GOVERNMENT OF ORISSA WORKS DEPARTMENT RESOLUTION The 22nd September 2004 Keeping in view of the newly created Districts, the proposal for reorganisation of (R. & B.) Divisions was under active consideration of Government for some time past. Taking into account of the necessity, workload and infrastructure available, Government have been pleased to decide for :² (i) Constitution of Nayagarh (R. & B.) Division (ii) Reorganisation of existing Khurda (R. & B.) Division (iii) Redistribution of work of the existing Bhubaneswar (R. & B.) Division Nos. I, II, III & IV Constitution of Nayagarh (R. & B.) Division (A) It is decided to constitute Nayagarh (R. & B.) Division with three Subdivisions and 9 Sections. The existing office of the Executive Engineer, Bhubaneswar (R. & B.) Division No. IV along with staff and assets are to be shifted to Nayagarh and function as office of the Executive Engineer, Nayagarh (R. & B.) Division . The existing Nayagarh (R. & B.) Subdivision and Dasapalla (R. & B.) Subdivision functioning as such under Khurda (R. & B.) Division shall be bodily transferred to the control of the newly constituted Nayagarh (R. & B.) Division. Further, Ranpur (R. & B.) Section under Khurda (R. & B.) Subdivision shall be transferred to the control of Nayagarh (R. & B.) Subdivision. Bhubaneswar (R. & B.) Subdivision No. XII with its Sections 34 & 35 along with its staff and assets shall be bodily shifted to the control of Nayagarh (R. & B.) Division and will function as Khandapara (R. & B.) Subdivision. The existing Nayagarh (R. & B.) Subdivision with its headquarters at Nayagarh will be reconstituted with Nayagarh, Odagaon and Ranpur Sections excluding Khandapara Section which will be transferred to the control of Khandapara (R. & B.) Subdivision with its existing Sections at Dasapalla, Nuagaon and Gania will function under Nayagarh (R. & B.) Division. The newly created Khandapara (R. & B.) Subdivision will be constituted with Khandapara I, Khandapara II and Kantilo Sections. The details of Nayagarh (R. & B.) Division with jurisdiction is given at Annexure-I. Reorganisation of Khurda (R. & B.) Division (B) After transfer of Nayagarh (R. & B.) Subdivision, Dasapalla (R. & B.) Subdivision and Ranpur Section of Khurda (R. & B.) Division to the control of Nayagarh (R. & B.) Division, Khurda (R. & B.) Division is left with one Subdivision, i. e. Khurda (R. & B.) Subdivision. After reorganisation the Subdivision will be renamed as Khurda (R. & B.) Subdivision I with Sections at Khurda, Chandpur and Begunia. Bhubaneswar (R. & B.) Subdivision No. XI with Section Nos. 31, 32 and 33 shall be shifted to the control of Khurda (R. & B.) Division and function as Khurda (R. & B.) Subdivision No. II with headquarters at Khurda and with Section at Khurda (R. & B.) Section No. II headquarters at Khurda, Chandaka (R. & B.) Section headquarters at Chandaka and Patia (R. & B.) Section with headquarters at Patia. Pipili (R. & B.) Subdivision with its Sections such as Pipili, Jatni and Saradeipur Sections presently functioning under Bhubaneswar (R. & B.) Division No. I shall be transferred and it will function under the control of Khurda (R. & B.) Division. The detailed jurisdiction of Khurda (R. & B.) Division is given at Annexure-II. Redistribution of jurisdiction of Bhubaneswar (R. & B.) Division No. IV (C) After shifting of Bhubaneswar (R. & B.) Division No. IV with its Subdivision No. XII to Nayagarh (R. & B.) Division and Subdivision No. XI to Khurda (R. & B.) Division, only Subdivision No. X with its Sections 28, 29 and 30 and Rajbhawan Section are left. Now Section Nos. 28, 29 & 30 are redistributed and kept under the jurisdiction of Bhubaneswar (R. & B.) Division No. I. Rajbhawan Section will be kept under Bhubaneswar (R. & B.) Division No. III. The territorial jurisdiction of Bhubaneswar (R. & B.) Subdivision No. XI will be merged with (R. & B.) Subdivision No. 6 under Bhubaneswar (R. & B.) Division No. II. The Section No. 27 under Bhubaneswar (R. & B.) Division No. III will function as a new Section of Bhubaneswar (R. & B.) Subdivision No. VI under Bhubaneswar (R. & B.) Division No. II. The jurisdiction of Bhubaneswar (R. & B.) Section No. 36 will be attached to Subdivision No. IX of Bhubaneswar (R. & B.) Division No. III and will function as a new Section. The Jurisdiction of erstwhile Sections 34 and 35 of Subdivision XII will merge under Division III. The Sectionwise details of jurisdiction of Bhubaneswar (R. & B.) There is a parallel study of a similar sample in Bolangir District (NRI Report No. 2715), and this summary is common to both. These all help to illustrate both the personal struggles of many of the people in the District, and also some of the more general issues affecting the potential of non-farm activities and income-generating activities (IGAs). The report is part of a study of the factors that can contribute to the expansion of the non-farm rural economy in India, which also includes a case study in Madhya Pradesh. The purpose is to identify policy interventions that can expand non-farm activities through the understanding of how to promote peoples’ access to them, and how to provide the governance framework that is most conducive to their promotion.

It has been experienced that retention of medical officers in rural and remote areas with specific focus on KBK, KBK+ and Tribal Sub-Plan areas continues to remain a big challenge before the Health Service sector. In order to incentivise the doctors to work in KBK, KBK+ and Tribal Sub-Plan difficult areas Government have been paying special incentive / allowance of Rs. 4,000/- per month to the M.Os. working at DHHs and SDHs and Rs. 8,000/- per month to the M.Os. working in CHCs and PHCs vide H & FW Department resolution No. 1489/H, dtd. 20.01.2012. However, it was seen that this needed a re-examination. It is therefore felt necessary to provide place based incentives to the Medical Officers working in different difficult / remote areas in the state as per vulnerability status of the places taking into consideration certain key parameters such as difficult and back wardness of the location, tribal dominance, left wing extremisms, train communication, road and transport facilities, social infrastructure and distance from state head quarter etc. Hence, Government have been pleased to categories the peripheral health institutions of the state as follows basing on their vulnerability status. 1. Vulnerability status of peripheral Health Institutions :- All the 1751 (One thousand seven hundred fifty one) peripheral Government Health Institutions of the State are differentiated into five different categories and declared as V-0 to V-4 Health Institutions as mentioned at Annexure-'A', taking into consideration their vulnerability status.
