Now that negotiations to leave the EU have begun, we have more need than ever of such people. Without them, our country will struggle to renegotiate its cultural and commercial relationships with the rest of Europe, and will struggle to build new relationships with other international partners. Initially, the result of the referendum vote encouraged a spate of public hostility towards languages other than English. If sustained, this would make it more difficult to develop our country’s capacity to engage with the wider world, just when we have greatest need. More recently, evi- dence has emerged that the prospect of Brexit has prompted larger num- bers of people to start learning other languages, whether through formal classes or through informal routes. If this continues, it could help to close the gap between our language needs and our capability. The essays that follow aim to spell out what language capability the UK is likely to need in in the new climate, how well prepared we are and what we can do to be better prepared. There is no area of social life where languages have no impact, and we look at a selection of areas where lan- guage needs are a prominent issue. Language capability can take many forms and we focus on the main ways in which language support is pro- vided across the UK. The discussion is designed to respond to the par- ticular circumstances of the UK in the period of uncertainty opened by vii viii Preface the referendum. This does not mean that all of the language issues are unique to the UK. On the contrary, we share many of them with other English-speaking countries, with other European countries and with other countries around the world. That could be the basis of another book. Brexit is a loosely defined and contested concept, but the title ‘Languages after Brexit’ recognises that the result of the referendum marked a significant change in our country’s position in Europe and in the wider world. Consequently, it has brought our relationship with other languages into sharper perspective. Contributors have emphasised the impact of Brexit in its most general sense rather than focus on the situation at a given moment, but our texts undoubtedly reflect the state of affairs at the time of writing or revising. The chapters of this book were all completed by the middle of June 2017 and do not reflect political changes since then. There have been many twists and turns over the past year. No doubt there will be many more to come. The idea for this book came from a short piece I wrote for the French Studies Bulletin in autumn 2016, asking ‘What Does the Brexit Vote Mean for Us?’ Judith Allan at Palgrave Macmillan suggested that it would be timely to publish a book on the impact of Brexit on languages while the negotiation process was under way. I jumped at the suggestion and proposed an edited book that would bring together specialists in different areas of language and language policy. I was sure they would rapidly be able to distil their knowledge in a form that would be clear and succinct, presenting the current state of play, and looking forward while learning the lessons of the past. They responded with enthusiasm to the challenge. Part I provides views on the UK’s situation in a multilingual world. It looks at why many people are resistant to other languages, and why the international role of English brings definite benefits but also the drawbacks of being dependent on the goodwill of others. Part II asks what the UK needs in languages. It explores the needs of the economy, business, science and social services, such as the legal system or sup- port for refugees. And it looks at the potential benefits of working in several languages, both for social development and individual mental development. Preface ix Part III assesses where the UK currently stands in language capacity. It pays particular attention to language education in the four home nations, with a particular focus on schools. It looks at what is provided in higher education, in community-based learning and in informal learning. It also examines the UK’s capacity in translators, interpreters and language teachers. Part IV draws together recommendations for steps that need to be taken to improve our capability in languages and help our country to thrive in the new international environment. It suggests public initia- tives, potential actions by government and a long-term strategy for the UK. The recommendations are outlined in summary form in the Appendix.     Scale of the Crisis Facing Tourism The Voice for Tourism in Northern Ireland Executive Summary It cannot be underestimated the crisis facing the tourism industry as a result of Covid-19. Tourism is a seasonal industry with almost 60% of revenues earned from April to November. The escalation of the outbreak of Covid-19 struck at the end of the quietest part of the tourism calendar with financial reserves at a minimum. Investments had been made in preparation for what was predicted to be one of our best years following the success of The Open and the launch of the new brand – Northern Ireland Embrace a Giant Spirit. During the lockdown period (March to June), non-essential travel ceased and unlike other sectors of the economy, working from home or finding alternatives to generating income was not an option for the majority of tourism businesses. It is estimated that this period of closure has resulted in over £300M in direct visitor spend being lost to the NI economy. In addition, 80% of staff are on part and full time furlough, redundancies have been made across the sector and there has been a significant knock on effect to supply chains. We have calculated the potential loss to 2020 visitor spend based on the Visit Britain updated estimates that the tourism industry in Northern Ireland could be facing losses of over £600M from overnight trips, a decrease of 70% on the estimated 2019 spend. Businesses that have reopened are struggling to break even. There are still sectors important to tourism, such as non-food pubs (indicative date 21st September), business conferencing and the Arts that are yet to reopen.

