This history makes the Philippines a kind of imperial artifact. Like all nation- states, it is an ineluctable part of a global order governed by a set of shifting power rela tionships. Such shifts have included not just regime change but also social revolution. The modernity of the modern Philippines is precisely the effect of the contradictory dynamic of imperialism. The Spanish, the North American, and the Japanese colonial regimes, as well as their postcolonial heir, the Republic, have sought to establish power over social life, yet found themselves undermined and overcome by the new kinds of lives they had spawned. It is precisely this dialectical movement of empires that we find starkly illumi nated in the history of the Philippines. According to recent studies, 50% excess buses add drastically to the growing number of vehicles passing through EDSA. One way to decongest traffic is to cut through the volume of buses. A Bus Rapid Transit (BRT) system can be more effective in improving the service operation of buses rather than implementing more city bus operations. The study presents a proposed BRT system in EDSA. The study evaluates the transportation impact of the BRT system on commuter movement and urban travel, and assesses the environmental benefits of the proposed BRT system. Data used in this study were obtained through vehicle counting, onboard surveying of bus, cars, taxi and MRT and 1996 MMUTIS study. These were calibrated using the software EMME3 to build a traffic demand forecast model considering four scenarios: without BRT on the base year; without BRT on the design years; with BRT and with city buses traversing along EDSA; and with BRT but without the city buses traversing along EDSA on the design years 2016 and 2021. -

(OLFI), M.A.Ed Candidate, University of the Philippines, Diliman Abstract This study seeks to offer insight into the paradox between two ideologies that are currently being promoted in Philippine society and identify the relationship of both towards the indigenous community of the Ifugao in the country. Inclusion is a growing trend in many areas, such as education, business, and development. However, there is ambiguity in terms of educating and promoting inclusion for indigenous groups, particularly in the Philippines. Mandates to promote cultural preservation also present limits to the ability of indigenous people to partake in the cultures of mainstream society. The Ifugao, together with other indigenous tribes in the Philippines, are at a state of disadvantage due to the discrepancies between the rights that they receive relative to the more urbanized areas of the country. The desire to preserve the Ifugao culture and to become inclusive in delivering equal rights and services create divided vantages that seem to present a rift and dilemma deciding which ideology to promulgate. Apart from these imbalances, the stance of the Ifugao regarding this matter is unclear, particularly if they observe and follow a central principle. Given that the notion of inclusion is to accommodate everyone regardless of “race, gender, disability, ethnicity, social class, and religion,” it is highly imperative to provide clarity to this issue and identify what actions to take. -

World War II in the Philippines The Legacy of Two Nations©2016 By Bataan Legacy Historical Society Several hours after the bombing of Pearl Harbor on December 7, 1941, the Philippines, a colony of the United States from 1898 to 1946, was attacked by the Empire of Japan. During the next four years, thou- sands of Filipino and American soldiers died. The entire Philippine nation was ravaged and its capital Ma- nila, once called the Pearl of the Orient, became the second most devastated city during World War II after Warsaw, Poland. Approximately one million civilians perished. Despite so much sacrifice and devastation, on February 20, 1946, just five months after the war ended, the First Supplemental Surplus Appropriation Rescission Act was passed by U.S. Congress which deemed the service of the Filipino soldiers as inactive, making them ineligible for benefits under the G.I. Bill of Rights. To this day, these rights have not been fully -restored and a majority have died without seeing justice. But on July 14, 2016, this mostly forgotten part of U.S. history was brought back to life when the California State Board of Education approved the inclusion of World War II in the Philippines in the revised history curriculum framework for the state. This seminal part of WWII history is now included in the Grade 11 U.S. history (Chapter 16) curriculum framework. The approval is the culmination of many years of hard work from the Filipino community with the support of different organizations across the country. -

Philippine history, more especially the historio- graphy of its colonial period, poses some particular problems in serving as the basis from which to fashion an identity suitable to the modern citizens of a nation-state. These problems are not restricted to the Philippines, but the combination of features is certainly specific to the history of that nation and differentiates its historiography from that of others in the region. Attention has long been drawn to the unique geographical location and cultural experi- ence of the islands; indeed D.G.E. Hall even omitted the Philippines from the first edition of his seminal history of Southeast Asia (Hall 1955). But these observations on their own offer no insuperable obstacle to the creation of a national historiography. Far more significant is the lack of appropriate his- torical experiences whose symbolic value make of them suitable rallying points round which a counter-hegemonic and anti-colonial historiography can coalesce and flourish.1 The history of nations is always presented in the form of a narrative, the fulfilment of a project that stretches back over the centuries along which are moments of coming to self-awareness that prove to be decisive in the self- manifestation of national personality (Balibar 1991:86; Bhabha 1990:1). -

By Martin R. Gaerlan INTRODUCTION (1) Good Morning and Thank you. ( 2) For this researcher, trying to recapture the past and recovering whatever remains of the dead story of Cementerio Balicbalic, started as a personal and pastoral, rather than an academic or professional research endeavour. During the many pastoral planning workshops in the early 1990’s, the Most Holy Trinity Parish (MHTP) pastoral council leaders often faced a blank wall, a corporate amnesia if you will, on the beginnings of the parish prior to 1925. (3) The parish leaders recognized that they needed to remember. They needed to remember and lay to rest the untold story of this once sacred ground for the dead. Certainly, there were the oral tales, best told during the late evening parish workshops, of the old church grounds littered with tombstones, or of finds of human skeletal remains, or of the encounter with some ghostly apparition. (4) One particular story links the place name Balicbalic to a peculiar funeral procession practice of the residents of San Miguel, Manila. Atong P. Reyes (1982), in an article published in the 50th Anniversary Souvenir program of MHTP, described how the funeral entourage navigated their way towards Cementerio Balicbalic in a strange reluctant manner.i After taking twenty steps forward, someone shouted “balic” which was repeated a number of times.
