When an image on the film is obliterated with a large round black mark, it is an indication that the photographer suspected that the copy may have moved during exposure and thus cause a blurred image. You will find a good image of the page in the adjacent frame. 3. When a map, drawing or chart, etc., was part of the material being photographed the photographer followed a definite method in "sectioning" the material. It is customary to begin phoroing at the upper left hand comer of a large sheet and to continue photoing from left to right in equal sections with a small overlap. If necessary, sectioning is continued again — beginning below the first row and continuing on until complete. 4. The majority of users indicate that the textual content is of greatest value, however, a somewhat higher quality reproduction could be made from "photographs" if essential to the understanding of the dissertation.

WOLVES WITHOUT TEETH: THE GERMAN TORPEDO CRISIS IN WORLD WAR TWO by David Habersham Wright (Under the Direction of Charles Thomas) Abstract The “Torpedo Crisis,” or “Torpedokrise” as referred to by the Germans, is the name given to the period of the first few years during the Second World War during which time the German U-boat arm experienced catastrophic technical malfunctions with their torpedoes. These malfunctions robbed the Germans of tremendous success during the most critical period of the Second World War – the opening years during which Allied anti-submarine measures were at their poorest and German prospects for success concomitantly at their greatest. By the time the Germans finally succeeded in removing all of these problems and realized the true potential of the torpedo envisioned during the prewar years, Allied anti- submarine warfare tactics and especially technology had advanced to such a degree that it could not be overcome despite the best efforts of the U-bootwaffe.

Problem und Ziel Die am 1. April 2002 in Kraft getretene Soldatenlaufbahnverordnung vom 19. März 2002 wird trotz mehrerer Änderungen den heutigen Anforderungen nur noch eingeschränkt ge- recht. Zum Erhalt der Einsatzbereitschaft der Streitkräfte ist geänderten Anforderungen an die Qualifizierung der Soldatinnen und Soldaten ebenso Rechnung zu tragen wie der Ver- änderungen in der deutschen Bildungslandschaft und Entwicklungen auf dem Arbeitsmarkt. Als Freiwilligenarmee konkurriert die Bundeswehr am Arbeitsmarkt mit anderen Arbeitge- bern um Bewerberinnen und Bewerber. Um hierbei erfolgreich zu sein, bedarf es eines modernen Laufbahnrechts für Soldatinnen und Soldaten, das am Soldatenberuf Interessier- ten vielfältige Einstiegsmöglichkeiten bietet und so die erforderliche Flexibilität für die be- darfsgerechte interne und externe Gewinnung von Fachpersonal schafft. Ein zeitgemäßes Laufbahnrecht leistet zugleich einen wesentlichen Beitrag zu attraktiven Arbeitsbedingun- gen für Soldatinnen und Soldaten sowie flexibler Einstellungsmöglichkeiten, die den verän- derten Bildungs- und Berufseinstiegsmöglichkeiten und den damit verbundenen Kenntnis- sen und Erwartungen Rechnung tragen. Trask Naval Operations Plans between Germany and the United States of America 1898-1913 A Study of Strategic Planning in the Age of Imperialism* In recent years historians on both sides of the Atlantic have been most eager to analyse the effect, both on internal and external affairs, of the creation of a large German battle fleet by the Imperial Naval Office (»Reidismarineamt«)1. A num- ber of scholars has gone one step further and investigated the actual tasks assigned to this force by the Admiralty Staff (»Admiralstab«)2. However, the existence of both German and American naval plans against eadi other has received little or no attention from historians of German-American relations. When sudi plans are mentioned, confusion, lack of precise data, and heated sentiments all too often preclude sober discussion. After World War I, William II denied to his blood relative George Sylvester Viereck the existence of any plans against the United States. »Never was any plan for military or naval action against the United States prepared or even contemplated8.« The Kaiser's memory had obviously faded. The first discussion of sudi German naval plans appeared in two articles by the German-American scholar Alfred Vagts in the »Political Science Quarterly« (1939 and 1940). In the 1930's, during a visit to the Foreign Office in the Wilhelmstraße, Vagts examined copies of reports by the German naval attaché in Washington, Kapitänleutnant Hubert v. Rebeur-Pasdiwitz, to the State Secretary of the Naval Office, Kontreadmiral Alfred v. Tirpitz4.
