The Union of Soviet Socialist Republics declares that the provisions of article 37 of the Convention on Road Signs and Signals, under which a number of States may not become parties to the Convention, are discriminatory in character, and it considers that the Convention on Road Signs and Signals should be open for par- ticipation by all interested States without any discrimination or restriction. The Union of Soviet Socialist Republics declares that the provisions of article 38 of the Convention on Road Signs and Signals are anachronistic and at vari- ance with the Declaration of the United Nations General Assembly on the Grant- ing of Independence to Colonial Countries and Peoples (resolution 1514 (XV) of 14 December 1960).’’ (VN-vertaling) De Regering van de Russische Federatie heeft de Secretaris-Generaal van de Verenigde Naties medegedeeld dat ‘‘as at 24 December 1991, the Russian Fed- eration maintains full responsibility for all the rights and obligations of the USSR under the Charter of the United Nations and multilateral treaties deposited with the Secretary-General and requests that the name ‘Russian Federation’ be used in the United Nations in place of the name ‘Union of Soviet Socialist Republics’.’’ 3) Onder het volgende voorbehoud en verklaringen: ‘‘The Byelorussian Soviet Socialist Republic does not consider itself bound by the provisions of article 44 of the Convention on Road Signs and Signals stating that disputes which relate to the interpretation or application of the Convention may be referred, at the request of any of the Parties, to the International Court of Justice for decision. The Byelorussian Soviet Socialist Republic declares that the provisions of arti- cle 37 of the Convention on Road Signs and Signals, under which a number of States may not become parties to the Convention, are discriminatory in character, and it considers that the Convention on Road Signs and Signals should be open for participation by all interested States without any discrimination or restriction. 3 26 The Byelorussian Soviet Socialist Republic declares that the provisions of arti- cle 38 of the Convention on Road Signs and Signals are anachronistic and at vari- ance with the Declaration of the United Nations General Assembly on the Grant- ing of Independence to Colonial Countries and Peoples (resolution 1514 (XV) of 14 December 1960).’’ (VN-vertaling) 4) Onder het volgende voorbehoud en verklaringen: ‘‘The Ukrainian Soviet Socialist Republic does not consider itself bound by the provisions of article 44 of the Convention on Road Signs and Signals stating that disputes which relate to the interpretation or application of the Convention may be referred, at the request of any of the parties, to the International Court of Jus- tice for decision. The Ukrainian Soviet Socialist Republic declares that the provisions of article 38 of the Convention on Road Signs and Signals are anachronistic and at vari- ance with the Declaration of the United Nations General Assembly on the Grant- ing of Independence to Colonial Countries and Peoples (resolution 1514 (XV) of 14 December 1960).’’ (VN-vertaling) 5) In overeenstemming met artikel 46, tweede lid, letter a, van het Verdrag heeft de Regering van Chili medegedeeld dat zij model Ab heeft gekozen als gevaarsteken en model B, 2a als stopteken. 6) In overeenstemming met artikel 46, tweede lid, letter a, van het Verdrag heeft de Regering van Luxemburg medegedeeld dat zij model Aa heeft gekozen als gevaarsteken en model B, 2a, als stopteken onder het volgende voorbehoud: «A l’égard de l’article 10, paragraphe 6: La présignalisation du signal B, 2a se fera à l’aide du signal B, 1 complété par un panneau rectangulaire portant le mot «Stop» et un chiffre indiquant à quelle distance se trouve le signal B, 2a. A l’égard de l’article 23, paragraphe 7: Des flèches rouges ou jaunes seront employées sur fond circulaire noir.» 7) Onder de volgende voorbehouden en verklaringen: ‘‘The Presidential Council of the Hungarian People’s Republic considers itself bound by the provision of article 10, paragraph 6, of the Convention, relative to the advance warning signs for sign B, 2, subject to its tenor as defined in the European Agreement supplementary thereto. It does not consider itself bound by the provisions of article 44 of the Conven- tion, in pursuance of article 46, paragraph 1, thereof. The Presidential Council of the Hungarian People’s Republic declares that the provisions of article 45 of the Convention on Road Traffic opened for signature at Vienna on 8 November 1968 and the provisions of article 37 of the Conven- tion on Road Signs and Signals done at Vienna on 8 November ... are at variance with the generally recognized principle of the sovereign equality of States and it considers that these international instruments should be open for participation by all interested States without any discrimination. The Presidential Council of the Hungarian People’s Republic further declares that the provisions of article 46 of the Convention on Road Traffic opened for signature at Vienna on 8 November 1968 and the provisions of article 38 of the Convention on Road Signs and Signals done at Vienna on 8 November ... are at 26 4 variance with the Declaration of the United Nations General Assembly on the Granting of Independence to Colonial Countries and Peoples (resolution 1514 (XV) of 14 December 1960).’’ (VN-vertaling) In overeenstemming met artikel 46, tweede lid, letter a, van het Verdrag heeft de Regering van Hongarije medegedeeld dat zij model Aa heeft gekozen als gevaarsteken en model B, 2a, als stopteken. De Regering van Hongarije heeft op 8 december 1989 medegedeeld dat zij het tweede, hierbovenvermelde voorbehoud intrekt. 8) In overeenstemming met artikel 46, tweede lid, letter a, van het Verdrag heeft de Regering van Iran medegedeeld dat zij model Aa heeft gekozen als gevaarsteken en model B, 2a, als stopteken. 9) In overeenstemming met artikel 46, tweede lid, letter a, van het Verdrag heeft de Regering van Joegoslavië medegedeeld dat zij model Aa heeft gekozen als gevaarsteken en model B, 2a, als stopteken. 10) Onder het volgende voorbehoud en verklaring: ‘‘The Czechoslovak Socialist Republic does not feel bound by the provisions of article 44 of the Convention stipulating that any dispute between two or more Contracting Parties which relates to the interpretation or application of this Con- vention and which the Parties are unable to settle by negotiation or other means of settlement may be referred, at the request of any of the Contracting Parties concerned, to the International Court of Justice for decision. The Government of the Czechoslovak Socialist Republic declares in respect of its article 37 that no State should be deprived of the opportunity to become a party to multilateral international treaties and further declares in respect of article 38 that the said article is in contradiction with the Declaration of the United Nations General Assembly on

