-utos ni Cimatu na dapat ay sarado ang lahat ng open dumpsite bago mag-Marso ngayong taon. Ayon sa DENR, ang tatlong ipinasarang dumpsite ay matatagpuan sa mga bayan ng Nasugbu at Sto. Tomas sa Batangas, at sa Tanza, Cavite. Ang mga open dumpsite ay ang lugar kung saan ang mga basura ay dinideposito nang walang maayos na proseso. Dahil dito,maaaring magdulot ito ng panganib sa kalikasan at sa kalusugan ng mga tao. Alinsunod sa Republic Act 9003 o ang Ecological Solid Waste Management Act of 2000, mahigpit na ipinagbabawal ang operasyon ng mga open dumpsites. Kaugnay nito,nananawagan ang DENR-CALABARZON sa publiko na maging responsable sa pagtatapon ng basura. Payo nila, dapat na ugaliin ng mga residente ang paghihiwalay, pag-recycle , at pagbabawas ng basura. Tiniyak naman ni DENR-CALABARZON Regional Executive Director Nonito Tamayo na mas paiigtingin pa nila ang pakikipagtulungan sa iba’t ibang lokal na pamahalaan para sa mas pinatibay na pagpapatupad ng batas. THIS PAPER - COALITIONS FOR CHANGE AND THE DEVELOPMENT OF CLARK INTERNATIONAL AIRPORT The third paper in this Series explores the conditions that gave rise to the development of Clark International Airport as a complimentary airport to Ninoy Aquino International Airport (NAIA). It traced CfC’s subtle but significant role in supporting a coalition and individual champions that pushed for Clark Airport prioritization, amidst political shifts INTRODUCTION in 2016. There are three interesting overtures in the Clark Development experience. First is how an administration’s decisive action on prioritizing a development agenda, sans new legislation, created an almost immediate effect on the market. Second is how private interests and connections inadvertently or overtly (re)shapes goods and services. The third is how a group of motivated people, in this instance, CfC’s partner, Advocacy for Dual Airport Priority (ADAPT), can and has redirected attention to a significant public concern.
