Granted, we know all the reasons Moscow is gloating: Donald Trump is president; America is divided and confused; Russia’s propagandization of “fake news” is now repeated by people around the world as evidence that nothing is believable and all information is (as in Russia) manipulated and mendacious. But against this cynical strategy there now stands a process embodied by special counsel Robert S. Mueller III, which we will call, as a shorthand: “The Truth.” Mueller has mobilized the investigative powers of the U.S. government to document how Russia and its friends sought to manipulate American politics. We are seeing the rule of law, applied. Put aside for the moment what the indictments and plea agreement announced Monday will ultimately mean for Trump’s presidency. Already, Mueller has stripped the cover from Russia’s machinations: Trump’s former foreign policy adviser George Papadopoulos has confessed that he lied to FBI agents about his contacts with individuals connected to Moscow who promised “dirt” on Hillary Clinton; Trump’s former campaign chairman Paul Manafort has been charged with laundering $18 million in payoffs from Russia’s Ukrainian friends. Russian meddling is now advertised to the world. This topic will dominate American debate for the next year, at least. In Europe, meanwhile, a similar reaction to Russian influence operations is gaining force.

Revived at Studio Theater, Washington DC, September/October, 2015 Reviewed by David Scharff* “In ancient Greek myth, a ‘chimera’ was a fire-breathing monster with a lion’s head and a serpent’s tail. In Lucy Kirkwood’s drama, (2013) Chimerica is something bigger and scarier than that. The word was origi- nally coined by historian Niall Ferguson to describe the globally dominant, co-dependent relationship between trigger-happy spendthrift America and control-freak, money-grabbing China” (McGinn, 2013). Chimerica opens with the iconic photograph of Tiananmen Square, 4 June, 1989. We see the “Tank Man” who blocked the advance of a tank towards the protesters, his back to us. A shopping bag in each hand, he faces the tank, which then refuses to run him down. The playwright’s script instructions read, “It is a photograph of one country by another country.” Cultural and political encounter is the theme of the play, played out in the fictional and intensely personal portrait of two denizens of cultures that are in conflict and contrast in so many ways. Joe Schofield, who took the photo as a neophyte news photographer at the age of nineteen, now seeks to find the legendary, if now all but forgotten, “Tank Man” twenty-three years later, just as, in America, Obama seeks re-election against Mitt Romney. In the play, Joe tries to sell his editor a story about investigating whether the tank man is still alive, presumably living now in the US.

But there are significant differences in how this manifests in the built environment. Recently, Facebook and Google have proposed or built “landscrapers” – large, elongated buildings, in both low- (Menlo Park, California) and high-density (London) cities. Others, such as Salesforce (San Francisco) and Tencent (Shenzhen) (see Case Study, page 12), have chosen skyscrapers. An early pillar of this new Iorder was the Marshall Plan for European reconstruction, which British histo- rian Norman Davies has called “an act of the most enlightened self-interest in his- tory.”1 America’s leaders didn’t regard this as charity. They recognized that a more peaceful and more prosperous world would be in America’s self-interest. American willingness to shoulder the burdens of world leadership survived a costly stalemate in the Korean War and a still more costly defeat in Vietnam. It even survived the end of the Cold War, the original impetus for America’s global activ- ism. But as a new century progressed, this support weakened, America’s influence slowly diminished, and eventually even the desire to exert global leadership waned. Over the past two decades, the United States experienced a dramatic drop-off in international achievement. A generation of Americans have come of age in an era in which foreign policy setbacks have been more frequent than advances.
