    Azerbaijan Page 1 of 6 Azerbaijan International Religious Freedom Report 2007 Released by the Bureau of Democracy, Human Rights, and Labor The Constitution provides that persons of all faiths may choose and practice their religion without restriction; however, there were some abuses and restrictions. There was no change in the status of respect for religious freedom by the Government during the period covered by this report. Some religious groups reported delays in and denials of registration. As in previous years, there continued to be some limitations upon the ability of groups to import religious literature. Most religious groups met without government interference; however, local authorities monitored religious services, and officials at times harassed and detained members of "nontraditional" religious groups. There were some reports of societal abuses or discrimination based on religious belief or practice. There was popular prejudice against Muslims who convert to other faiths and hostility toward groups that proselytize, particularly evangelical Christian and other missionary groups. The U.S. Government discusses religious freedom issues with the Government as part of its overall policy to promote human rights. The Embassy monitors religious freedom and maintains contact with the Government and a wide range of religious groups. Section I. Religious Demography The country has an area of 33,774 square miles and a population of 8.5 million. There were no reliable statistics on membership in specific religious groups; however, according to official figures approximately 96 percent of the population is Muslim. The remainder of the population consists mostly of Russian Orthodox, Armenian Orthodox, Jews, and nonbelievers. Among the Muslim majority, religious observance is relatively low, and Muslim identity tends to be based more on culture and ethnicity than religion.

    PC.DEL/720/10 2 July 2010 OSCE HIGH-LEVEL CONFERENCE ON TOLERANCE AND NON-DISCRIMINATION ENGLISH only Astana, 29-30 June 2010 Session 7: Strategies for promoting tolerance and understanding, interethnic and intercultural dialogue including its religious dimension, in the OSCE area Statement by Ms. Dziunik Aghajanian, Adviser Ministry of Foreign Affairs of the Republic of Armenia in the exercise of the Right of Reply Madame Moderator, It is saddening to see this forum misused by our distinguished key-note speaker from Azerbaijan (Mr. Hidayat Orujov) by raising political issues related to the resolution of the Nagorno Karabagh conflict which is not the topic of our discussion today. Given the comments made, I am forced to reply reminding the distinguished delegate and all Participating States that Nagorno Karabagh conflict is NOT of a religious nature, and all efforts by Azerbaijan to depict it as such have been futile. As for the fabricated accusations of aggression and occupation against Armenia, I would like to refresh the memory of our colleagues that it was Azerbaijan that unleashed a full-scale war against the Armenian population of Nagorno Karabagh in 1992, as a response to their legitimate calls for self-determination, with the mere intent of cleansing the whole Armenian population of the region, as they succeeded in Nakhijevan, Sumgait, Kirovabad/Gyanja and Baku. I would like to remind that the Armenians of Nagorno Karabagh were put under Azerbaijani SSR rule by the unilateral decision of Stalin against the explicitly expressed opposition of its population, out of divide-and-rule policy. Concerning the results of the Azerbaijani war of aggression, the territories that came under control of the Nagorno Karabagh authorities serve as a security belt and a guarantee until the time when Azerbaijan truly negotiates a peaceful solution in the peace talks and not resorts to blackmail by violating the ceasefire regime and relying on the use of force.

