    Summary of ARR & Transmission Tariff Filings Submitted by OPTCL For FY 2020-21 1 Summary of OPTCL’s ARR & Transmission Tariff filing For FY 2020-21 1) In exercise of powers conferred under Sections 39,131,133 and 134 of the Electricity Act, 2003 read with Sections 23 & 24 of the Orissa Electricity Reform Act, 1995, the State Government published the Orissa Electricity Reform (Transfer of Transmission and Related Activities) Scheme, 2005 (“Transfer Scheme”) in the Gazette dated 09.06.2005 which was effective retrospectively from 01.04.2005 wherein the Transmission Undertaking (the Undertaking related to the activities of Transmission, State Transmission Utility and State Load Dispatch Centre and acts incidental and ancillary thereto) of the Grid Corporation of Odisha Limited (Transferor), (now renamed GRIDCO Ltd.- “GRIDCO”) has been transferred and vested in Odisha Power Transmission Corporation Limited (“OPTCL”). 2) As per Clause 10 of the Transfer Scheme, OPTCL is a deemed Transmission Licensee under Section 14 of the Electricity Act 2003 for undertaking the business to transmit electricity in the State of Odisha. OPTCL has also been notified as the State Transmission Utility and accordingly, shall discharge the State Load dispatch functions from the date of transfer till further orders of the State Government. 3) As provided under Regulation 53 (1) at Chapter VIII of OERC (Conduct of Business) Regulations, 2004 and under Clause 19.3 of License, Conditions of OPTCL, OPTCL is required to submit its Aggregate Revenue Requirement (ARR) application for the ensuing year before Hon’ble OERC for approval. Further, Regulation 5.2 of the OERC (Terms and Conditions for Determination of Transmission Tariff) Regulations, 2014 requires OPTCL to file ARR application by 30 th November of every year of the Control Period.

    ORISSA REFERENCE ANNUAL - 2005 ODISSI DANCE Photo Courtesy : Introduction : KNM Foundation, BBSR Odissi dance got its recognition as a classical dance, after Bharat Natyam, Kathak & Kathakali in the year 1958, although it had a glorious past. The temple like Konark have kept alive this ancient forms of dance in the stone-carved damsels with their unique lusture, posture and gesture. In the temple of Lord Jagannath it is the devadasis, who were performing this dance regularly before Lord Jagannath, the Lord of the Universe. After the introduction of the Gita Govinda, the love theme of Lordess Radha and Lord Krishna, the devadasis performed abhinaya with different Bhavas & Rasas. The Gotipua system of dance was performed by young boys dressed as girls. During the period of Ray Ramananda, the Governor of Raj Mahendri the Gotipua style was kept alive and attained popularity. The different items of the Odissi dance style are Mangalacharan, Batu Nrutya or Sthayi Nrutya, Pallavi, Abhinaya & Mokhya. Starting from Mangalacharan, it ends in Mokhya. The songs are based upon the writings of poets who adored Lordess Radha and Krishna, as their ISTHADEVA & DEVIS, above all KRUSHNA LILA or ŎRASALILAŏ are Banamali, Upendra Bhanja, Kabi Surya Baladev Rath, Gopal Krishna, Jayadev & Vidagdha Kavi Abhimanyu Samant Singhar. Quarter II 2016 ISSN: 2229 – 5313 ODISHA AS A MULTICULTURAL STATE: FROM MULTICULTURALISM TO POLITICS OF SUB-REGIONALISM Artatrana Gochhayat Assistant Professor, Department of Political Science, Sree Chaitanya College, Habra, under West Bengal State University, Barasat, West Bengal, India ABSTRACT The state of Odisha has been shaped by a unique geography, different cultural patterns from neighboring states, and a predominant Jagannath culture along with a number of castes, tribes, religions, languages and regional disparity which shows the multicultural nature of the state. But the regional disparities in terms of economic and political development pose a grave challenge to the state politics in Odisha. Thus, multiculturalism in Odisha can be defined as the territorial division of the state into different sub-regions and in terms of regionalism and sub- regional identity. The paper attempts to assess Odisha as a multicultural state by highlighting its cultural diversity and tries to establish the idea that multiculturalism is manifested in sub- regionalism. Bringing out the major areas of sub-regional disparity that lead to secessionist movement and the response of state government to it, the paper concludes with some suggestive measures. INTRODUCTION The concept of multiculturalism has attracted immense attention of the academicians as well as researchers in present times for the fact that it not only involves the question of citizenship, justice, recognition, identities and group differentiated rights of cultural disadvantaged minorities, it also offers solutions to the challenges arising from the diverse cultural groups. It endorses the idea of difference and heterogeneity which is manifested in the cultural diversity.

    MEMORANDUM TO THE GOVERNMENT OF INDIA ON THE UNFCCC’s 15th CONFERENCE OF THE PARTIES AT COPENHAGEN Dear Prime Minister Manmohan Singh, We, the undersigned people’s organisations, social movements, trade unions and concerned citizens, submit this memorandum to the Government to draw your attention to the several urgent and so far unaddressed concerns about the climate crisis and the Indian Government’s response to them, especially in light of the upcoming 15th Conference of the Parties (COP) of the United Nations Framework Convention on Climate Change (UNFCCC) at Copenhagen from 7-18 December 2009. We believe that the economic and political issues of inequality, both within and between nations, grievously impact distribution and consumption and are at the core of the crisis of global warming and of responding meaningfully to it. The crisis is also about a few usurping the rights and access of the vast majority of the disempowered over the commons – air, water, land, minerals and forests. Unsustainable economic development and inequitable growth based on an economy dependent on the use of fossil-fuels and extractive industries — which intensified in the last 60 years — have led to the sharp rise in carbon emissions, way beyond what the Earth can absorb. The global annual carbon dioxide (CO2) emissions have reached about 35 billion tonnes a year from the burning of coal, oil and gas, and from deforestation. This is much more than the net absorption capacity of the Earth, estimated to be 16-17 billion tonnes a year or roughly 2.5 tonnes per person, which is declining due to a gradual warming of the oceans.
