F L O O D S I N T H a I L a N D (2011) Situation Report F L O O D S I N T H A I L A N D (2011) SITUATION REPORT UPDATE: 9th November 2011 IMPORTANT NEWS Travel alert /remains unchanged/ All EU MS advise their citizens to monitor closely the situation, particularly in Bangkok, giving the sources of information. The Embassies factually update their advices. None of the MS have downgraded the level of travel advice. The situation is closely monitored and should it remain stable after mid of November, most of the MS will consider downgrading their advice. Affected EU citizens /remains unchanged/ Few EU citizens seeking advice on the situation and assistance in visa related matters. Few residents being affected by the floods seek advice on situation development. Weather forecast /metrological department/ The westerly trough will move from Burma to the North of Thailand within next 1-2 days. Thundershowers are expected. CENTRAL: Isolated thundershower. 9th November - isolated widely scattered light rain. During 10th – 14th November – widely scattered to scattered thundershowers. NORTH: Nakhom Sawan, Phichit and Uthai Thani NORTHEAST: Khon Kaen, Ubon Ratchathani, Srisaket, Surin, Roi-et, Mahasarakham and Kalasin CENTRAL: Ayutthaya, Saraburi, Ang Thong, Chai Nat, Lopburi, Nakhom Pathom, Nonthaburi, Samut Sakhon, Pathum Thani, Suphanburi, Singburi and Bangkok EASTERN: Chacheongsao, Nakhon Nayok and Prachinburi 2. The total fatalities are 529 deaths and 2 missing (1 in Mae Hong Son, and 1 in Uttaradit). 3. No foreigners amongst fatalities. 4. Major tourist destinations such as: Chiang Mai, Chiang Rai, Lampang, Kanchanaburi, Ratchaburi, Pattaya, Ko Chang, Rayong, Phuket, Krabi, Trang, Ko Samui and all provinces in southern Thailand are experiencing normal weather conditions (for Bangkok see: current situation). SITUATION DESCRIPTION Water maintenance plan (by FROC and GISTDA) /remains unchanged/ In order to facilitate maintenance as well as to control the flow of the water from the North, Bangkok has been divided into 3 parts: WEST: 30% - drainage via Tha Chin River to the sea CENTRAL: 50% - drainage via Chao Phraya River to the sea EAST: 20% - drainage via Bang Pakong River and Nakhon Nayok River to the sea /it is planned to increase the water drainage via this area/ 2 | P a g e F L O O D S I N T H A I L A N D (2011) SITUATION REPORT EVACUATION BY DISTRICTS: 1. The water level in Khlong Tawee Watthana (water gate from Tonburi side) has slightly decreased. However already affected areas, particularly in Thonburi, Bang Khae and Nong Khaem continue to be heavy flooded and the water level continues to increase due to upcoming high tide. Tonburi districts communities of Bang Bon, Bang Khun Tien and Rama 2 Road have been alerted and advised to evacuate. The “DASTABALL” (mass of microorganisms used for wastewater treatment) have been distributed in Thawee Watthana district as well as two purification machines have been provided in order to deal with eventual water contamination. Khlong Song – Khlong Bang Khen – Khlong Bang Bua – Khlong Lad Phrao – Khlong Saen Saeb – Rama 9 Super Tunnel (diameter: 5 m) – Chao Phraya River; 2. Khlong Song – Khlong Bang Khen Mai – Vibhavadi Gate – Khlong Bang Sue - Chao Phraya River. The water level in Khlong Song continues to slowly decreas and is considered stable. As the two openings is the North (see the map in the Central Bangkok section) has been mostly secured with the 6 km long sand bags’ walls, the water flow has significantly slowed down. At the moment Bang Khen, Lad Phrao and Chatuchak districts reamin flooded (30 cm up to 1 m of water). The water has also reached Din Daeng district, however has not affected Huai Kwang, which has been initially alerted. Currently it is most probable that the water will not reach deeper in the heart of Bangkok. It is said that Khlong Saen Saeb and Khlong Bang Sue should be able to handle the upcoming water. Parts of Huai Kwang and Wang Tonglang might get some water though (particularly the areas long Khlongs). The assumption of this moment allows to say that the water in those two districts will not reach as high level as in other Bangkok’s districts. Pathum Wan remains unaffected. Phahon Yothin PS is the nearest pumping station to the Study Area and is located on the west side of the Study Area across the highway and along Sutthisan road. Trunk pipelines serving the Study Area are laid along Sutti San road, Ratchadaphisek road, Din Daeng road, and Vibhavadi Rangsit road as shown in Figure 3.12. Pipes on these trunk routes are made of steel and have 1,200 mm diameter.

This is an overview article of the 2011 qualitative !eld research by the Urban Research Plaza and the Thai Music and Culture Research Unit of Chulalongkorn University to be published in book form under the title Living Local Cultural Sites of Bangkok in 2012. The complete data set will be transformed into a website fortifying Bangkok’s cultural tourism to remedy its reputation as a destination for sex tourism. The !ve areas of cultural activity include the performing arts, rites, sports and recreation, craftsmanship, and the domestic arts. It was discovered that these living local cultural sites mirror the heterogeneity of its residents with their diverse ethnic and cultural backgrounds. There are local culture clusters of Laotians, Khmers, Mon, Chinese, Islam, Brahman-Hinduism, and Sikhs as well as Westerners. It was also found that the respective culture owners are devoted to preserve their multi-generational heritage. The natural beauty of these cultural sites remains clearly evident and vibrant, even though there remain dif!culties hampering their retention. The mapping of these sites are discussed as well as the issues surrounding those cultural sites that are in danger of extinction due to the absence of successors and other supportive factors necessary for their sustainability.