PREFERENTIAL AND MANAGED LANE SIGNS Section 2G.01 Scope Support: 01 Preferential lanes are lanes designated for special traffic uses such as high-occupancy vehicles (HOVs), light rail, buses, taxis, or bicycles. Preferential lane treatments might be as simple as restricting a turning lane to a certain class of vehicles during peak periods, or as sophisticated as providing a separate roadway system within a highway corridor for certain vehicles. 02 Preferential lanes might be barrier-separated (on a separate alignment or physically separated from the other travel lanes by a barrier or median), buffer-separated (separated from the adjacent general-purpose lanes only by a narrow buffer area created with longitudinal pavement markings), or contiguous (separated from the adjacent general-purpose lanes only by a lane line). Preferential lanes might allow continuous access with the adjacent general-purpose lanes or restrict access only to designated locations. Preferential lanes might be operated in a constant direction or operated as reversible lanes. Some reversible preferential lanes on a divided highway might be operated counter-flow to the direction of traffic on the immediately adjacent general-purpose lanes. 03 Preferential lanes might be operated on a 24-hour basis, for extended periods of the day, during peak travel periods only, during special events, or during other activities. 04 Open-road tolling lanes and toll plaza lanes that segregate traffic based on payment method are not considered preferential lanes. Chapter 2F contains information regarding signing of open-road tolling lanes and toll plaza lanes. 05 Managed lanes typically restrict access with the adjacent general-purpose lanes to designated locations only.

    6. REGULATORY SIGNS 2B-1 Application of Regulatory Signs Regulatory signs inform highway users of traffic laws or regulations and indicate the applicability of legal requirements that would not oth- erwise be apparent. These signs shall be erected wherever needed to fulfill this purpose, but unnecessary mandates should be avoided. The laws of many States specify that certain regulations are enforceable only when made known by official signs. Some regulatory signs are related to operational controls but do not impose any obligations or prohibitions. For example, signs giving ad- vance notice of or marking the end of a restricted zone are included in the regulatory group. Regulatory signs normally shall be erected at those locations where regulations apply. The sign message shall clearly indicate the require- ments imposed by the regulation and shall be easily visible and legible to the vehicle operator. 2B-2 Classification of Regulatory Signs Regulatory signs are classified in the following groups: 1. Right-of-way series: (a) STOP sign (sec. 2B-4 to 6) (b) YIELD sign (sec. 2B-7 to 9) 2. Speed series (sec. 2B-10 to 14) 3. Miscellaneous series (sec. 2B-37 to 44) 2B-3 Design of Regulatory Signs Regulatory signs are rectangular, with the longer dimension vertical, and have black legend on a white background, except for those signs whose standards specify otherwise.

ROAD TRAFFIC SIGNS, SIGNALS AND MARKINGS The purpose of road traffic signs is to regulate traffic in such a way that traffic flow and road traffic safety are promoted. 1. SIGNS IN GENERAL Road traffic signs can be divided into the following six main groups: TYPE OF SIGN PURPOSE ORDINARY SHAPE Regulatory signs Regulatory signs regulate and control the actions of road users. Round They prohibit or command road users to perform certain actions. Failure to obey these signs is an offence and is punishable by a fine or imprisonment or both. Warning signs Warning signs alert road users in time to dangerous conditions on or next Triangular to the road. Guidance signs Guidance signs are an aid to the road user.   • Comprehension of Warning and Regulatory Signs for Speed
    COMPREHENSION OF WARNING AND REGULATORY SIGNS FOR SPEED Bryan J. Katz Gabriel K. Rousseau, Ph.D. Davey L. Warren Abstract. When signs or other traffic control devices are used, it is essential that drivers understand the message and know how to take action appropriate to the situation. Failures in sign comprehension could increase driving hazards. The present research investigated comprehension for several types of speed management signs including animal presence warnings involving a flashing beacon, regulatory and advisory warnings, and variable speed limit signs with text and animation. The goal of this study was to determine if people make any problematic inferences from these types of signs. There were 103 participants in this research study. Participants viewed the signs, described what the signs meant, and then completed a comprehension task in which statements about each sign were presented and participants indicated whether the statement was true of the sign. The results from the comprehension task are described in this paper. Findings indicated that: (1) many participants failed to recognize that a hazard may still exist when the beacon attached to the animal presence sign is off, (2) many people thought that an advisory speed on a warning sign is an enforceable, legal speed limit, and (3) the variable speed limit sign was understood with either a text message or with animation. The most critical problem found in this study involved the animal presence signs. Further research is recommended to study better techniques to communicate the dynamic nature of the animal hazard to drivers. BACKGROUND In 2001, almost 13,000 people died in vehicle crashes where speed was a contributing factor.
