North West Capital Budget Pull Out for 2013 Page vi Foreword This is the second year of the publication of Capital Budget Pull-outs for the six geo-political zones. Citizens Wealth Platform (CWP) is setting the agenda of public participation in fiscal governance especially in monitoring and tracking capital budget implementation. Popular and targeted participation is essential to hold government accountable to the promises made in the annual budget particularly the aspects of the budget that touch on the lives of the common people. In 2013, the Federal Government of Nigeria (FGN) promised to build roads, bridges, hospitals, renovate airports and generally take actions to improve living standards. FGN also promised to reinvest subsidies removed from petroleum products in 2012. We cannot afford to sit on the fence and believe that things will change for the better and manna will fall from heaven. It did fall in the biblical days of necessity and it will not fall again unless there is a compelling need for it. Our lived historical experience shows that every hand must literally be on deck to ensure and guarantee human, infrastructural and economic development. Against this background, CWP provides an opportunity to deepen and reinvigorate our fiscal democracy by every citizen, grassroots group; faith based groups, professionals, the private sector and organized labour to become members of an army of fiscal governance enthusiasts and capital budget monitors by finding out what is happening to approved projects in their neighbourhoods and localities. The reports and follow-up action arising from the monitoring exercise can help enhance the speed of reforms by ensuring that no one is allowed to gain from his dereliction of duty. Nigerians have nothing to lose by participating in budget monitoring. Rather, they have everything to gain. The corrupt leadership has ensured that Nigerians have become a people left behind in time and space considering our relative underdevelopment compared to available and potential resources. Political leadership has failed and we are virtually degenerating into fiscal anarchy and lawless. However, we can regain the public fiscal space by holding government to account for its routing budgetary promises. From this little beginning, we shall make progress and it shall be well with Nigeria.