    RELIGIOUS PLURALISM AND THE STATE OF AZERBAIJAN Dobrosława Wiktor-Mach Introduction Since the 1970s, religion has been re-emerging as a pow- erful social, cultural and political force all over the world. ”De-privatization” of religion, as described by Jose Casa- nova, means that in previously secularized societies reli- gion is leaving a private niche and re-gains public reso- nance1. The religious revival frequently triggers a process of disconnecting religion from ethnicity. Some national- istic movements change their rhetoric and incorporate religious symbols in their discourse. An increasing num- ber of Muslims find a global identity of Islamic Ummah more attractive than a local ethnic or tribal attachment. The deprivatization of religion presents a challenge to society, state, and religious communities. ”Post-sec- ular” societies deal with a rather unexpected comeback of religious discourse and practice in the public sphere2. This concept usually refers to the Western world, but it can be also applied to former communist republics that were forced in the previous century to adopt an atheistic model of renouncement of public religion. The notion “ post-secular” is employed by Habermas to refer to a change in public consciousness − people in post-secular societies have to deal with a re-appearance of religious 147 norms and ideas in non-religious spheres (education, health care, law, etc.) and to debate the extent of religion that can be incorporated without undermining the core rules of modern and liberal state. This article intends to contribute to the debate on reli- gion in the public sphere and religious rights by focusing on the process of pluralisation as a part of the religious re- vival phenomenon.

    New military clashes between Armenia and Azerbaijan REPORT On the civilian casualties and destructions caused by attacks of Armenia on densely populated areas of Azerbaijan between 27 September – 28 October 2020 28 October 2020 October 2020 COJEP INTERNATIONAL INTRODUCTION Background The Armenia-Azerbaijan conflict is one of the longest-standing protracted conflicts in the region, which has been going on for nearly 3 decades. As a result of this, the Nagorno-Karabakh region of Azerbaijan and 7 adjacent districts of Azerbaijan, namely Lachin, Kalbajar, Aghdam, Fuzuli, Jabrayil, Gubadli and Zangilan, were occupied by Armenia. The conflict affected the lives of over a million of Azerbaijanis who lived in the Nagorno-Karabakh region and 7 adjacent districts of Azerbaijan, causing a number of social, economic and humanitarian problems. The above-mentioned 7 districts are not a part of the Nagorno-Karabakh region. The total area of Nagorno-Karabakh region is 4400 km2, while the total area of 7 districts is almost 3 times larger (11.000 km2). More than 90% of the total number of IDPs (which is more than 1 million) represent those 7 districts. It should also be mentioned that the number of Azerbaijani people forced to leave the Nagorno-Karabakh region is now 86 thousand people. It is the attention capturing fact, that the number of IDPs only from Aghdam (191.700 people) is larger than of the Nagorno-Karabakh region (the overall number of Armenians, Azerbaijanis and other nationalities populating this territory before the conflict was 189.085 people). So, the population of 7 districts is almost 5 times more than of Nagorno- Karabakh itself.

    AZERBAIJAN Executive Summary The constitution provides for religious freedom; however, other laws and policies restricted religious freedom in practice. Most religious groups met without government interference; however, authorities reportedly monitored and raided some religious services, confiscated religious materials, and harassed and detained some members of Muslim and Christian groups. The government considers some of these groups “nontraditional” because they lack a long history in the country. There are also burdensome registration requirements for religious groups that the government enforced. Legislation passed during the year increased restrictions on religious groups. However, in practice, the government did not demonstrate a trend toward either improvement or deterioration in respect for and protection of the right to religious freedom. There were reports of societal abuses or discrimination based on religious affiliation, belief, or practice. There was occasional hostility toward groups that proselytized, particularly Jehovah’s Witnesses, evangelical Christians, and other missionary groups. As part of its overall policy to promote and defend religious freedom, the U.S. government discussed religious freedom with the government, various nongovernmental organizations (NGOs), and religious leaders. Section I. Religious Demography Approximately 96 percent of the population is Muslim, with the remainder consisting mostly of Russian Orthodox, Armenian Apostolic, followers of other Christian groups, Jews, and nonbelievers. Approximately 65 percent are Shia and 35 percent are Sunni, according to the State Committee on Work with Religious Associations (SCWRA), the government body tasked with implementing policy on religious issues, enforcing relevant regulations, and interacting with religious organizations. Christians are mainly concentrated in Baku and other urban centers. The majority of Christians are Russian Orthodox whose identity, like that of Muslims, tends to be based more on culture and ethnicity than on religion.