    Early policy response to COVID-19 in education—A comparative case study of the UK countries Melissa Mouthaan, Martin Johnson, Jackie Greatorex, Tori Coleman, Sinéad Fitzsimons1 Research Division Introduction In this article, we report on a series of analyses that we carried out during the early course of the pandemic. In early 2020, researchers in the Education and Curriculum Team in Cambridge Assessment Research Division started a project that we called Curriculum Watch. The aim of this project was to collate a literature and documents database of education and curriculum policies, research and analyses from across the four countries of the United Kingdom (UK). Our work was inspired by the work of Raffe et al. (1999) who set out the positive benefits gained from comparing the policies of “the UK home nations”2. We anticipated that our Curriculum Watch database would provide a growing resource that could inform our understanding of education and curriculum issues beyond the UK. The literature base would also serve as an archive of events and our reflections on them. This is particularly useful as the presence of policy documents is sometimes short-lived, reflecting movements in policy decision-making. As the pandemic hit the UK in February 2020, it affected education policy in ways that were difficult to foresee. It was also challenging at the time to make sense of the policy shifts that were occurring. This context presented us with an opportunity to use our literature base to make sense of the emerging educational picture. Having a base of comparative policy and research literature allowed us to see how policy developments converged or diverged across the different countries of the UK, allowing us insight into some of the issues influencing education decision-making.

    Published on Eurydice (https://eacea.ec.europa.eu/national-policies/eurydice) This article covers public funding for education for adults aged 19+, and for apprenticeships, traineeships and youth training programmes, which are available for young people from the age of 16. It also covers funding for 16- to 19-year-olds following general or vocational education courses in further education (FE) colleges [1]. The funding of general and vocational education for 16- to 19-year- olds in school sixth forms [2] is covered in the article on ‘Early Childhood and School Education Funding [3]’. Northern Ireland’s six further education (FE) colleges are at the centre of provision. Programmes are also delivered by private training providers and employers, often working in partnership with the FE colleges to offer a wide range of academic, vocational and leisure / recreational courses for adults. Policy for funding adult education and training, further education [4], and employment and skills programmes in Northern Ireland falls within the remit of the Department for the Economy (DfE) [5]. Public funding is made available for adults to: gain nationally recognised qualifications help them improve their essential skills (literacy, numeracy and ICT) help them improve their skills to make a successful transition into the labour market or to progress to higher level education or training undertake apprenticeships and gain recognised qualifications in the workplace. Depending on the learner and type of programme, some adult learners are entitled to full government funding, which means that no tuition fees are charged, while some programmes are partly government funded. Other learners, or their employers, have to meet the full cost of their programmes.

Males had a significantly higher rate of death linked to COVID-19; the ASMR for males was 69.9 deaths per 100,000 of the male population compared with 45.8 deaths per 100,000 females (Figure 4). • Monthly Covid-19 ASMRs per 100,000 were highest in April (36.7 for males and 23.4 for females) and lowest in August (1.9 for males and 0.6 for females) (Figure 5). • Belfast Local Government District (LGD) had the highest Covid-19 related ASMR with 90.0 deaths per 100,000, followed by Antrim & Newtownabbey LGD at 73.1 (per 100,000). Fermanagh & Omagh had the lowest Covid-19 related ASMR of 17.2 (per 100,000), followed by the neighbouring Derry & Strabane with an ASMR of 27.0 (per 100,000) (Figures 6A and 6B). • For Assembly Areas, Belfast West (113.7), Belfast North (93.5) and Belfast East (90.8) had the highest Covid-19 related ASMRs per 100,000. The ASMR for South Down was lowest at 19.9 per 100,000 (Figures 6A and 6B). • Covid-19 related ASMRs were highest in the 20% most deprived areas at 66.0 deaths per 100,000 population, followed by the 20% least deprived areas at 60.4 deaths (per 100,000) (Figure 7).
